PLANNING ACT 2016
Author Planning Scheme Project Manager – Raul Weychardt
Planning and Infrastructure
Index ECM/Subject/Draft Alignment Amendments
Attachments 1. Draft Alignment Amendments – The Noosa Plan - Additional Amendments
EXECUTIVE SUMMARY
This Further Report is submitted to the General Committee as supplementary information to the
report entitled Draft Alignment Amendments to The Noosa Plan – Planning Act 2016 submitted to
the Planning & Environment Committee Meeting on 6 June 2017.
Staff have additionally identified inconsistencies regarding the level of assessment for Veterinary
uses in the Business Centre Zone, Neighbourhood Centre Zone and Village Mix Zone. The
planning intent was to make them subject to a code assessment application process, but the plan
provisions have a mix of requirements. This report therefore proposes an additional amendment
be included as part of the alignment amendments to overcome this unintended inconsistency in
respect to levels of assessment. Veterinary uses will become code assessment in the
aforementioned zones.
The additional amendments to accommodate the Veterinary uses are achieved by the deleting
the words “Type 1 or 2” after the words “Commercial business”. These are shown as tracked
changes in Attachment 1 to this Further Report and are recommended to form part of the
Alignment Amendments to The Noosa Plan.
RECOMMENDATION
That Council note the Report by the Planning Scheme Project Manager to the Planning &
Environment Committee Meeting dated 6 June 2017 and the Further Report to the General
Committee dated 12 June 2017 and
A. Prepare an alignment amendment to The Noosa Plan 2006 under the Alignment
Amendment Rules made by the Planning Minister under section 293 of the Planning Act
2016 and as set out in in track-change format in:
1. Attachment 1 of the Report to the Planning and Environment Committee dated 6
June 2017; and
2. Attachment 1 of the Further Report to the General Committee dated 12 June 2017;
B. Authorise the Chief Executive Officer to amend the alignment amendment in accordance
with the recommended changes included in the new Alignment Amendment Planning
Scheme Template (Version 4) released by the Department of Local Government,
Infrastructure and Planning dated 4 June 2017;
C. Commence the alignment amendment on 3 July 2017, coinciding with the commencement
of the Planning Act 2016;
D. Give notice of the alignment amendment by placing a public notice in a local Noosa
newspaper, government gazette and Noosa Council website; and
E. Provide the Chief Executive of the Department of Local Government, Infrastructure and
Planning a copy of the public notice and a copy of the alignment amendment.

RECOMMENDATION
That Council note the report by the Director Corporate Services to the General Committee
Meeting dated 12 June 2017 providing the May YTD monthly financial performance report for the
2016/17 financial year.
REPORT
Operating Revenue (YTD Benchmark 91.7% - 11 months)
Council has realised 98% ($89 million) of its operating revenue budget of $90 million as at the
end of May 2017. Commentary on each revenue category is provided below:
Rates and Levies – $62.4m (100%) of the annual budget of $62.3m has been earned, with
general rates received for the year above budget by $59k.
Fees and Charges – Fees and charges earned ($5.2m) has exceeded the full year budget
($4.9m). Development related fees ($258k), local law infringements ($139k), land use
permit fees ($80k), change of property ownership fees ($65k) and property search fees
($31k) all currently exceed YTD budget ($4.6m).
Interest Received – Interest earned of $4m totals 91% of the full-year budget ($4.4m), with
interest on invested funds currently $207k ahead of YTD budget; and interest on rate
arrears $42k ahead of the YTD budget. It is expected that the positive variance against
YTD budget ($250k) will hold with interest on Council’s Unitywater investment to be
recognised in June.
Dividend and Tax – Dividends and tax equivalent payments from Unitywater are in line with
YTD budget.
Other Revenue – Other revenue earned ($10.3m) has exceeded the full year budget
($10m). Holiday park fees ($212k), Civil Operations recovery from capital works ($200k),
lease revenue ($151k), Noosa Aquatic Centre ($135k), waste landfill fees and recyclable
sales ($130k), The J ($48k), local laws SPER fees ($40k), Noosa Leisure Centre activities
($30k), are all above YTD budget ($9.3m).
Grants, Subsidies & Contributions –in line with YTD budget.

GENERAL COMMITTEE MEETING AGENDA 12 JUNE 2017
Operating Expenditure (YTD Benchmark 91.7% - 11 months)
Actual operating expenditure is currently 78% of full year budget. Detailed commentary for each
expenditure category appears below:
Employee Costs – Actuals of $25m against the YTD budget of $25.3m (variance of $273k)
equates to 87% of full year budget spend. This is primarily represented by a YTD under-
expenditure of the training allocation ($163k) and additional allocation of employee costs to
capital projects.
Materials and Services – $32.9m (81% of the full year budget) has been expended
compared to the YTD budget of $33.6m (variance of $681k). Year to date variances
primarily relate to contract services budgets, specifically under expenditure in waste
collection ($303k); libraries programs and collections ($118k), electricity costs ($114k); ICT
telecommunications ($105k); works operations ($96k), pest management ($84k), parks
($58k) and cemeteries ($52k) all behind YTD budget. Materials and services costs
associated with the clean-up from damage caused by ex-cyclone Debbie total $259k as at
the end of May 2017.
Finance Costs – bank merchant fees ($17k) and interest on QTC loans ($100k) are
currently behind YTD budget.
Depreciation Expense – in line with YTD budget.
Other Expenses – above YTD budget by $23k due to additional infringement notices
referred to SPER for collection (recovered once fines are collected).
