RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated 16 May
2019 in relation to the proposed flight path changes for the Sunshine Coast Airport and:
A. Note the update from the Chief Executive Officer on actions taken as a result of the Council
decision in April 2019 on this issue; and
B. Support the Statement of Intent proposed by Flight Path Forum Inc. as set out in Attachment
1 to the report and request the Chief Executive Officer to take the necessary action to pursue
that outcome including making submissions to Airservices Australia and the Aircraft Noise
Ombudsman.
REPORT
Background
At the Ordinary meeting on 18 April 2019, Council considered a report by the CEO on the issue of
the proposed flight paths for the Sunshine Coast Airport.
The purpose of this report to the Council is twofold – firstly to provide the Council with an update on
actions that have been taken as a result of the April 2019 Council decision and secondly, to propose
the next steps in relation to this matter.
1. Implementation of the April 2019 Council decision
At the April Ordinary meeting, the Council unanimously passed the following resolution:
That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated 18 April
2019 and request the Chief Executive Officer to make a submission in relation to the proposed
changes to flight paths for the Sunshine Coast Airport with such submission:
A. To focus on the establishment of a curfew similar to Gold Coast Airport (enforced by legislation)
to minimise the impact of noise from flights on the amenity of residents in order to protect and
maintain the Noosa lifestyle and environment;
B. To request from Airservices Australia a detailed explanation as to why the intensity of flight
numbers over the coastal flight path versus hinterland flight path has changed;
C. To request Airservices Australia to extend their community consultation process by 1 month to
provide more time for Noosa residents to lodge submissions in relation to the proposal;
D. Request Sunshine Coast Regional Council to conduct an independent EIS for Lake Weyba,
plus Noosa National Park and the coastal dunes within the Castaways and Marcus Beach
area;
E. And request Federal Members Llew O’Brien and Ted O’Brien to support Council’s position on
this matter.
Section 16
ORDINARY MEETING AGENDA 16 MAY 2019
Since that time, the following actions have been taken:
The Chief Executive Officer has formally written to the Commonwealth Department of
Infrastructure, Regional Development and Cities seeking a statutory curfew to apply to the
Sunshine Cast Airport in the future. This is the Department that has statutory authority for
airports in Australia. The key issues raised included the need to protect residential amenity, the
increased impact that flights could have during night time operations and the fact that such
statutory curfews exist at Sydney, Adelaide, Gold Coast and Melbourne Essendon airport.
As the matter of a statutory curfew is a Commonwealth Government decision, the Mayor has
also written to the Federal Members of Parliament for Wide Bay (Llew O’Brien MP) and Fairfax
(Ted O’Brien MP) in relation to this matter. The Mayor has also written to the relevant Federal
Minister (Minister Michael McCormack MP) seeking his support on this matter. Both the Mayor
and CEO have briefed the Member for Wide Bay extensively on this issue and he is providing
excellent support for the position taken by the Noosa Council and the Noosa community on the
flight path issue. The Mayor has also discussed this matter with Ted O’Brien MP, Federal
Member for Fairfax as well as the State Member for Noosa, Sandy Bolton MLA.
No formal response has yet been received from the Commonwealth in relation to the curfew
issue but this may be related to the fact that the Commonwealth government is currently in
“caretaker mode” due to the upcoming federal election.
The CEO has written to the Sunshine Coast Council requesting them to conduct an independent
EIS for Lake Weyba, plus Noosa National Park and the coastal dunes within the Castaways and
Marcus Beach area. No formal response has been received to date and a follow up request is
underway. Sunshine Coast Council have made press statements that reject the position put by
Noosa Council.
The CEO formally requested Airservices Australia to extend the time period for submissions for
a period of one month (beyond 30 April) on the basis of the poor and well documented problems
associated with the Airservices Australia consultation process. On Tuesday 30 April, Council
received correspondence from Airservices Australia advising that they did not intend to extend
the engagement period. That same day, the CEO again wrote to Airservices Australia seeking
a review of that decision emphasising the importance of this issue to the Noosa community and
the need to allow more time for the community to make informed submissions on this important
issue. Airservices Australia has indicated that it does not intend to extend time further. Further
consideration on this issue will be considered under the heading of “next steps” below.
The CEO requested Airservices Australia to provide a detailed explanation as to why the
intensity of flight numbers over the coastal flight path versus hinterland flight path has changed.
Airservices Australia has provided their response on 3 May 2019 as follows:
“With reference to aircraft operations on the approved flight paths from the EIS, Chapter D2
section 2.9.1.3 describes the Secondary Approach and Departure Corridor as:
This is a secondary corridor that has been established to provide an efficient second flight path
for aircraft arriving from, and departing to southern destinations such as Sydney and Melbourne.
This corridor provides a shorter flight path for arriving aircraft able to carry out some types of
advanced GPS based instrument approach procedures which can accommodate turns, as well
as providing a suitable flight path for aircraft making visual approaches.
Aircraft arriving from the south to Runway 13 will use the secondary corridor to save the extra
flying distance and time which would otherwise be required if they were to arrive via an outer
joining route to the primary approach corridor in the north. In some instances ATC will also split
air traffic between the primary and secondary corridors to avoid traffic conflicts.
The increased adoption of the advanced GPS technology by airlines, now means that more
aircraft are able to carry out these types of advanced GPS based instrument approach
procedures on the efficient second flight path, saving them the extra flying distance and time.”
No other information has been provided by Airservices Australia at this time in relation to this
aspect.

