Lot 101 on SP142407, Lot 140 on MCH978, Lot 3 on RP137375,

· Applying 0º topography to the central watercourse based on averaging the upslope and
downslope topography on either bank.
Based on the above assumptions, all proposed allotment building envelopes currently achieve
the target BAL 29 construction standard under AS3959-2018. It is noted that Lot 6 will be flanked
by approximately 600m² of vegetation which will be separated by more than 100m from other
assessable vegetation hence considered low threat vegetation as per 2.2.3.2 of AS3959-2019).
It is important to note that the capacity to achieve a BAL 29 outcome or less has been based on
the availability of the necessary cleared setbacks to hazardous vegetation measured from the
perimeter of the proposed buildings envelopes, as the plan of development clearly states that
buildings can be sited anywhere within the envelopes.
The final applicable BAL rating for the future habitable dwelling on each lot will require
confirmation upon finalisation of the dwelling position within the proposed building envelope and
its distance to the approved covenant boundary and vegetation therein.
The setback recommendations may require alteration should site conditions and/or the AS3959
(2018) BAL calculation methodology change in the future. The respective landowners are to be
responsible for ensuring the measures prescribed herein are applied and stay up to date with site
conditions and industry standards. Landholders/managers should therefore liaise with
Queensland Fire and Rescue Services at regular intervals (e.g. recommended at least every 5
years).
5.3 Water Supply
The availability of a reliable water supply for firefighting purposes is a vital tool in the defence of
bushfire impact. Reticulated water supply is not available to the site. To comply with the Bushfire
Hazards Overlay Code prescribed under both the Noosa Plan 2006 and 2019, all proposed
allotments will be required to provide:
· An accessible dam, swimming pool or water tank available for fire fighting purposes with
an onsite water volume of not less than 5,000 litres; and
· A water supply outlet pipe 50 millimetres in diameter fitted with a standard fire brigade
fitting connected to the water supply (other than where the water supply is in a swimming
pool or dam).
5.4 Fire Breaks
The provision of fire breaks and fire trails within a site located in a bushfire prone area offers an
important bushfire defence measure to assist in reducing the risk and severity of bushfire ingress
onto and through a site.
Given the limited scale of hazardous vegetation identified adjacent to building envelopes within
and adjacent to the site, combined with the irregular topography including gullies and steep slopes
between the building envelopes and retained vegetation, the provision of fire breaks between the
hazardous vegetation and the building envelopes is considered impracticable and unwarranted
on the proviso the minimum Asset Protection Zones recommended herein are implemented.
5.5 Vehicular Access
New developments in bushfire prone areas should be serviced by safe access/exit points for both
residents and emergency services personnel. A cul-de-sac is proposed as part of the
development to avoid impacts to Ecologically Important Areas (i.e. creek crossing in centre of the
site). The cul-de-sac is supported in this instance as the road will be flanked by low threat cleared
conditions associated with the front yards of the proposed lots. Additionally, the cul-de-sac will
have direct connectivity to Lake MacDonald Drive which provides for easy and safe evacuation
of residents and access by emergency services.
The proposed new road complies with a grade of less than 12.5% hence safe access and egress
is anticipated to be available at all times to the northern portion of the development for emergency
vehicles and personnel. The proposed grade of driveways serving the southern portion of the site
was not available at the time of assessment but should be confirmed before an approval is issued
or set as a condition of approval.
