Coastal development and tidal works 1. Section 125 of the Environmental Protection Act 1994 (EP Act) – Environmental Values Issue: As per section 125 (1)(l)(i) of the Environmental Protection Act 1994 (EP Act), the application must: (a) include an assessment of the likely impact of each relevant activity on the environmental values including: (b) a description of the environmental values likely to be affected by each relevant activity and (c) details of any emissions or releases likely to be generated by each relevant activity and South East Queensland (North) regional office Level 4, Foundation Place 3 South Sea Islander Way, Maroochydore Page 1 of 5 PO Box 1129, Maroochydore QLD 4558

(d) a description of the risk and likely magnitude of impacts on the environmental
values and
(e) details of the management practices proposed to be implemented to prevent or
minimise adverse impacts and
(f) details of how the land the subject of the application will be rehabilitated after each
relevant activity ceases.
The submitted application material provides limited information (including limited ground
truthing) regarding the timing that the dredging activity and beach nourishment works are
proposed to be conducted. For example, the statement provided within application material
response to SDAP State Code 11 “Extraction operations will not occur during closed
seasons for any of the finfish species found within the Noosa River estuary (July –
August).”, does not provide sufficient information detailing flora species or the consideration
for fish migration and spawning activities and periods.
Furthermore, it is noted that the dredging activity includes both the removal of material,
transport and placement of spoil. Therefore, an assessment of impacts should consider
each of the aspects of the project.
The submitted application material provides limited information surrounding the transport
and placement operational plans provided for assessment. Specifically, limited information
has been supplied surrounding the proposed use of the floating pipeline to transport the
dredge material from the proposed dredging activity location to the proposed beach
nourishment location. Any structure or attachments proposed to be used for the
transportation and disposal of dredge material should be accompanied with adequate
description and demonstration on why it would be required and the potential impacts of
utilising such equipment.
Action:
Please provide an assessment, of the likely impact of the dredging activity and beach
nourishment works has on the environmental values including:
(a) a description of the risk and likely magnitude of impacts on the environmental values
including but not limited to:
i. the method by which the dredge spoil will be transported and placed in the area
including an Environmental Values impact assessment on this method of
transport (i.e., is a pipeline proposed, will it be floating or submerged, will it
interact with coastal process or require additional approvals such as a tidal works
approval?) and
ii. pipeline design plans including the proposed layout, cross-sections, booster
pumps, outlet locations, and any other features that provide detail on the
functioning and interaction with the surrounding environment.
(b) details of the management practices proposed to be implemented to prevent or
minimise adverse impacts including but not limited to:
i. detailed information for the timing of the dredging activity and beach nourishment
works that demonstrate that the proposed works have accounted for relevant
seasonal environmental events (e.g., marine plant flowering, fish spawning, fish
migration periods).
2. Coastal Protection and Management Act 1995 – Allocation of Quarry Material
Issue:

2304-34319 SRA
A quarry material allocation is needed where dredging activity results in the removal of
material from land under tidal waters on State Coastal Land and where the material is
disposed of above the high water mark and/or outside of the active coastal system.
If the proposed development involves removing quarry material from land under tidal water
to above the high water mark or removed from the active tidal system on State Coastal
Land, an allocation of quarry material under section 73 of the Coastal Protection and
Management Act 1995 will need to be obtained. Please note an allocation of quarry material
permit only allows access to the material. A relevant development approval for tidal works
and an environmental authority for dredging is also required for the removal of the material
from tidal waters.
Applications for Allocations of Quarry Material (AQM) are to be forwarded to DES directly.
Advice on AQMs may be provided through SARA or further information is available in the
Dredging and Allocation of Quarry Material Guideline (ESR/2016/1979 Dredging and
allocation of quarry material (des.qld.gov.au)).
The following information should accompany an application for an allocation of quarry
material:
Plans drawn to a suitable scale to show:
o The boundaries dredged basin, adjacent river banks, sand banks and
shorelines, showing the line of high water mark (mean high water spring),
the limit of vegetation and any other details to permit the identification of
the tidal land on the ground.
o A hydrographic survey of the land on lines not more than 20 meters apart.
o A proposed area(s) where the quarry material will be taken ashore or
transported over, and the proposed location of any stockpile, reclamation,
disposal or fill areas.
o Adjacent real property boundaries, roads and any esplanade.
o Navigation channels, navigation aids, pipelines, cables, wharves and any
other structures or harbour works located in or adjacent to the land to be
dredged.
Plans showing the depth of dredging and the anticipated final alignment and slope
of batters, together with an indication as to whether this work will result in a stable
alignment or if recurrent maintenance dredging will be required.
Characteristics of quarry material to be removed. For material to be disposed of
within the marine environment, the characteristics of the material and potential
impacts at the disposal site, as required under the National Assessment Guidelines
for Dredging 2009.
Purpose/use of the quarry material.
Methods of extraction of quarry material and disposal of dredge spoil (including
equipment to be used).
Maximum extraction rate of quarry material in cubic meters per year.
Agreement form:
o Owner(s) of land on which the material is to be deposited or stockpiled and
o Owner(s) of land which the material will be transported either by pipeline or
truck
A statement addressing how the proposed works meet section 75 and 104 of the
Coastal Protection and Management Act 1995.
The views of a local government about the removal of the quarry material or

placement of spoil.
The views of a harbour master about the effect the removal or placement may have
on marine safety in tidal water.
If the removal or placement happens on land within the limits of a port—the views
of the port authority or port operator for the land about the removal or placement.
Verifiable methodology for measuring the volume (m3) of quarry material removed.
Further information on allocations of quarry material is available at the following site:

Action
Please provide evidence of granted approvals and permits for the allocation of quarry
material or provide information to demonstrate that the dredged material to be utilised for
beach nourishment works is being placed below the high water mark.
Advice
1. Capital Dredging
As per the Dredging and Allocation of Quarry Material Guideline, capital dredging involves
dredging a site for the first time. The proposed dredging activity is considered to be capital
dredging because the dredge area has been expanded.
Please note that water related risks and emissions, including relevant environmental
values, may generally be higher with capital dredging as opposed to maintenance dredging.