ORDINARY MEETING AGENDA 16 MAY 2019
2. Next Steps
The issue of the flight paths is an important issue to those parts of the Noosa community that are
potentially affected by the proposed flight paths. In recent weeks, a number of community meetings
have been held and new community organisations established that are focused on this flight path
issue.
Large community meetings have been held at Tinbeerwah and Peregian Beach and these meetings
have been attended by the Mayor and some Councillors. Councillors have also recently met with
representatives from the newly established Noosa Hinterland Residents Association and Council is
also liaising with the newly formed Flight Path Forum which is taking a key role in co-ordinating the
campaign in relation to the proposed flight path issue.
Flight Path Forum is a recently incorporated association which is acting as an umbrella or co-
ordinating group to work with other organisations that are lobbying on this issue. This includes the
following organisations:
Friends of Lake Weyba
Peregian Family and Friends Association
Peregian Beach Residents Association
Castaways Beach Residents Association
Noosa Hinterland Residents Association.
Flight Path Forum has also met with Federal Member for Wide Bay, Llew O’Brien MP. He requested
that the group put together a document that clearly articulated what the group is seeking. Attachment
1 to this report contains that “Statement of Intent”.
It is understood that Mr O’Brien has indicated his support for this Statement of Intent. Flight Path
Forum and the Noosa Hinterland Residents Association are now seeking formal support from our
Council for this Statement of Intent.
Our Council should support this Statement of Intent. Although Council has no jurisdiction in relation
to airspace matters, it is important that our Council continues to take an advocacy role that supports
the concerns of our community.
One of the key concerns raised by the Statement of Intent is the poor consultation process. An
alternative process is proposed to offset the failures of the initial consultation. The initial consultation
was undoubtedly very poor. Some examples include:
Where residents did receive notification of community information sessions, often that
notification was received after the community information sessions had been held;
The community information sessions were under-resourced and many residents who attended
were unable to get information provided. There were also reports from residents that
inconsistent information was provided at those community information sessions;
There was inconsistency as to who received information about the proposed flight paths. As
a practical example, the CEO lives in Noosaville which is well removed from any flight path
area but received a letter box drop about the issue. The Mayor who lives in Tinbeerwah near
a proposed flight path did not receive a letterbox drop.
There appears to be a clear lack of notice given to residents. At the Tinbeerwah Hall public
meeting called by concerned residents on the flight path issue, only two out of approximately
250 attendees indicated that they had received a formal advice about the flight path issue.
Similarly, at a community meeting at the Peregian Beach Community House, only eight out of
approximately 400 in attendance indicated that they had received a formal advice about the
flight path issue.
Flight Path Forum has developed a 60 page document that highlights deficiencies in the
consultation process.

