A multi level residential/ commercial development is proposed for 30-32 Doonella Street, Tewantin (Lot 30 on
RP 893427 & Lot 903 on T1631). The proposed development layout is shown on the Archicology Architectural
Plan within in Appendix A.
This document reports on the stormwater quantity and quality management required for the site. The
engineering requirements for this proposal shall be in accordance with Engineering Best Management
Practices, The Noosa Planning Scheme, the Queensland Urban Drainage Manual (QUDM 2013) and the State
Planning Policy 2016.
This report outlines the preliminary design methodology and calculations in support of a Development
Application and should be read in conjunction with other documents issued by the consultant team.
2. EXISTING AND PROPOSED SITE CHARACTERISTICS
2.1 LOCATION
The proposed development is located in the suburb of Tewantin, approximately 5km inland from Noosa Heads
and will extend over lots 30 and 32 Doonella Street. The site is bound by Doonella Street to the south, Sidoni
Lane and car parking to the north, a residential property and car parking to the west and car parking to the
east. The development site is located approximately 70m north of Lake Doonella and is also in close proximity
to Noosa River.

2.2 EXISTING LANDUSE
The development site comprises of two existing lots, these being lots 30 and 32 Doonella Street with an area of
516m2 and 2003m2 respectively. Currently, the site contains two residential buildings, along with associated
driveways and footpaths. The remaining site area is landscaped with the property boundary girt with
vegetation. Refer to Figure 1: Locality Plan above.
2.3 TOPOGRAPHY AND SITE DRAINAGE
Under existing site conditions, the site falls at an approximate average grade of 6.7% from the high point at
approximately RL 8.80m AHD at the north-west corner of the site, to the low point at approximately RL 4.50m
AHD in the south-east corner of the site. Stormwater runoff from lot 30 and 32 currently flows towards
Doonella Street in the minor and major storm events. There is no external catchment which currently flows
through the site. Infrastructure within Doonella Street is the lawful point of discharge for the two lots. See the
Noosa Shire Council Stormwater infrastructure Map Overlay in Appendix C for further information.
2.3.1 Existing Flooding Conditions
In accordance with Table 13.12 of ‘The Noosa Plan: Natural Hazards and Natural Resources Overlays’, an AEP
of 1% is specified for the design flood level. The interactive mapping system within NSC’s plan confirms that
the development site is not affected by Noosa River, Lake Doonella or overland flow flooding. As a result of
this, it is expected that the site is at a low risk of flood inundation. Please refer to Tewantin & Doonan Natural
Hazard: Landslide & Flooding Overlay (Map OM9.3) in Appendix C and figure 2 below for further details.

3. DEVELOPMENT PROPOSAL
3.1 PROPOSED DEVELOPMENT
The proposal is a development which will comprise of 10 residential units and 3 commercial tenancies with off
street parking provided within a basement car park. The residential units will be situated to the north of the
site, while the commercial buildings are proposed in the south. As per a previous development approval for
the site (MCU15/0053), NSC has requested a 3m public thoroughfare easement be provided along the
northern boundary of lot 32. Refer to the Archicology Architectural Plans within Appendix A for further
information
3.2 PROPOSED STORMWATER DRAINAGE
It is proposed to maintain Doonella Street as the lawful point of discharge for the site as per existing
conditions. Internal stormwater drainage infrastructure will convey minor storm flows (AEP greater than 10%)
to proposed treatment devices and an underground detention tank. The minor storm flows will then discharge
into the existing stormwater gully pit within Doonella Street. Major flows (AEP less than 10%) will flow towards
Doonella Street as overland flow as per existing conditions. Refer to the Stormwater Layout Plan within
Appendix B for further information. There are no external catchments affecting the site. It is noted that runoff
from the Sidoni Lane Capark is currently directed west towards an inlet on Sidoni Street away from the site.
4. STORMWATER QUANTITY
An extract from Part 14 - ASSESSMENT CRITERIA FOR DEVELOPMENT FOR A STATED PURPOSE OR OF A STATED
TYPE of the Noosa Plan states:
The overall outcomes sought by the Water Sensitive Design Code are to ensure that—
a) development is designed, constructed and operated in a manner that contributes to, and does
not impede, long term attainment of relevant Environmental Values and Water Quality
Objectives as specified in the Environmental Protection Policy 2009;
b) development avoids adverse impacts on downstream ecosystems, properties and
infrastructure due to changes to stormwater flow, water quality or ecosystem health;
c) stormwater conveyance channels use natural channel design principles to convey external
catchment stormwater through development and support landscape, passive recreation and
ecological values;
d) urban development captures and utilises run-off from appropriate areas for use on site; and
e) water reuse facilities have no adverse impact on the quality of the town mains water.
All stormwater discharge will comply with Noosa Shire Council’s The Noosa Plan and Stormwater Management
Code with quantity calculations completed in accordance with the requirements and methods outlined in the
Queensland Urban Drainage Manual (QUDM).
4.1 PEAK FLOW CALCULATIONS
Modelling of stormwater runoff quantity has been considered for the existing site conditions and operational
phase of the development. The Rational Method as outlined in QUDM was used to determine the peak flow
rate corresponding to the minor and major storm events for this development.

