57, 155 Increase permanent apartment living for those that don’t want large homes or
allow more residents in classification of holiday accommodation. More resort style
development, for permanent occupation, a bit further from the tourist hot spots
would be welcome.
77 There remains an acute shortage of affordable student housing within the Noosa
Council area. Lexis is currently in preliminary discussions with a Noosa Junction
landowner who has a desire to construct purpose-built student accommodation.
This would need to accommodate 80 students and be a mix of classroom facilities
and new Noosa Plan would need to allow increases in ground floor area,
population density and carparking.
83 Protection of Caravan Parks from pressures of other developments so alternatives
are impact assessable. Parks offer the option of short term emergency housing
solutions for tenants such domestic violence situations.
83 Adaptable housing - introducing a code to include a percentage of new dwellings
to be constructed in accordance with AS4299. Increase versatility of
accommodation for those with or without mobility impairments or allow residents
to age in place.
131, 144, 145 Increase the role of town centres and villages as mixed use community hubs.
Mixed use must consider the provision of all elements including accommodation,
hospitality, entertainment, retail and commercial.
144, 148 It lacks the opportunity for infill development in town centres for independent
small scale residents for the elderly near town centres where there is no need for
a car. We need less two story townhouses and more single story development to
meet the needs of an ageing population.

145 At present greenfield developers are able to subdivide the land into large lots and
pass these on to builders with covenants which ensure large houses = large profits.
Developers should be required to provide a well-designed mix with, say 25%
affordable.
149 The secondary unit could be larger, or enlargeable. (In many mature countries all
these needs are met in larger family ‘compounds’ which modify from time to time
as needs change – without having to relocate.) Often the income from secondary
accommodation is not taxed. This should apply to all, but management
responsibility should rest with the owner.
152 Council should look at adopting similar policies as the 'new generation boarding
houses' in Sydney and rooming house policy in Brisbane. This would allow clean
modern affordable options for single people in a safe environment. They are
micro apartments and totally consistent with the global tiny house trend.
157 Feel that with amended secondary dwelling planning, the primary dwelling would
provide much needed housing for families and the secondary dwelling could be
used by singles or couples who don't need so much room but still wish to retain
some privacy. Downsizers then stay in the community they love, families have a
home in the community they love and the rural economy benefits and provides
jobs for our families.
15, 83 Need to allow more duplexes to increase housing density. Up zoning in
appropriate locales from medium to high density close to public transport while
maintaining low max height levels and relaxing car parking provisions for sites in
central zones.

the trend of sharing would make The New Noosa Plan more current.

137 Highlights the economic importance of visitor accommodation to the local

submission (No 138) .
138 The Holiday Rental Industry Association supports the outcomes of the Discussion
Paper and highlights the importance of and the contribution of the holiday and
short term rental industry (HSTR) in achieving these outcomes. Consideration
needs to be given to how HSTR places are assessed under the new planning
scheme and the current definitions of the Queensland Planning Provisions.
Currently they are excluded from the definitions of dwelling house and dwelling
unit. They are included within the broad Column 2 definition of "short term
accommodation" the terminology is considered vague and arguably creates an
undefined land use under QPP. The HRIA would like it to be self-assessable under
the new scheme where a change of use is from an existing lawful dwelling or the
dwelling contains fewer than 4 bedrooms with criteria similar to NSW provisions.

61 Make Hasting Street and Park Rd traffic free with shuttle bus to Noosa Junction.
Think vibrant Noosa with pedestrian access and very little cars/traffic.
131, 141, 187 Further development of a park and ride facility in Noosa Junction is recommended
as well as increasing opportunity for walking and cycling. There needs to be a
stronger connection between Hastings Street and Noosa junction to capitalise and
value add to the visitor experience. The development of Noosa Junction is key to
the future of Noosa Heads for both visitor and residents alike as it can provide a
transport hub and park and ride facilities, hospitality and entertainment venues,
vibrancy, worker and student accommodation, shop top housing and has a unique
sense of identity and place.

