SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 APRIL 2018
C. Develop a detailed minimum design and associated estimate of costs for a waste dump
point and associated facilities to be located within Lot 1 SP242414, 17 Mary River Road,
Cooroy (as per Figure 2 outlined in the report), together with associated directional and
user signage with a view to a request for funding being submitted to the quarterly budget
review process to allow construction to occur during 2014-15;
D. Prepare a feasibility assessment of the project to ensure that all financial and risk issues
are addressed including the approach to the management model for the 12 month trial; and
E. Investigate options and estimated costs to provide parking spaces for long “recreational”
vehicles in close proximity to Cooroy town centre and revisit usage of the Council freehold
land opposite Cooroy Library for an interim parking area for longer vehicles until a
permanent solution can be implemented.
Finance
Previous reports have outlined the financial implications of Council’s options for the Cooroy RV
Stopover. The current proposal seeks to progress a management model resulting nil cost to
ratepayers.
Risks & Opportunities
The proposed model should allow Council to meet broad Cooroy community expectation that the
facility will continue to operate.
Community managed facilities can represent increased administrative, compliance and staffing
risk for Council when compared to those run by a professional commercial business (as
previously proposed).
Depending on the outcomes of the EOI process, Council may need to consider risks should no
community group express interest in running the facility, or, in selecting a permittee should
multiple groups express interest.
Consultation
External Consultation - Community & Stakeholder
Advice was sought from the Residential Tenancy Authority and Caravanning Queensland in
relation to legislative requirements for resident caretakers on the site. Council has previously
imposed a 3 month limit on caretaker stays but new advice indicates there are no significant
concerns with a community group’s caretaker remaining on the site for longer periods.