BORNHORST + WARD | DOONELLA STREET UNITS
Queensland Urban Drainage Design Manual was used to identify the design storm events for this development
as:
Minor (piped flow) - 10% AEP (1 in 10 year ARI)
Major (overland flow) - 1.0% AEP (1 in 100 year ARI)
Flow rates for the developed site have been evaluated as a total discharge from the site.
4.1.1 Rainfall Data
The IFD data used in the Rational Method calculations was obtained from the Australian Bureau of
Meteorology website based on the approximate latitude and longitude of the development site (LAT
26°23'33.15"S, LONG 153° 2'16.94"E). This data indicated the 60 minute, 10 year ARI rainfall intensity
applicable to the development site is 72mm/hr. This rainfall intensity was used in conjunction with the fraction
impervious values to determine the coefficients of runoff for the existing and developed phases of the
development in accordance with QUDM.
4.1.2 Peak Flow Discharge
The coefficient of runoff was taken to be 0.76 and 0.86 for the existing and proposed scenarios respectively.
This was determined through investigation of the existing and proposed impervious areas.
The time of concentration for both cases was determined in accordance with QUDM. The existing time of
concentration for the site was calculated as 16.4 minutes based on a standard inlet time of 5 minutes from the
roof to ground, and 30m of overland sheet flow with a 6.7% gradient. This existing time of concentration was
evaluated from the residential building to the north of the site to the point of discharge situated in the
southeast corner of the site.
The developed time of concentration was adopted as 12 minutes based on a standard inlet time of 5 minutes
and approximately 2 minutes of pipe flow. The pipe flow travel time was determined using Figure 4.8 of QUDM
with a travel length and grade of 45m and 1% respectively, running along the eastern boundary of the site
towards the point of discharge situated in the southeast corner of the site.
The following table is a summary of the peak site stormwater discharges for varying storm events, calculated in
accordance with the Rational Method as outlined in the Queensland Urban Drainage Manual, to the southeast
corner of lot 32 Doonella Street for existing and developed conditions

As indicated in the table above, the peak discharge from the development to the southeast corner of lot 32
Doonella Street will increase in the developed scenario. To ensure that there will be no impact on the
downstream infrastructure or properties as a result of the development, construction of a detention system is
proposed to mitigate the expected discharge increase. The detention system proposed is a below ground
storage tank.
4.1.3 Detention System
Peak discharges for the development will increase as a result of the proposed development. In order to
mitigate these flows a detention system is proposed. An initial detention sizing has been completed using the
Rational Method to estimate the size of the system. The detention volume required to mitigate peak flows
from the proposed development to pre-developed conditions is 45m3. It is proposed to provide this volume in
a below ground storage tank near the lawful point of discharge, in the southeast corner of lot 32 Doonella
Street. Refer to the Stormwater Layout Plan within Appendix B for further information.

