SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MARCH 2017
Land Use Master Plan project because the consultation should not be sidetracked by unlawful
foreshore uses.
Further consideration of the uses within lease areas will be made by DNRM and through the
Noosaville Foreshore Land Use Master Plan project. DNRM will also be an important stakeholder
during the development of Master Plan.
Ongoing Foreshore Management Considerations
The potential to develop a Memorandum of Understanding (MOU) was discussed at the February
2017 meeting with DNRM officers. The intent of an MOU would be to jointly agree obligations
and ongoing cooperation relating to the management and monitoring of commercial jetty leases.
DNRM and Council currently have a close working relationship at senior staff level, reflected by
the recent joint compliance audit. An MOU is proposed to ensure enduring cooperation on this
important issue and might include:
• Agreement for DNRM and Council to complete regular compliance audits of commercial
river leases and adjacent park reserves; and
• Early consultation between DNRM, as land owner of the commercial lease areas, and
Council, as trustee of the adjacent park reserves, regarding any proposals for sub-leases
or new activities within the commercial lease areas to avoid future non-compliance or
encroachments.

Finance & Risk
Failure to undertake compliance measures will further entrench existing commercial activity
encroachment onto the community purpose recreation reserve along the Noosaville foreshore
and may compromise the outcomes of the Land Use Master Plan project.
