Dear Mr de Chastel,

RE: MATERIAL CHANGE OF USE — IMPACT — UNDEFINED USE -‘NOOSA

MARKETPLACE’ AT 2-18 AND 20 HOFMANN DRIVE, NOOSAVILLE,
FORMALLY DESCRIBED AS LOT 1 ON SP222982 AND LOT 4 ON
SP246584 (Council Ref MCU19/0054)

We refer to the Development Application prepared by Urbis Pty Ltd on behalf of Noosa Spotlight Property 2
Pty Ltd over land situated at 2-18 and 20 Hofmann Drive, Noosaville, for a Material Change of Use to facilitate
the establishment of an Integrated Mixed Use precinct comprising a mix of commercial, retail, and industrial
uses, along with a range of other uses.

Stockwell NC Pty Ltd (Stockwell) has a strategic interest in retail and mixed use development located in the
Noosa and Sunshine Coast region, as the owner of Noosa Civic, Noosa Emporium and the majority
landholder in the Noosa Business Centre (NBC). Stockwell has made a significant investment into the NBC
as contemplated by the 1997 Strategic Plan and the Shire Business Centre Master Plan. In 2006, Stockwell
delivered the first stage of the Shire Business Centre comprising 18,000sqm centre known as Noosa Civic,
anchored by Woolworths and Big W; 7,000sqm large format retail showroom and 2,000sqm Centrelink office.

The proposed development comprises a mixed-use centre covering a GFA of 13,185m? and a GLA of
12,261m? over 21 tenancies with a mix of ‘undefined uses’. The uses fall within the following proposed
classifications:

Figure 1 - Undefined Uses

Proposed Use Total Area Proportion of
Total Area %

Large Format Retail / Showroom 7,965m? 64.96%
Kids Play Centre / Indoor Recreation 1,380m? 11.26%
Retail Incubator / Business / Shop / Industry 1,360m? 11.09%
Co-Working Office 1,340m? 10.93%

Food & Beverage 216m? 1.76%

Stockwell is not supportive of particular aspects of the development application, as outlined below:

1) Undefined Uses
The uses that make up the proposed development create ambiguity in assessing the development
as they are not defined in the Planning Scheme. We have made assumption regarding the proposed
uses as outlined in the application and the corresponding use in the Planning Scheme. The proposed
development must outline the specific use and floorspace areas being sought as defined under the
Noosa Plan.

2) Proposed Shop (Retail business Type 2)
The site of the proposed development is designated as E5 (Employment — Industry and Business)
and B3 (Business - Showroom, Office and Business) under the current planning scheme. The shop
component of the proposed development is an inconsistent use under both the current and draft
Noosa Plan, and we cannot support this element of the proposal.

3) Proposed Large Format Retail/Showroom (Retail business Type 4)

We agree with the applicant that there is substantial additional demand for Retail business Type 4
(showroom) within Noosa Shire. However, the provision of a substantial showroom floorspace as
contemplated by the applicant must be accompanied by provision for additional floorspace within the
established adjoining Noosa Emporium to allow it to grow and remain relevant. We acknowledge
that the current planning scheme provides for this with the extension of precinct B3 across adjoining
parcels of land and onto the subject site, and this provision needs to be explicitly catered for in the
draft Noosa Plan.

Should Council be of the view that there is additional demand for showroom floorspace of
12,000sqm, then this must necessarily be apportioned between the sites to allow the logical
expansion of the existing Noosa Emporium precinct of 4,000sqm, as well as the 8,000sqm floorspace
within the proposed development.

Given the above, we are not supportive of the application in its current form. If you have any queries in regard
to the above please do not hesitate to contact me on (07) 3004 6888.

Kind regards,

Stockwell NC Pty Ltd
