Re: Minor Change Application to DA23543 - 89 Eumundi Noosa Rd

My wife - Janet Fergusson — has uperated her own Physiotherapy Practice from 89 Eumundi

Road Noosaville since March 2004 within the approved conditions of the Decision Notice.

Janet is considering retiring in the near future and as a consequence we are considering
future uses of our premises at the subject address. Ideally, our preference would be to sell the
Physiotherapy practice as an ongoing business (we would retain ownership of the property). If
this is not possible then we would hope to attract another Allied Health activity (e.g.
Psychologist, consulting specialist etc) or a service type activity like legal, accounting. The

current approval specifies Physiotherapy.

As part of any intention to lease out the premises for an ongoing business activity it is likely
that the current limit of the number of people present at the premises would be too restrictive
for many business’, with only 3 persons able to be onsite at any one time with no more than 1
being an employee. We would seek to lift this number to 5 persons maximum on site with up

to 3 being employees.

The existing off street carparking at the rear of the building has been extended during our
time operating the business with an overflow parking area at the rear of the concrete
parking. This overflow area is mainly used by Janet and her receptionist so that the hardstand
area is available to clients. It is suggested that the existing carparking arrangements are

adequate to accommodate the increase in number of onsite persons. a

The existing premises offer a level of amenity that suits many residents of the Noosa region
and particularly older people. The ability to park off street, right at the rear of the premises
and immediately adjacent to an access ramp is regularly commented upon by Janet's
patients as a great advantage; especially those with 4 wheeled walkers, crutches, walking
aids and wheel chairs. This compared to locations like Noosa Civic and The Goodchap
Professional Centre which does not offer this easy level of access and have busy and tight
carparking spaces that are harder to navigate for older people or those with mobility issues.
Whether the ongoing business was Physiotherapy or one of the other categories already
identified, these carparking attributes would be equally relevant, considering the

demographics of Noosa.

The change in the number of person onsite is unlikely to noticeably impact upon traffic flow
into and out of our property. in all of the years that Janet has operated at the premises there
has never been an accident (that we are aware of} involving vehicles entering or exiting our
property. This is mentioned because we are aware that the Council are sensitive about traffic
flows along this section of road. It should also be kept in context that the property at 87
Eumundi Noosa Road is a Childcare facility with far greater vetiicle movement on and off the

property that ours experiences.

Although there may be other commercial premises that could be considered by any
prospective business as an alternative to ours, it is suggested that very few offer the same

level of appeal for the following reasons:

e Standalone building;

e High visibility to high volume of passing traffic;
e Easily identifiable;

e Close access to bus stops;

e Easy, generous and exclusive carparking;:

e Easy pedestrian access into the building;

e Affordable.

The Council correctly but regularly raises the issue of encouraging and attracting business
and employment to the Council area. Janet's existing business has successfully operated
from these premises for over 15 years. Ideally, this Physiotherapy activity will centinue well into
the future but it needs to be financially viable. This will equally apply to the other business
activities already identified. Lifting the number of persons on site would facilitate the business
capacity to operate a profitable business activity without any impact upon the surrounding
area or infrastructure.

We therefore request:

1. Number of persons on site be increased to a maximum of 5 with a maximum of 3 to be
employees;
2. The category Physiotherapy be removed and replaced with Allied Health, Consulting

Specialists, Accounting / Financial Services, Legal services.