1) a material change of use for urban purposes that involves a land area greater than 2500 square
metres that:
a) will result in an impervious area greater than 25 per cent of the net developable area, or
b) will result in six or more dwellings, or
2) reconfiguring a lot for urban purposes that involves a land area greater than 2500 square metres
and will result in six or more lots, or
3) operational works for urban purposes that involve disturbing more than 2500 square metres of
land.
As the proposed development is for a material change of use that involves greater than 2500m2 of land, the
State Planning Policy requirements for water quality are applicable to the proposed development. As such,
stormwater quality treatment is proposed for development to ensure state requirements are achieved. The
effectiveness of the system at achieving water quality objectives was modelling using MUSIC.
5.1 POLLUTANTS OF CONCERN
The key pollutants to be targeted and the minimum reductions in mean annual loads described in the State
Planning Policy for the South East Queensland Region area outlined in Table 4.
Table 2: South East Queensland Water Quality Objectives
Pollutant Reduction in Mean Annual Load
Total Suspended Solids (TSS) 80%
Total Phosphorus (TP) 60%
Total Nitrogen (TN) 45%
Gross Pollutants (GP) 90%
5.2 MODELLING/ASSESSMENT APPROACH
A quantitative assessment of stormwater runoff quality was considered for the catchments ultimate developed
scenario.
The predicted reductions in mean annual loads of key pollutants have been identified using the “Model for
Urban Stormwater Improvement Conceptualisation” (MUSIC), Version 6 (6.1.0). MUSIC is a stormwater quality
modelling program that provides estimates of stormwater pollution generation and the performance of
stormwater management measures used in series or parallel to form a ‘treatment train’.
5.2.1 Meteorological Data
The first step in creating the MUSIC model was to select the appropriate meteorological data set (period and
time step) to be used as the basis for the runoff algorithms. Section 3.1 – Meteorological Data and Section 3.2
– Modelling Period and time-step, of the MUSC Modelling Guidelines details the Rainfall Data and Time Step
process requirements of the model, respectively.
The time step used for the MUSIC modelling process was: Tewantin RSL Park - 6 Minutes.

5.2.2 Source Nodes
The second step taken in creating the MUSIC models was to define ‘Source Nodes’ or Sub-Catchments.
The MUSIC model consisted of 5 source node types based on the proposed development layout and usage.
These nodes can be seen in figure 3: Proposed Treatment Train. Source node input parameters for each node
type were adopted in accordance with the MUSIC Modelled Guidelines.
5.3 TREATMENT METHODOLOGY
5.3.1 Treatment Nodes
The MUSIC model consisted of two treatment nodes as detailed in Table 5 and depicted in Figure 2. Treatment
node input parameters were based on the MUSIC Modelling Guidelines and sourced from the product supplier.
Table 3: Selected Stormwater Quality Treatment Devices
Treatment Device Discussion
Gross Pollutant Trap A gross pollutant trap is a treatment device designed to capture
EnvrioPod 200 coarse sediment, trash and vegetation matter in stormwater runoff. It
Stormwater360 is proposed to place an EnviroPod 200 at the start of the treatment
(or equivalent) train; ensuring ground runoff is filtered for gross pollutants before
entering the detention tank and reaching the filter cartridges.
Tertiary Treatment A Stormwater360 proprietary device containing Cartridge filtration
Device designed to remove nutrients and sediments from stormwater
6901 PSorb Cartidges runoff. It is proposed that 6x690mm PSorb Detention StormFilter
Stormwater360 cartridges are placed within the stormwater detention tank.
(or equivalent)
Refer to the Stormwater360 Plans and technical information attached in Appendix D for further details.
5.3.2 Proposed Treatment Train
A ‘Treatment Train’ was developed to target each of the pollutants of concern to be incorporated into the
development site layout. This treatment train is illustrated in Figure 3: Proposed Treatment Train.

5.4 RESULTS
The pollutant reductions for the ultimate developed phase of the site, with the inclusion of the detailed
treatment train, as obtained from the MUSIC model and analysis are summarised in Table 4.

As indicated in the table above, the removal rates for the target pollutants; total suspended solids (TSS), total
phosphorus (TP), total nitrogen (TN) and gross pollutants (GP) are all above the water quality objectives
stipulated in the State Planning Policy for the South East Queensland Region. Therefore, the proposed
treatment train for these areas will yield satisfactory pollutant removal.
