Re: Palm Lake Works request a four-year (4) extension to the existing currency period of
MCU15/0111 and REC15/0031 relating to condition two (2) on page (2 of 37) Nature and
Extent of Approved Use, bullet point two (2) One hundred and twenty (120) Bed Aged
Care (Special Needs) Facility.

Palm Lake Works requests Council approval to increase the approval lapse date from 21
July 2024 to 21 July 2028 (four-year extension of the existing approval)

Due to the unforeseen Covid-19 event, subsequent business shutdowns, building material
shortages, and staffing constraints, Palm Lake Works was unable to complete Stage one (1)
two hundred and twenty (220) independent living units within the existing approval period.
The delay in completing construction prolonged the start date for Stage two (2) one
hundred and twenty (120) aged care (Special Needs) facility.

The development of the Special Needs Aged Care has also been significantly delayed due
to on-going staffing shortages, pertaining to the day-to-day management of the facility.
The inflated cost of living in and around Cooroy, has affected the number of quality Nurses,
Carers, and ancillary staff available. The rental market is sitting at a record low of under
one (1) percent, making it difficult for staff to find suitable, affordable accommodation
within the surrounding suburbs. All these issues combined have created an extensive delay
in construction.