ORDINARY MEETING AGENDA 16 MAY 2019
It is understood that Airservices Australia received about 3,300 submissions, many of which
included:
i) concerns about the consultation process; and
ii) a request for more time to gather facts and make more informed submissions.
This evidences wide spread community concern.
The Aircraft Noise Ombudsman has a statutory role in independently reviewing the management of
aircraft noise related activities by Airservices Australia including:
i) the handling of complaints or enquiries made to Airservices Australia about aircraft noise
ii) community consultation processes related to aircraft noise; and
iii) the presentation and distribution of aircraft noise-related information.
As such, in pursuing the outcomes sought by the Statement of Intent, the CEO would also be taking
up this issue with the Aircraft Noise Ombudsman.
3. Discussion
It is important for our Council to support our residents who may be affected by the proposed changes
to flight paths proposed by Airservices Australia.
One of the most effective actions that Council can take at this stage is to continue lobbying on behalf
of our community in relation to the April 2019 Council decision and to provide support to our local
community groups in relation to the Statement of Intent proposed by Flight Path Forum on behalf of
the various community groups.
Previous Council Consideration
Ordinary Meeting Minutes, 18 April 2019, Item 1, Page 15
That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated 18 April
2019 and request the Chief Executive Officer to make a submission in relation to the proposed
changes to flight paths for the Sunshine Coast Airport with such submission:
A. To focus on the establishment of a curfew similar to Gold Coast Airport (enforced by legislation)
to minimise the impact of noise from flights on the amenity of residents in order to protect and
maintain the Noosa lifestyle and environment;
B. To request from Airservices Australia a detailed explanation as to why the intensity of flight
numbers over the coastal flight path versus hinterland flight path has changed;
C. To request Airservices Australia to extend their community consultation process by 1 month to
provide more time for Noosa residents to lodge submissions in relation to the proposal;
D. Request Sunshine Coast Regional Council to conduct an independent EIS for Lake Weyba,
plus Noosa National Park and the coastal dunes within the Castaways and Marcus Beach
area;
E. And request Federal Members Llew O’Brien and Ted O’Brien to support Council’s position on
this matter.

Risks & Opportunities
There is an opportunity for Council to support our residents by raising concerns with Airservices
Australia in relation to noise issues that may arise from the proposed flight paths.
The determination of flight paths and whether airports should operate with a curfew is a
Commonwealth matter.

(=)) FLIGHT PATH FORUM
= STATEMENT OF INTENT
TT a
Communities and associations represented by Flight Path Forum believe that community consultation regarding the
proposed flight path changes associated with runway 13/31 of the Sunshine Coast Airport failed to adequately
educate and inform stakeholders about the relevant technical aspects of the flight paths and their likely impacts.
Feedback from stakeholders who reside and operate businesses underneath and in close proximity to the proposed
flight paths indicate that:
1) «There was a lack of notification regarding the engagement activities
a. Residents either received no notification or were notified on or after the 2™ of April 2019 via a flyer delivered
in an unaddressed envelope.
b. This date allowed one day's notice to attend one of the remaining five of nine sessions over the following 12
days with 17 days remaining to make a submission. A total consultation period of 28 days instead of the
intended 42 days (six weeks).
c. This date was three working days prior to school holidays when many stakeholders were not in the area. The
remaining period included 3 public holidays when Sunshine Coast Council (SCC) and Airservices Australia
(ASA) could not be reached for further information.
2) Information was conflicting and confusing
a. Information presented online, on display boards, in fact sheets and verbally was often conflicting.
b. Representatives from SCC and ASA could not answer all questions as they were either not the subject matter
expert or unsure of who was responsible for the information or decision.
c. Additional information was provided over time in the form of display boards and fact sheets, which resulted
in stakeholders attending the earlier sessions not receiving the same quantity of information as attendees
who attended the later sessions.
We proposed the formation of a Stakeholder Engagement Panel to include representatives from the aforementioned
organisations, community groups and residents’ associations, and businesses accessing existing facilities who will be
affected by flight path proposals, airspace design and operation of the new runway.

1.‘ Establishing alternative agreed flight paths
2. Utilise an independent chairperson to ensure community consultation is based on transparency and full disclosure, is
effective, relevant and representative of stakeholders values and concems.
3. Ensure environmental, social and noise impact studies are undertaken on areas that will be affected by agreed flight
