2. INFORMATION REQUIRED
The portion of the subject site proposed for the expansion of the existing onsite self-storage
facility is zoned Medium Impact Industry and is within the Venture Drive Enterprise Precinct.
A Warehouse for the purposes of a self-storage facility is an inconsistent use in the Medium
Impact Industry zone, including in the Venture Drive Enterprise Precinct.
Noosa Plan seeks to protect industrial land for industrial activities, and does not support further
self-storage uses, as such facilities are not considered to be utilising industrial land to its fullest
potential. Although it is acknowledged that the current proposal does not include any
structures, any approval for the extension of the storage facility on the site will establish the
land use and set a precedent for the use ongoing and does not prevent a structure / building
being built in the future over the subject land. As such, expansion of the use into the vacant
part of the site is not supported and it is strongly recommended the application be withdrawn.

Should you wish to proceed with the application, the information requested is set out below:
Issue – Need
The application material acknowledges that the proposal does not comply with Overall
Outcome (2)(i) and Performance Outcome PO3 of the Medium Impact Industry Zone Code,
stating:
‘…there is a need for self-storage facilities in the region that is not provided for within
any zone. As such, it stands to reason that an existing facility with available undeveloped
land be expanded to fulfil this need, in place of residents having to leave the region to
access self-storage services elsewhere. ‘
Sufficient information has not been provided to demonstrate the community need for the
proposal.
Information Required
1. Provide a Needs Analysis demonstrating that there is an overriding community
need/demand for the service.
2. Provide further information as to how the use of the vacant portion of the industrial land
for the purposes of self-storage impacts on the availability of industrial land in the Noosa
Shire area to accommodate future industrial uses.
Issue – Landscaping
The development proposes no landscaping to the Vision Court frontage, with the application
material stating:
The site overall comprises approximately 10% landscaping, with no landscaping
provided to the Vision Court frontage adjacent to the proposed extension. This is due to
the works that have been conducted onsite resulting in hardstand storage area being
situated on the front boundary of the site, with fencing in front.
No approval was sought or has been issued for the works that have been carried out on site.
As such, unapproved works that have been carried out on site are not sufficient justification
for the proposal to provide no additional landscaping and/or landscaping along the Vision
Court frontage. In addition, landscaping works located in the road reserve cannot be relied
upon to provide the landscaping buffer sought in industrial areas. The proposal requires
landscaping to be provided to enhance the visual amenity of the existing streetscape and suit
the relative size and nature of the development.
The proposal to provide no o additional landscaping and/or landscaping along the Vision Court
frontage is not supported.
Information Required
3. Provide amended plans providing landscaping to a minimum of 15% of the site, including
a minimum 6m landscaped setback to Vision Court.
Issue – Fencing
The proposal includes fencing along the Vision Court frontage, with the application material
stating:
The proposal provides a front fence on the boundary to Vision Court. This outcome is
appropriate on the basis that nearly all of the new industrial developments fronting Vision
Court have front fences that are built on the boundary, with the site maintaining a
continuous fence line with the adjoining properties.

