Previous Council Consideration

That Council note the report by the Project Officer to the Services & Organisation Committee
Meeting dated 8 November 2016 and:
A. Provide Free Holiday Buses during the periods 26 December 2016 to 4 January 2017 and 8
to 17 April 2017.
B. Accept TransLink’s quotation of $40,614 (excl GST) for the Christmas Free Holiday buses
for Routes 626, 627, 628, 629 and 632.
C. Delegate authority to the CEO to accept TransLink’s quotation for the Easter Free Holiday
buses for Routes 626, 627, 628, 629 and 632.
D. Accept Transit Australia Group’s quotation of $32,200 (excl GST) for a shuttle service
between Peregian Beach and Noosa Heads for both the Christmas and Easter holiday
periods.
E. Approve a marketing budget of $12,259 for the Christmas and Easter Free Holiday Buses.
F. Include Boreen Point–Tewantin Flexilink service and Council Cabs in the Free Holiday Buses
services.
G. Approve the use of Noosa Heads Lions Park as a car park for the period 26 December 2016
to 8 January 2017 and 8 to 17 April 2017 to be managed by the Tewantin-Noosa Lions Club.
H. Approve 60% of the Lions Park car parking revenue be provided to the Tewantin-Noosa
Lions Club for the management of the temporary car park.
Finance & Risk
The total cost for the Christmas 2016/17 Free Holiday Buses including marketing, the passenger
assistant and bus services was $53,652 and was funded out of the Public Transport Levy.
A marketing budget of $12,259 for the Christmas & Easter services was approved at Council’s
Ordinary Meeting of 24 September 2015. The actual expenditure for Christmas was $5,551.
Council pays TransLink for loss of revenue on the five TransLink Free Holiday Buses routes and
Council funds a shuttle service between Peregian and Noosa Heads. The original quote for the
five TransLink services was $40,614 but due to TransLink fare changes implemented in December
2016 the revised quote was $32,989 (Refer to Table 2: Free Holiday Buses).

It is estimated that the cost per passenger during the 10-day period was $1.33.
The total income generated from the Noosa Heads Lions Park car park was $51,410. The
Tewantin Noosa Heads Lions club is not registered for GST and received $28,041.
