Dear Sir/Madam,
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU18/0006 & OPW18/0012
Street Address:	10 Hill St Sunshine Beach Qld 4567
Real Property Description:	Lot 497 RP 48112 No related Land
Planning Scheme:	The Noosa Plan (3 July 2017)
INFORMATION REQUIRED
The information requested is set out below:
Issue
The proposed development incorporates a ‘study/sitting’ room within each proposed dwelling unit. As per the Planning Scheme definition of density, each proposed ‘study/sitting’ room contributes to the overall density of the development as these rooms are capable of being used as bedrooms. The development therefore exceeds the maximum allowable population density over the site.
Information Required
Please provide amended plans whereby each proposed study/sitting room is not capable of being used as a bedroom (i.e. removal of proposed computer nooks).
Issue
No landscaping plan has been provided as part of the submitted material. As per the Landscaping Code, a landscape plan is required and prepared by a suitably qualified person in accordance with Planning Scheme Policy 3 – Landscaping Plants & Guidelines.
<https://www.noosa.qld.gov.au/documents/40217326/40227898/psp03_landscaping_guidelines.pdf>

Information Required
Please provide a landscape plan prepared by a suitably qualified person. The landscape plan must detail the following:
A total minimum landscaped area of 192m2 where a minimum of 60% of the area comprises soft landscaping;
A minimum landscaped setback of 2.0m to the full length of the sites frontage to Hill Street;
A minimum landscaped setback of 2.0m to the full length of the rear boundary; and
Species selection and pot size with specific regard to Planning Policy 3 – Landscaping Plants & Guidelines.
Issue
The proposed roof top terrace will provide users of the premises the ability to overlook onto the private open space and recreational areas of the adjoining lots, in particular the pool and deck area of 1/8 Hill Street and backyard of 11 Oak Street, Sunshine Beach.
Information Required
Please provide amended plans where the roof top terrace is centrally located in relation to the second storey footprint. By centrally locating the terrace, a greater setback is maintained to all boundaries eliminating/reducing the possibility to overlook.
Issue
The proposed front boundary fence does not included articulation and does not meet the design requirements of the locality.
Information Required
Please provide amended plans where street fencing is set back an average of 1 metre from the front property boundary. The area of land between the fence and the front property boundary must be landscaped to screen any fencing from the street.
Issue
Sufficient detail has not been provided to accurately assess building height. Furthermore, the plans make reference to “Contours derived from Noosa Council contour plans” which are not acceptable as Council contours are indicative only.
Information Required
Please provide the following additional information:
Amended elevation plans which include RL’s at ground, first floor and roof level;
Natural ground line/level derived from a contour survey of the site with corresponding 8.0m height line above; and
A minimum of 2 section plans.
Issue
Council has concerns with the proposed gates across the driveway. Vehicles waiting to access the site will be required to wait on the road reserve and will potentially impact on pedestrians and vehicles on Hill Street.
Information Required
Provide amended plans that either delete the gate or setback the gate to provide sufficient distance (minimum 5.4m) for a vehicle to wait in the road reserve without impacting on the pedestrian footpath. Alternatively provide justification for the gate that clearly indicates how Council’s concerns can be addressed.

Issue
The submitted plans do not include sufficient detail on the access driveway and the manoeuvring area.

Information Required
Provide additional detail on the access driveway and the manoeuvring area. The detail must be prepared by a suitably qualified person and include but not be limited to:
levels and grades of the access driveway and the manoeuvring areas.
a longitudinal section extending from the centreline of the formation in Hill Street to the carparking
a driveway designed generally in accordance with Council’s standard drawings RS-049 and RS-050
a 2m wide footpath adjacent to the kerb line
the necessary stormwater drainage structures
Issue
Council has some concerns with the submitted stormwater drainage plan. It is noted that other developments in the area utilise on-site infiltration as part of their stormwater drainage system while the submitted design does not.

Information Required
Provide clarification on and/or an amended stormwater drainage plan in regard to:
is on-site infiltration required to address a portion of the runoff from the building and hardstand areas
is on-site infiltration required to address discharge from the “charged system” during maintenance
is the site soil structure suitable for on-site infiltration
the potential for surcharge from the proposed transfer chambers adjacent to the front boundary during rain events
the design levels for the various structures
the discharge rates at the kerb and channel outlets. Please note that the maximum discharge at any one location is 25l/sec
clarification on the pipe type within the road reserve. There is some discrepancy on the submitted design. Please note that the pipe type must be suitable for use in the road reserve
certification that the design is in accordance with The Noosa Plan and QUDM
