EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Advisor – Commercial Property to the Services &
Organisation Committee Meeting dated 8 December 2020 and:
A. Set fees and charges for the Noosa Holiday Parks to align with the cessation of the end of
the July 2022 Queensland school holidays; and
B. Adopt the Proposed General Cost Recovery Fees and Commercial Charges schedule for
Noosa Holiday Parks for the period ending Monday 11 July 2022 as detailed in the tables
contained within the report.
REPORT
Current fees and charges for the Noosa Holiday Parks apply until the end of the summer peak
season on 30 January 2022. Council maintains an ‘advance’ fees and charges schedule for the
parks to allow for forward booking of sites by customers. Twice yearly, Council reviews and amends
the fees as required to maintain the forward booking period.
The purpose of this report is to propose the adoption of fees and charges for the Noosa River
Holiday Parks for a further 6 months to the end of the June - July 2022 school holiday period.
Accordingly, it is proposed that the Noosa Holiday Park fees and charges increase where indicated
in Tables 1-4.

That Council note the report by the Property Advisor Commercial Property to the Services &
Organisation Committee Meeting dated 12 November 2019 and:
A. Amend Noosa North Shore Campground fees and charges in Council’s 2019-20 Schedule
of Fees and Charges; and
B. Set fees and charges for Noosa North Shore Campground for the period 1 January 2020 -

C. Authorise the CEO to enter into an interim management agreement for the Noosa North
Shore Campground with Beachfront Caravan Park Pty Ltd for 3 months commencing 1 April
2020.
Finance
Profits from the Noosa Holiday Parks offset general rate increases and also contributes to
Council meeting its financial sustainability policy requirements.
Council business activities (waste management, holiday parks) are required to operate on a
full cost pricing (FCP) basis to ensure the competitive neutrality principle is complied with.
Holiday park advance fees have been set considering likely inflation movements in materials
and services and resulting FCP implications.
Section 7
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Risks & Opportunities
Risks
Failure to apply the competition neutrality principle via full cost pricing is a breach of the Local
Government Act 2009, and could also potentially result in competitive neutrality complaints
to the Queensland Competition Authority.
Failure to extend the fees and charges period exposes Council to a reduction in forward
bookings, which effects Council’s financial returns and ability to forward financial plan.
Opportunities
Fees are set to ensure ongoing full cost recovery occurs for the business activity at all Noosa
Holiday Parks.
A marketing and branding project is underway including new branding for the Noosa Holiday
Parks and creation of a new website and mobile platform.

2 DEBT REFINANCING INVESTIGATION

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Corporate Services to the Services & Organisation
Committee Meeting dated 8 December 2020 and:
A. Agree in principle to the 20 year fixed interest refinancing of Council’s current total debt
balance at the latest applicable QTC borrowing rate;
B. Agree to recapitalise the early repayment adjustment through the refinancing transaction to
ensure cash reserves are maintained; and
C. Authorise the Chief Executive Officer to submit an application by 26 February 2021 to the
Department of State Development, Infrastructure, Local Government and Planning seeking
borrowing approval for the refinancing transaction.
REPORT
Background
As part of its COVID-19 pandemic economic response the Queensland Government announced a
local government debt refinancing program, to allow councils to refinance and extend the loan term
on some or all of their existing fixed debt with Queensland Treasury Corporation (QTC) to take
advantage of the current low interest rate environment.
The primary goals of the debt refinancing program are to:
Provide councils with an opportunity to free up additional cash flows through reduced loan
repayments that could be utilised to stimulate local economies and / or assist with council
financial sustainability management.; and
Lock current low interest rates on long-term debt in for an extended period.
Fixed rate loans are required to be refinanced at market value. The difference between the loan
book value and the market value is the early repayment adjustment (ERA). Council undertook a
liquidity review in 2019 that resulted in a loan repayment of $10 million from surplus cash holdings
(relating to high interest debt inherited at de-amalgamation). This transaction also included an ERA
which was funded at the time via cash.
The new initiative announced by the Queensland Government allows the early repayment
adjustment to be funded either by cash and/or debt or a combination of the two, where previously
an ERA had to be paid for via cash.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Review Process
A review of Council’s current debt structure was commissioned and undertaken by QTC to
determine any advantages in refinancing some or all current debt based on existing interest rates
and remaining loan terms for each debt pool, and current 20 year QTC interest rates. Council’s
existing debt balances as at 1 October 2020 are outlined in table 1 below:
Table 1: Current Debt Balances

