RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 7 February 2017 and authorise the CEO to extend the current agreement for the
provision of lifeguard services to Surf Lifesaving Queensland Inc for a further five (5) year period
commencing 29 October 2017.
REPORT
Surf Lifesaving Queensland (SLSQ) have provided lifeguard services through a formal agreement
(the Agreement) with Sunshine Coast Council (SCC) for Noosa beaches since 2012. This
Agreement transferred to Noosa Council as part of the de-amalgamation in 2014. The Agreement
is currently administered by Noosa Council’s Property Branch and has been an appropriate
instrument for the provision of lifeguard services in the Shire.
Contracted services provided by SLSQ include year round services on Noosa Main Beach,
Sunshine Beach and Peregian Beach and seasonal services at North Peregian and Sunrise Beach.
SLSQ also provides support services including waverunner (jet ski) patrols, roving vehicle patrols
from the Noosa North Shore Campground along the Noosa North Shore, communication control
centre operations and helicopter services at no cost to Council.
SLSQ meets and reports to Council on a monthly basis regarding the provision of services and
other matters associated with the Agreement and provides an annual report regarding its
operations. Council conducts random compliance checks of the service provided on the beach in
addition to work, health and safety inspections in accordance with Council’s WHS Hazard
Inspection Matrix. SLSQ’s performance has been satisfactory in relation to these areas over the
duration of the Agreement.
The current agreement is due to expire 28 October 2017 and pursuant to its terms a five (5) year
option falls due in 2017. SLSQ has requested that Council consider exercising the option. Contract
price escalation will be in accordance with the existing provisions within the current lifeguard
services agreement, being a CPI increase at each December Quarter.
SLSQ proposes to develop a five year service plan which is likely to commence in 2018. The
service plan will propose future lifeguard service levels and will require formal adoption by Council
prior to implementation.
The purpose of this report is to seek Council approval to extend the current agreement for a further
five (5) year period commencing 29 October 2017. SLSQ has discharged its obligations in relation
to the current agreement.