provide for relaxed dining and are a key part of the identity of Noosa Junction and
must be further enhanced and supported by the new planning scheme.
38 The Discussion Paper has very broad sweeping statements around infill
development at Noosa Junction and unsure this will be effective or achieved with
mixed use. The infill strategy will only be effective if some areas and
developments are designated permanent residents only.
38 Transitional planning and active management of the Junction precinct as an
entertainment hub. Need to include the impact to the residents including
dislocation and displacement.
39, 132 Night time activities in the Junction need to have extended hours. Nothing is open
past 7pm. Encourage more use of areas. Current rules and regulations around live
music venues in tourism, hospitality and retail precincts are too restrictive. The
New Noosa Plan should encourage the live music industry in cafes and restaurants
in Noosa Junction, Hastings Street, Sunshine and Peregian Beach precincts.
39 Bring business and industries together in Noosa Junction to bring more jobs for
younger people.
43, 131 The New Noosa Plan needs to better acknowledge mixed use development but
ensure that the development codes treat it as an integrated form of development
rather than simply the total of all the parts operating at the same time. The centre
has not been redeveloped because the current policy does not support viable
mixed use development. Main matters to be raised relate to the current Noosa
Plan 2006 provisions of the Business Centre zones in the Noosa Heads locality and
the restrictions in terms of population density, gross floor area, carparking,
setbacks and land uses. The current plan is also lacking in its ability to deal with
mixed use developments and does not envisage visitor accommodation for the
area. Investigations into current planning policy need to look at GFA, height,
population density and car parking provisions to make true mixed use
development financially viable. The New Noosa Plan needs to acknowledge that
visitor accommodation is an appropriate use in the area.
43, 44, 78, 86 This submission requests that population density, gross floor area and carparking
provisions be reviewed as part of the new planning scheme as the current
provisions do not provide encourage or support viable redevelopment within
Noosa Junction. Substantial increases to these provisions are required to enable
viable redevelopment to occur. This submission also requests that visitor

accommodation be encouraged.
44 We are supporters of the Noosa Junction boutique retail appeal however for the
Junction to prosper there is a need for greater development incentive. Living
above retail in a mix use environment is mentioned in discussion papers; however
this is unachievable and not financially viable under current planning conditions.
GFA restricts 2 or 3 level development, driveways for site car parking hazardous
and thus we are witnessing a Noosa Junction where buildings should be
demolished, or major renovation undertaken, but not being done so, due to a
likely loss of floor space
44 Current tenants would like to see Arcadia way as a pedestrian mall and remove
cars with a direct link from Lanyana Way to Noosa Drive.
72 Old Bowling Site - The site presents an opportunity for a natural expansion of the
Noosa Junction centre without detracting from the locality’s traditional high street
(Sunshine Beach Road). A balanced scheme, which reflects the unique context, can
result in a modest extension of retail that will link the existing Noosa Fair Shopping
Centre with Arcadia Street. This will facilitate better access between the two key
attractors, while helping activate Arcadia Street and fulfil the discussion paper’s
intent to create a ‘town square’ in this location. The proposed mixed–use
development could comprise of up to 10,000m² GFA (subject to needs analysis) of,
shops, offices and entertainment. The retail uses would be confined to small shops
along the ground floor with office uses and housing located above. This form of
ground floor uses within a mixed-use building will create the opportunity to
accommodate small, independent businesses.
Mixed use is a higher and better use for the site
Create better connections to the Noosa Junction Centre, especially major car
generators and large format retail
Improve the connection from the Noosa Junction Centre to Pinaroo Rotary
Park and create a safer environment with better street access and
development overlooking the park
Create a new heart for Noosa Junction as an extension of Arcadia Street, the
current designated community heart

Centre towards the new plaza and stronger physical connections to the
Noosa Junction Centre

131 A diverse range of housing opportunities to provide affordability and location is
needed for Noosa Junction. This would include opportunities for tourism industry
workers to find housing options and international students to find accommodation
as well as new residents/workers looking for lifestyle opportunities. In addition
this would reduce the need for reliance on car ownership.
131 Noosa Junction - Issues around residential encroachment into visitor
accommodation adjoining the centre has resulted in restrictions on operating
times which stifles the opportunity to develop viable sustainable business and
creative opportunity.

ISSUES NOT RELEVANT TO THE PLANNING SCHEME
Shire Wide Biosphere is excellent but don't forget "community" is the focus ie people as individuals and as a
group
Shire Wide Include the following additional outcomes in the Discussion Paper.
Outcome: Noosa Shire and the Noosa Biosphere Reserve have a clear and consistent set of
definitions and metrics, which are widely adopted by community groups, the private sector and
the Noosa Council to set targets, monitor change and identify successful outcomes. Definition
should include biodiversity, ecosystems, ecological resilience, adaptive capacity, sustainable
development, sustainable living etc.
Outcome: Urban metabolism and Waste and Resource Management. Support initiatives in line
with waste management hierarchy and include the outcomes of the waste management jury in
the New Noosa Plan. Include waste reduction targets for households and business across the
Shire.
Consider reducing the impact of embedded energy as a result of food and lifestyle choices, by
encouraging local consumers to cut food miles and supporting sustainable producers of local
food and 'slow food' producers.
Shire Wide More recycling bins around Noosa for cardboard etc.
Shire Wide Banning of plastic bags, plastic takeaway containers and cutlery with biodegradable options The Queensland government is proposing this initiative