*QTC admin fee of 0.115% excluded
**Weighted average rate across all loans
The review also considered the options of either funding any ERA’s associated with each debt pool
through cash or debt (i.e. recapitalising in a new loan). The options were considered to determine
the net impact on Council’s liquidity indicators under each scenario.
Review Outcomes
Attachment 1 outlines the detailed refinanced loan position under each scenario and debt pool,
which assumes that the existing loan balance is refinanced for a new 20 year loan term. A
refinanced 20 year loan term was preferred to maximise the short term cash flow benefits.
The refinanced loan position summary is provided below:

Section 10
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Key points to note regarding table 2 are:
1. Under either refinancing option, the average interest rate will reduce from 5.42% (current
weighted average) to less than 2%;
2. Funding the ERA via cash would reduce Council’s current cash balance by approximately
$3.2 million, but would result in a net annual repayment reduction of $2.6 million with current
debt levels remaining unchanged; and
3. Capitalising the $3.2 million ERA would result in the overall debt book value increasing to
$23 million, but would result in a net annual repayment reduction of $2.4 million with Council’s
current cash balance retained.
4. Under either scenario, Council’s 2020/21 operating position will be impacted by $3.2 million
to account for the ERA adjustment.
Implications for Financial Plan Metrics
The 10 year financial plan (as at 30 June 2020) was updated for each scenario to determine the
implications on Council’s financial capital sustainability, particularly changes to the operating
surplus ratio and net financial liabilities ratio.
Operating Performance
Operating Position ($’000)
Under both scenarios the operating
position will improve by
approximately $500k in 2022 due to
a reduction in interest expense
Benefits to the operating position
through to 2025 will assist with
Council’s financial recovery plan
objectives
The refinancing benefit reduces by
2027 due to ongoing interest
expense associated with any loan
refinancing (current debt due to be
repaid by 2030)
Operating Sustainability Ratio (%)
Under both scenarios the operating
sustainability ratio improves
compared to the current position
through to 2025
These benefits will assist with
Council’s financial recovery plan
objectives
The ratio degrades and by 2028 is
slightly negative under both
scenarios.
Prudent budgeting and planning
over the next few years will
adequately manage any outer year
operating position risk
Section 11
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Interest Expense ($’000)
Interest expense reduces due to
the average interest rate reduction
under both scenarios
The interest expense reduction will
assist with Council’s financial
recovery plan objectives
Over 10 years interest expense
reduces by $869k under the ERA
cash scenario and $430k under the
ERA capitalise scenario
By 2025 the interest rate benefit is
largely negated (compared to the
current position) due to the change
in loan terms (i.e. debt will remain
for a longer period)
Prudent budgeting and planning
over the next few years will
adequately manage any outer year
operating position risk
Fiscal Flexibility
Debt Position ($’000)
Council’s debt position will increase
by $3 million (13%) under the ERA
recapitalisation scenario
The debt balance remains
unchanged if the ERA is paid from
cash (however cash reserves
would reduce)
Future borrowing opportunities will
not be materially constrained by
either loan refinancing scenario
Note: Current debt balances are $1.9m lower than shown in the graph due to a debt repayment in August 2020
Net Financial Liabilities (NFL) Ratio (%)
Council is currently in a healthy
position regarding its debt position
with appropriate capacity to draw
down future debt as needed
Under each scenario the debt
refinancing transaction has a
marginal impact on the NFL ratio
for the next 10 years
Future borrowing opportunities will
not be materially constrained by
either debt refinancing scenario
Section 12
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Interest Cover Ratio (times)
This ratio indicates the ability for
Council to meet its annual interest
payment obligations without
compromising sustainability
Generally an interest coverage
ratio of at least two (2) times is
considered the minimum
acceptable amount
Under each scenario interest
coverage stabilises once the
financial recovery plan is
implemented
Prudent budgeting and planning
over the next few years will
adequately manage any outer year
interest coverage risk
Liquidity Position
Cash Balance ($’000)
Cash flow benefits will be achieved
from 2022 under either loan
refinancing scenario through
reduced annual loan repayments of
$2.4 million if the ERA is funded by
debt or $2.6 million if funded by
cash
Under the current financial model
assumptions cash balances will
remain at appropriate levels to
ensure ongoing liquidity and
financial sustainability
Working Capital Ratio (times)
A working capital ratio of less than
one is taken as indicative of
potential future liquidity problems,
while a ratio of 1.5 to two is
interpreted appropriate for ongoing
liquidity
The working capital ratio (current
assets/current liabilities) remains
above minimum benchmarks under
each loan refinancing scenario
Previous Council Consideration
Nil.
Section 13
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2020
Finance
Any decision to agree to a refinancing transaction under either scenario will provide an opportunity
to free up additional cash flows through reduced loan repayments that can potentially be utilised
to stimulate the local economy via capital investment and / or assist with Council’s short term
financial recovery strategy.
Given the inherent uncertainty regarding the global and local economic environment over the short
to medium term and implications for Council’s financial recovery plan and broader financial
sustainability, the option to recapitalise the ERA and pay off over a 20 year term is recommended
and will ensure that cash reserves can be retained and used as required to mitigate any short term
financial sustainability pressures that may arise.
Risks & Opportunities
Risks
Any future Council decision making to deviate from the current 10 year financial plan forecasts will
require plan rework to ensure any financial sustainability risks are identified and managed.
Opportunities
1. The debt refinancing investigation shows that the average interest rate on current debt
holdings can be reduced from 5.42% down below 2%, resulting in a significant annual saving
for ratepayers.
2. The Queensland Government local government debt refinancing program will allow Council
to refinance its current debt portfolio without requiring an ERA to be paid from existing cash
reserves.

