habitable buildings and any adjacent hazardous vegetation.
Note the location of building works within a Bushfire Prone Area on Council’s Bushfire Hazard
Overlay Map triggers building design assessment under AS3959 (2018) (not the SPP mapping).
The current Noosa Plan 2006 Bushfire Hazard Areas overlay map only maps limited land within
the site within a Bushfire Prone Area. In contrast the New Noosa Plan 2019 captures the entire
site within a Bushfire Prone Area. Whilst some buildings may not be triggered for assessment
against AS3959-2018 post development of the site, the applicable setbacks to retained
hazardous vegetation to achieve a BAL 29 outcome have been set as a recommendation herein
and must be incorporated into the plan of development to satisfy the findings of this assessment
and the both the Noosa Plan 2006 and Noosa Plan 2019. Note the adoption of BAL 29 setbacks
has been used as an alternative solution to satisfy the Noosa Plan 2006 1.5 times tree height
setback requirement.
A provisional BAL assessment has been undertaken in Section 5.2.2 for all lots to determine the
minimum respective setback distances required on each lot to achieve a BAL 29 outcome.
5.2.2 Setback Distances – Australian Standard 3959-2018 Construction of
Buildings in Bushfire Prone Areas
The location of the site within a Bushfire Prone Area on Council’s Bushfire Hazard Overlay Map
triggers building design assessment under AS3959 (2018), which provides minimum construction
requirements for new dwellings in designated Bushfire Prone Areas. The construction
requirements are intended to improve the performance of buildings subjected to burning debris,
radiant heat or flame contact. New buildings in designated bushfire prone areas must be built to
the Bushfire Attack Level (BAL) construction standard relevant to the building site as identified by
the Standard. The BAL system is based on the potential exposure of the site (the dwelling) to
heat flux exposure thresholds, expressed as kW/m2. Table 3.1 of AS3959 (2018) describes the
various BAL’s, their associated heat flux exposure thresholds and levels of exposure.
Table 2.6 from AS3959-2018 details the required setbacks to vegetation to achieve the various
BAL’s. The BAL assessment row for all lots exposed to vegetation on level to across slope
topography has been highlighted with a red rectangle. A blue rectangle denotes the applicable
BAL setback ranges for lots exposed to vegetation on downslope topography.