the appearance of the streetscape. It is acknowledged that surrounding development includes
built to boundary fencing, however this fencing is transparent in nature and these
developments provide landscaping along the frontage that is viewable from Vision Court.
Information Required
4. Provide amended plans either setting the front fencing back an average of 2 metres
(provided that no part of the fencing is within 1 metres of the property boundary), or
alternatively, providing for transparent fencing along the frontage with landscaping in
accordance with the above item.
Issue – Vehicle Manoeuvring
Council requires additional supporting information to assess the application in accordance with
the Noosa Plan 2020 – Driveways and Parking Code and Australian Standards. Provide
additional documentation and amended plans where required to address the following:
Information Required
5. Amend the plans to nominate a number to each individual park/vehicle storage space to
assist with clarifying the total number and location of each space.
6. Confirm the maximum design vehicle size required to access and manoeuvre within the
site. It is noted that aerial imagery shows several larger recreational vehicles (caravans,
boats, buses etc.) that currently utilize the facility.
7. Provide swept path manoeuvres demonstrating the design vehicle for each space
highlighted in yellow on the attached plan is able to enter and exit safely without
encroaching into adjacent parks. As some vehicles are required to be towed into place,
consideration must also be given for the tow vehicle’s path. It is noted that some storage
parks appear to be unviable given their dimensions, location and adjacent obstructions.
Refer to AS/NZS2890.1:2004 Appendix B & AS2890.2:2002 Figure 2.1 for the swept
path dimensions and turning radii.
8. Confirm if the areas marked in red on the attached plans are to be used for storage.
9. Amend the plans to include the provision of vandal resistant public lighting with
intensities to satisfy the requirements of Australian Standard AS1158: Public Lighting
Code.
Issue – Emergency Access
Given the size and layout of the existing site, Council has concerns with the storage parks
obstructing the secondary access along Vision Court in the case of an emergency. The
development must facilitate the security of people and property in accordance with the Medium
Impact Industry Zone Code.
Information Required
10. Provide amended plans removing parking/storage areas obstructing the secondary
access along the Vision Court frontage.

Issue – Stormwater Quantity & Quality
A site-based Stormwater Management Plan (SMP), prepared and certified by a suitably
qualified Registered Professional Engineer Queensland (RPEQ), is required to demonstrate
that stormwater can be managed on/from the subject land in accordance with the State
Planning Policy and Noosa Plan 2020.
Refer to Planning Scheme Policy 6 – Engineering Design Standards for further guidance on
Stormwater Management.
Information Required
Provide a SMP addressing the following:
11. How stormwater quantity has been addressed to ensure stormwater flows discharging
from the development are consistent with pre-development characteristics.
12. How the development maintains the conveyance of stormwater from external
catchments through the site in accordance with Performance Outcome 11 of the Water
Quality and Drainage Code.
13. How the development has incorporated the allowance for increased flood risk and tidal
inundation through pipework as a result of climate change and sea level rise in
accordance with Performance Outcome 2 of the Water Quality and Drainage Code.
14. How stormwater quality will be addressed in accordance with the State Planning Policy
and Noosa Plan 2020.
15. Provide a stormwater layout plan and supporting information to clarify the lawful point of
discharge (LPOD) as well as the location of any proposed quality treatment devices.
Issue – Extent of Earthworks
The total volume of earthworks undertaken has not been included on the submitted plans.
Council requires the total cut and fill volumes to determine if an Operational Works Permit is
required, acknowledging that the application material states:
‘It is noted that this application seeks retrospective approval for the earthworks and
construction of the hardstand storage area, which was carried out without Council
approval (refer to Figure 4 below). The occurrence of the works without approval was
raised by Council via an Advisory Letter dated 20 March 2023. It is intended to rectify
the matter with a Development Application for Operational Works upon receipt of a
Material Change of Use approval from Council.’
Information Required
16. Amend the plans to detail the extent and location of cut and fill that has been undertaken
across the site.
Issue – Existing Retaining Wall
The Planning Report submitted by Adams + Sparkes (Reference: 220703, Dated: August
2023) references stability concerns with the existing retaining wall along the eastern boundary,
with the engineering consultant (Tod’s Consulting) recommending exclusion zones to prohibit
all loads from within these areas. Aerial imagery in Figure 1 below shows these areas are
currently being used to store large vehicles, directly conflicting with engineering
recommendations.

earthworks and vehicular access/storage does not adversely impact on the capacity,
operations, and maintenance of existing infrastructure in accordance with the Earthworks
Code.
It is also recommended that signage to be placed on the retaining wall along the eastern
boundary denoting the live load restrictions and prohibiting the storage of items above such
limits.
Information Required
Provide amended plans to maintain long term site stability, including:
17. Amend the plans to include wheel stops to prevent vehicles being stored in the identified
exclusion zones in accordance with Retaining Wall Notes 2 & 3 on Drawing 23543-C002
Revision A.
18. Provide amended parking dimensions to remove exclusion zones from within vehicle
storage park areas.
19. Amend the plans to include diagonal or hatched line marking to clearly delineate
exclusion zones from storage areas.