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Executive Services to the Services & Organisation
Committee Meeting dated 8 December 2020 regarding the organisational structure and position
establishment including temporary project positions.
REPORT
The organisation structure and position establishment is regularly reported to Council in December
and July (with the adoption of the budget) each year. The purpose of the report is to inform Council
of any changes to the organisation structure and position establishment.
There has been no change to the organisational structure or permanent establishment since 10
July 2020, it remains at 375.01 Equivalent Full Time positions (EFT). There are however a number
of changes required to temporary project positions with terms greater than 1 year. Temporary
positions are not included in the EFT count however they are reported to Council because of their
budgetary implications in the short term (i.e. 1 - 3 years).
An updated list of temporary/project positions is provided at Attachment 1.
Council’s attention is drawn to the creation of 10 new temporary project positions and required
extensions to the terms of 7 existing temporary project positions. Attachment 1 provides details of
these positions by Department and funding availability within the current budget.
New positions
1 position of Place Programme Coordinator, Environment and Sustainable Development
Department, for a 1 year term to progress the Pilot Place Making Programme.
2 positions of Designer Capital Works, Infrastructure Services Department, for 2 years to
assist with the design and delivery of the Tewantin Bypass Stage 1 Project and Capital Works
Programme.
2 positions of Project Officer and 1 position of Communications and Consultation Officer,
Infrastructure Services Department, for 3 years to assist with the co-ordination and
management of the Infrastructure Projects Capital Works Programme.

