Dear Sir/Madam
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU21/0027 & OPW21/0047
Street Address:	30 & 32 James St Noosaville
Real Property Description:	Lot 4 RP 72986
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue – site cover
The upper floor outdoor dining area, spiral staircases and planters have not been included in site cover. Including these areas will mean the development exceeds the allowable site cover of 40%.
Information Required
Provide amended plans and site cover calculations that include the subject parts of the building and comply with the maximum site cover of 40%.

Issue – overlooking from ground floor pool area
There is a concern that given the site is to be filled, that there may be an opportunity for overlooking from the pool and outdoor living area of the ground floor units into the neighbouring properties private open space to the north.
Information Required
Identify measures where overlooking opportunities can be mitigated. A response will have to be carefully considered in conjunction with the issues raised in Item 6 of this information request.

Issue – Stormwater
The submitted documentation proposes to relocate the existing stormwater infrastructure running in-between the subject properties, but this proposal lacks detail with regards to proposed levels, pipe diameters, materials, pit sizes, easement details, etc.
Information Required
Provide detailed plans, prepared by a RPEQ (Registered Professional Engineer of Queensland), of the new proposed stormwater line, including but not limited to:
A longitudinal section of this drainage line, detailing finished surface levels, pipe diameters, pits’ sizes, invert levels, chainages, materials, etc.;
Easement details, designed in accordance with Noosa Council’s Planning Scheme Policy 6 – Engineering Design Standards. Note that the easement must be 4 metres wide (minimum) and centrally located in relation to the pipe;
Decommissioning details of the existing stormwater infrastructure (must be removed) and connections of new proposed stormwater line to existing infrastructure.
Provide RPEQ written certification, certifying that the proposed stormwater management plan, as detailed in SCG’s plan 31026-SW1.1, titled “Stormwater Management Plan“, dated February 2021, will not cause a worsening of stormwater conditions by adversely altering stormwater drainage characteristics external to the site, including, but not limited to:
Additional ponding on neighbouring properties or on road reserve;
Increased runoff onto neighbouring properties or road reserve.
Amend SCG’s plan 31026-SW1.1, titled “Stormwater Management Plan“, dated February 2021 to exclude any reference to PVC kerb adaptors – these must be metallic.

Issue – Earthworks
The proposed works include significant fill with retaining walls along most boundaries of the subject properties. It is noted that the engineering design indicates that these retaining walls may be up to 3.8m in height from natural ground.
Information Required
Provide amended plans, prepared by a RPEQ, indicating, but not limited to:
the height of the proposed retaining walls along the subject properties boundaries (levels at top of wall compared to neighbouring ground levels);
any fencing to be installed on top of or beside the walls;
the height of any fencing to be installed on top of or beside the walls;
through a section plan, the location of the walls and foundations in relation to the property boundary, the proposed building pad, finished floor levels and neighbouring properties’ levels;
the location of any services, above or below ground, adjacent to the proposed walls.
Detail any amenity impacts on neighbouring properties.

Issue – Acid Sulphate Soils
The subject properties are located in land mapped as being subject to acid sulphate soils.
Information Required
Provide an Acid Sulphate Soil Management Plan for the site (with recommendations), prepared by a qualified person*, in case acid sulphate soils are encountered during construction.
For the purpose of preparing an Acid Sulphate Soils, a qualified person is considered to be either:
a Registered Professional Engineer of Queensland (RPEQ); or
a soil scientist with a minimum of 5 years’ experience in the field of acid sulphate soils.

due date for response to information request
