economy and the need for a regulatory framework that allows the industry to
grow in a managed way and supports the Holiday Rental Industry Association
submission (No 138) .
138 The Holiday Rental Industry Association supports the outcomes of the Discussion
Paper and highlights the importance of and the contribution of the holiday and
short term rental industry (HSTR) in achieving these outcomes. Consideration
needs to be given to how HSTR places are assessed under the new planning
scheme and the current definitions of the Queensland Planning Provisions.
Currently they are excluded from the definitions of dwelling house and dwelling
unit. They are included within the broad Column 2 definition of "short term
accommodation" the terminology is considered vague and arguably creates an
undefined land use under QPP. The HRIA would like it to be self-assessable under
the new scheme where a change of use is from an existing lawful dwelling or the
dwelling contains fewer than 4 bedrooms with criteria similar to NSW provisions.
Where outside the criteria the use should be Code assessable with criteria similar
to NSW and in either case the criteria include compliance with the HRIA Code of
Conduct.