Previous Council Consideration
Ordinary Meeting Minutes, 10 July 2020, Item 7, Page 11
That Council note the report by the Director Executive Services to the Special Meeting dated 10
July 2020 and adopt the Noosa Council Organisational Structure as set out in Attachment 1 to the
report.
Ordinary Meeting Minutes 19 December 2019, Item 6, Page 11
That Council note the report by the Director Executive Services Department to the Services &
Organisation Committee Meeting dated 10 December 2019 detailing the changes made to the
organisational structure and position establishment since 28 June 2019 and approve the updated
organisational structure provided at Attachment 2 to the report.
Finance
Provision exists within the 2020-21 budget to fund the new temporary project positions and to
extend the terms of existing temporary project positions.
Risks & Opportunities
The proposed changes are the result of emerging issues and the need for greater administrative
and professional support in the delivery of Council services. The proposed changes have been
reviewed by the Executive Team and are supported. In relation to temporary positions, while they
provide flexibility for Council particularly in the delivery of significant projects where specialised
skills or experience is required, a potential risk is that under the Noosa Council Certified Agreement
2018; a casual or maximum term employee working on a systematic and regular basis for a period
of 12 months may apply to convert their status to permanent full time or part time depending on
the average hours worked over the preceding 12 months. The impact of this could be to
permanently increase the EFT and salary costs. Conversion would not occur if the appointment
was for a specific project or relieving staff on leave for a specified period of time where there is a
defined end date.

activities and thank the members and advisors to the Noosa Local Disaster Management Group
for their participation.
REPORT
In accordance with the Disaster Management Act 2003, Regulations and other disaster and
recovery management doctrine Noosa Council is responsible for multiple functions across the key
pillars of Prevention, Preparedness, Response and Recovery.
The purpose of this report is to provide information on the work undertaken in the disaster and
recovery management space in accordance with local, state and commonwealth legislative
requirements over the past year.
1. Noosa Local Disaster Management Plan
The Disaster Management Officer, Disaster Management Support Officer and the Regional
Emergency Management Coordinator (QFES) reviewed the Noosa Local Disaster Management
Plan (the Plan) in November 2020. Minor updates and improvements were made to align the plan
to the 2018 State Disaster Management Plan and to reflect changes to the membership of the
Local Disaster Management Group (LDMG).
The updated plan will be issued to the LDMG Chair and the Local Disaster Coordinator for
endorsement.
A significant review of the Plan will occur in 2021, and will take into account the findings of the
project team, consisting of representatives from QFES, Sunshine Coast Council and Noosa
Council, whom are engaged in a regional risk assessment in line with the Queensland Emergency
Risk Management Framework (QERMF).
2. Noosa Local Recovery Sub Plan
The Local Recovery Sub plan will be the subject of a separate report provided by the Recovery
Coordinator.

Details of the Noosa Local Recovery Groups will be included in a separate report by the Local
Recovery Coordinator.
Disaster management staff met with members of the Noosa North Shore, Cooran, Kin Kin and
Pomona Community Disaster Management Sub-Groups during the year.
6. Emergency Operations Team
As well as being responsible for coordinating disaster operations of all emergency services during
an event, Council is required under the Disaster Management Act 2003 to maintain a response
capability to:
“provide equipment and a suitable number of trained persons, using the resources available to the
local government, to effectively deal with, or help another entity deal with, an emergency situation
or a disaster in the local government area”.
In order to meet this responsibility, the Emergency Operations Team (EOT) meets regularly to
develop and coordinate Council’s emergency response capability. The group is chaired by
Council’s Civil Operations Manager and meets bi-monthly.
The EOT have undertaken a number of reviews across Council’s disaster response capability over
the past year.
Sandbag locations identified with procedures prepared on standard messaging and the
timing of those messages in the lead up to an event.
Review of alternate communication methods available to the Local Disaster Coordination
Centre (LDCC) resulting in improved radio capability and mobile phone reception in the
LDCC. (Currently)
7. LDCC & Disaster Management Training/Exercises
a. Training
COVID-19 has had a significant impact on the capacity for QFES to deliver face-to-face Emergency
Management training with much of the training moving towards on line delivery through their
Learning Management System. Face to face training and induction was however provided to the
new LDMG Chair (Cr Stewart) on her appointment.
The Queensland Reconstruction Authority (QRA) will be providing training to Council staff on
Disaster Relief Funding Arrangements on 27 November 2020. The session will provide staff with
information in Counter Disaster Operations related eligible activities and Repair of Essential Public
Assets.
Noosa’s Local Disaster Coordinator and Local Recovery Coordinator have also attended the BOM
Masterclass.
b. Exercises
With recent changes to the leadership within the LDMG and a strong La Nina cycle predicted a
desktop exercise was decided upon as a useful tool to provide a platform for enhanced learning
ahead of the storm season. On Monday 26 October, a small desktop exercise was conducted,
examining the responsibilities and activities that would result from a hypothetical extreme flooding
event that resulted from a rapid onset storm event with high rainfall totals, which isolates the town
of Kin Kin.
Attendees included:

A lessons learned workshop was conducted to capture and action learnings / improvements
identified from the 2019 Bushfires on 13 August 2020. The workshop was well attended by LDMG
members and advisory agencies.
8. Engagement & Collaboration
In July 2020 the Queensland Government, Department of Communities, Disability Services and
Seniors funded a Council position for 2 years to work on bushfire recovery and community
resilience in a disaster preparedness context. The position sits within the Community Development
Team and comes with additional funding to support community engagement-related activities. To
receive this position and funding the Community Development Team submitted a tender to the
Queensland State Government that included a comprehensive Community Plan outlining
deliverables for the 2-year period in recovery and resilience for the Noosa region. The primary role
of the position is to provide support to affected communities and work on community resilience in
response to a local disaster emergency.
Deliverables of the Community Plan over the 2 years include:

9. SES
The Queensland State Emergency Service (SES) is a “not-for-profit” community volunteer
emergency service organisation. The Noosa District SES has 55 local volunteers responding to
disasters and emergencies across the Shire with four SES sheds located at Tewantin, Pomona,
Boreen Point and Cooroy.
In the past twelve (12) months the Noosa SES responded to 142 tasks from the general public
requesting assistance, and 40 tasks from other Agencies (QPS) requesting assistance, percentage
details as follows:
Structural Storm Damage to Primary Dwellings - 13%
Tree down on Primary Dwellings and access points - 43%
Flood damage to Primary Dwellings including sandbagging - 27%
Land search and Traffic Control - 16%
In addition to the jobs above, although during the COVID-19 period all SES participation and
assistance in non-operational community events was suspended, Noosa SES has assisted the
Sunshine Coast SES with directing people at the COVID Testing Clinics on the Sunshine Coast
and assisting the QPS weekly with people management at the Sunshine Coast Airport. Noosa
SES also helped the community with events such as:
Australia Day Celebrations
RYDA (Road Safety) Program
Christmas in Cooroy and in Tewantin and New Year’s Eve party at Boreen Point
Furthermore, in the 2019/20 financial year $31,292 was received for the restoration of the Noosa
SES Group main building in Tewantin, and $30,000 to assist with the purchase of a Toyota Coaster
bus for the Noosa SES Group.
10. Queensland Reconstruction Authority Funding Payments
The Queensland Disaster Resilience Fund provided funding in 2019/20 financial year for the
following activities to the value of $45,000:
Flood Forecasting software
Tide gauges
11. Queensland Reconstruction Authority “Get Ready” Funding & Activities
Council received $22,300 in funding in 2020/21 under the Get Ready program. The funding aims
to improve community resilience to disaster events. Projects funded this year include:
Development of the Emergency Action Guide (funding for this project is split across both Get
Ready and Community Resilience funding programs)
Refinement of Flood Forecasting software

