RECOMMENDATION
That Council note the report by the Property Advisor to the Services & Organisation Committee
Meeting dated 7 March 2017 and
A. Adopt the Expresion Of Interest (EOI) application assessment criteria and weightings as
                         detailed in the report.
B. Agree to proceed to the public EOI process for the Commercial High Use Permits.

REPORT
A report updating the process and timing for Commercial High Use (CHU) permits in Noosa
under Council’s Commercial Use of Community Land Policy was provided to the Services &
Organisation Committee on 7 February 2017. Current CHU permits expire on 30 June 2017 and
Council intends to seek Expressions of Interest (EOI) by April 2017 to allow applications to be
assessed and new permits to commence on 1 July 2017.

During discussions at the February Committee meeting it was suggested the proposed
assessment criteria for EOI applications could better align with Noosa Council’s recently adopted
Corporate Plan 2017-2037, particularly its emissions reduction and environmental sustainability
principles.

The current assessment criteria and weightings (used in 2014) are:

• Track record – 50%
• Current capital investment (if applicable) and future investment plan - 30%
• Contribution to local community, local economy and industry affiliations – 20%
• Activity Management Plan (Risk and Quality Control) – 0% (submitted but not scored)

As a result of discussions at the February Committee meeting it is proposed to adopt the
following amended assessment criteria for EOI applications:

• Track record – 40%
• Current capital investment (if applicable) and future investment plan - 20%
• Contribution to local community and local economy, and industry affiliations – 20%
• Activity Management Plan (Risk and Quality Control) – 10%
• Commitment to emissions reduction and environmental sustainability – 10%.
