EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 10 April 2018 and authorise the Chief Executive Officer to enter into an extension
to the current agreement with Beachfront Caravan Park Pty Ltd for 11 months commencing 1
June 2018.
REPORT
The current managers of the Noosa North Shore Beach Campground (Beachfront Caravan Park
Pty Ltd) have been managing the campground since 1 August 2012. The previous management
agreement was for a three year term with 2 x 1 year options. Both options were subsequently
taken up with the second option expiring 31 July 2017.
At the April 2017 Ordinary Meeting, an interim 10 month agreement commencing 1 August 2017,
was granted to Beachfront Caravan Park Pty Ltd (the Manager) to allow campground operations
to continue during the campground redevelopment and this agreement is due to expire 31 May
2018. The campground redevelopment is now scheduled to commence in July/August 2018,
which allows for finalisation of detailed project designs and procurement requirements to be
completed. The campground redevelopment is scheduled for completion prior to the 2018
Christmas school holiday period.
It is proposed that a new tender for the provision of management services for the Campgrounds
be conducted after April 2019. This timeframe is suggested for two reasons:
It will allow the Manager to continue campground operations during the redevelopment by
remaining onsite as site security, responding to enquiries (passing traffic, phone and online
enquiries) and accepting forward bookings to ensure revenue is maximised for the
campground reopening which is scheduled for the December 2018 Christmas school holiday
period; and
Allows Council to proceed to tender for the provision of management services outside of the
2018 Christmas school holiday period.
Accordingly, this report seeks Council approval to extend the current management agreement for
a further 11 months commencing 1 June 2018. The incumbent has satisfactorily discharged its
obligations in relation to the current agreement to date.
