EXECUTIVE SUMMARY
Noosa Council has received a submission from the EDV Residents Group Inc (EDV Group)
seeking support for a change to the boundary between the Sunshine Coast Regional Council
(SCRC) and Noosa Council.
Ultimately, the decision as to whether to refer the boundary issue for review to the Local
Government Change Commission lies with the Minister. If a referral is made, the question of
community of interest is the most critical element for the Change Commission in accordance with
the criteria set out in the Local Government Regulation. An assessment shows that there is an
overall common community of interest between the EDV area and the Noosa Council area with
some parts of the EDV area having a significant community of interest with Noosa. Naturally,
those parts of EDV that directly adjoin the existing boundary have a higher level of community of
interest than those areas further to the south.
However, it should also be noted that the question of boundary change is one for local
communities to campaign on and not a matter for Councils to direct what should or should not
happen. As such, our Council should advise the EDV Group of our assessment of the
community of interest and support should the boundary change occur.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Planning & Organisation
Committee Meeting dated 14 October 2014 in relation to the request and submission by the EDV
Residents Group Inc and:
A. Recognise that proposed boundary change issues should be initiated by the local
community that is affected by the proposed change;
B. Note that there appears to be a significant overall community of interest between the EDV
area and the Noosa Council community based on economic and social interactions;
C. Advise the EDV Residents Group Inc that Noosa Council would participate in any review
process undertaken by the Change Commissioner if the Minister for Local Government
makes a referral to the Local Government Change Commission pursuant to section 18 of
the Local Government Act; and
D. Note that if the outcome of a review by the Local Government Change Commission was to
result in a change to the boundary as proposed by the EDV Residents Group Inc, the
Noosa Council would welcome the EDV community to Noosa.