Finance
Council has provided the following funding for Disaster Management in its 2020/2021 budget:
Disaster Management Operations Grant Council
Revenue (Get Ready Grant) $22,000
Expenditure
Training $5,000
Materials & Services $24,500
Internal Charges $58,233
SES Operations
Revenue (QFES Grant) $19,500
Expenditure
Materials & Services $31,600
Depreciation and amortization $19,655
Other Expenses $873
Internal Charges $255,265
Risks & Opportunities
A SWOT analysis of Council’s disaster management capability was undertaken with the results
presented to the Executive Team and Audit and Risk Committee in August 2018. The key risk
identified was succession planning associated with the major transition of key staff in the LDCC. A
drive for more staff to be involved in the LDCC reduced this risk, however it is recognised that a
prolonged event would still test Council’s resources to man the LDCC. This continues to be a key
focus for the Disaster Management Officer moving forward into 2021.
The key opportunity identified in the report was building stronger relationships with other regional
Council’s and other stakeholders such as the media and QRA. To accomplish this the following
activities have occurred:
Partnering with Sunshine Coast Council on a regional disaster risk assessment in line with
the Queensland Emergency Risk Management Framework;
Partnering with State agencies and four other South East Queensland Councils in a Severe
Wind Hazard Assessment Project for the region;
Hosting dedicated media events that promote Disaster Management in the Shire.
Consultation
External Consultation - Community & Stakeholder
Members of the Noosa Local Disaster Management Group
Internal Consultation
Disaster management requires a whole of Council approach with many branches having some
input into or responsibility for operations and activities throughout the year.

Capital Works Program to November 2020. The report provides an opportunity to highlight and
discuss projects within the program and confirm the delivery status of projects delivered throughout
the 2020/2021 financial year.
There are 87 active projects in the 2020/21 capital program as at 23 November 2020 (including
the carryover projects from 2019/20) with a combined value of $35.28m.
1. Current Projects
The major focus in the first two quarters of the financial year is to complete the planning, design
and procurement phases of the projects in preparation for the construction phase. However, some
significant projects are programmed as multi-year projects, meaning they will be delivered over
two or more financial years. Additionally, the majority of design-only projects in the financial year
have commenced in preparedness for the construction phase in future financial years.
Projects currently underway or being delivered across multiple years of the capital program include:
Hinterland Playground, Cooroy (planning & design)
Kin Kin Wahpunga Lane Bridge Renewal
Cooran Tablelands Road Bridge Renewal
Peregian Beach Stage 3 Rufous St Community House Expansion
2. Completed Projects
A number of projects were completed during the second quarter. These include but are not limited
to the following projects:
Sunrise Beach – Orealla Bridge Renewal (Image 1)
Tewantin, Hilton Terrace intersection upgrade
Cooroy Library Renewal of CCTV Cameras
Furthermore, the delivery of the 2020/21 road reseal program of approximately $3.8m is nearing
completion across both coastal and hinterland sealed road networks.

3. COVID Recovery Funding Program
Noosa Council was successful in receiving approximately $4.6m in COVID stimulus funding from
both the State and Federal Governments. These funds have been allocated across a range of
projects and maintenance initiatives in accordance with the funding criteria. A summary list of the
projects is attached to this report with the current delivery status. Some of the more significant
projects being allocated to these funds include:
Sunrise Beach, Sobraon Street Slope Stabilisation (Image 2)
Peregian Beach, Beach Access 57 Renewal
Shire Wide, Public Amenities renewals of fit outs and fittings
Noosa Regional Gallery - refurbishment of foyer & amenities to be DDA compliant
Sunshine Beach Skate Park Shade Structure
Lifeguard Towers - repairs and renewal works
SHINE additional accommodation for women & children leaving domestic violence situations
Noosaville Wallace Park Pathways Renewal Stage 3 & 4 (Image 3)

Finance
The current capital delivery expenditure to 23 November 2020 is $9.8m, or 27% of the $35.2m
capital program. The delivery and completion of projects continues across the program with
ongoing recruitment of staffing resources to be finalised in the coming months to support the design
and delivery phases of the projects.
The following table and the graph shows a breakdown of expenditure as at 23 November 2020.

Risks & Opportunities
The current risk to the Capital Program is the resourcing of Design and Delivery staff. There has
been two recent resignations in this area, on top of an increased program due to the success of
recent grant announcements and COVID stimulus funding. The recruitment of replacement staff
and additional staff to cover the increased program has commenced. In further mitigating this risk,
projects have been reviewed and where necessary, projects are being re-profiled and adjusted
through the budget review process.
