Dear Sir/Madam,

 Minor Change to Development Permit OPW16/0303.01 Operational Works for Landscaping over                           19
                     Trading Post Road Cooroy QLD 4563 (Lot 102 SP287641).

Palm Lake Works Pty Ltd (PLW) submit this Minor Change to development permit OPW16/0303.01 over
19 Trading Post Road Cooroy , QLD 4563 in accordance with sections 78 and 78 of  the Planning Act
2016.

Please refer to the following attachments which have been submitted as part of the application:
    • Appendix A – Form 5;
    • Appendix B – Arboricultural Imapct Assessment and Visual Tree Assessment            prepared by
        Independent Arboricultural Services dated 22 August 2025 ; and
    • Appendix C – Landscape Drawings prepared by Citicene dated 1/10/2025
    • Appendix D – Landscaping Work Code Table 9.4.5.3

The purpose of this Minor Change is to formally request Noosa Shire Council’s (NSC) consent to remove
and replace the buffer planting along the Elm Street verge; Western Boundary of Lot 102 SP287641 . The
application seeks to remove the trees as outlined in Appendix B prepared by Independent Arboricultural
Services and replace them with planting better suited to the area with consideration for all other
elements including the acoustic fence, adjacent properties, and the swale .

To provide context, a number of trees along th e Eastern Boundary of the resort are now dead or in poor
health and have continued to deteriorate over time , creating a n increased risk that the trees may fall,
which is hazard ous particularly for those properties abutting the boundary fence. The residents have
raised concerns for their safety.

Following a site visit on the 26 th of February with the Arborist, namely Kieran Pentland , and Council
representative Jamie Gordon , it was concluded that C ouncil see merit in reviewing the concerns to the
large trees through a change application to the Operational Works Landscaping OPW16/0303.

It is also important to note that a strip of vegetation in the area near Lamonts Road was previously
cleared, PLW understand this was completed by TMR to create a fire trail        through the area. PLW believe
that planting is not required along this area for the reason    that it was previously cleared by TMR for fire
