accommodation provides long-term, affordable living options for residents, including key workers, who are
increasingly being priced out of the Noosa market.
It is also unclear why rooming accommodation is not being prioritised for incentive measures. This form of
housing offers a significantly more affordable option than multiple dwellings, which—even at smaller sizes—
remain financially unattainable for many key workers due to high construction and purchase costs, and
subsequent rental prices driven by investor demand.
As acknowledged in the Planning (Rooming Accommodation) Amendment Regulation 2022 explanatory notes,
“Rooming accommodation is generally a smaller housing type and is often more affordable than other self-contained
housing types.” Given this, and considering the site’s proximity to the centre zone, the proposed development
clearly aligns with the broader planning intent to facilitate affordable and accessible housing for key workers.
Accordingly, it is considered that officers should be supportive—and indeed, encouraging—of this form of
development, particularly where the built form outcome is comparable to that of multiple dwellings, yet
delivers a substantially greater community benefit through affordability and housing diversity.
Notwithstanding, changes have been made to the concept to address concerns raised by officers. Below is a
summary of the changes made:

As demonstrated in the table above, meaningful changes have been made to the side setbacks of the portion
of the building closest to the road boundary. Figures 2 and 3 below show the typical floor plan demonstrating
the improved side setbacks.
