1 INTRODUCTION The purpose of this report is to analyse, in detail, the provisions of the Biodiversity Overlay of the Noosa Plan 2020 for the assessment of the reconfiguration of a lot (1 into 8 lots) application at 60 Glenridge Drive, Cooroibah, Noosa (Lot 47 on RP860577). The assessment tables in Part 5 of the Noosa Plan require any reconfiguration of a lot to be assessed against the Biodiversity, Waterways and Wetlands Overlay Code, where the lot is subject to the overlay. Upon the assessment of the reconfiguration of a lot application against the code provisions of the Biodiversity Waterways and Wetlands Overlay code, specific conditions can be applied to ensure there is a beneficial net increase in biodiversity values for the site and its’ surrounds, and that these values can be protected in perpetuity. 2 SITE CHARACTERISTICS The site is located about 7.5Km northwest of Tewantin and shares it’s western boundary with McKinnon Drive. The lot shares its other boundaries with rural residential properties (Fig 1). Fig 1: Site location The site is traversed by a drainage line running west to east and then south. The site generally cleared and has some sparsely vegetated areas, notably with some important vegetation located along its western boundary. Ecological assessment V1: 60 Glenridge Drive, Cooroibah, Noosa by Conor Neville, Ecologist Pg. 2
Page 4
The site is generally flat, with small changes in the overall topography draining the site to the east and south. The site has been farmed with small crops sown and harvested. A house and shed exist along the eastern boundary whilst along the west, storage of equipment occurs. 3 THE BIODIVERSITY WATERWAYS AND WETLANDS OVERLAY 3.1 RIPARIAN BUFFER AREA The site is mapped by the Biodiversity, Waterways and Wetlands Overlay as containing a riparian buffer area (Fig 2). This area partially covers the drainage line (as per definition in NP2020 Schedule 1) located generally to the center of the lot and a small finger drainage line to the south of the lot, draining to the east. Fig 2: Mapped Riparian Buffer Area 3.2 AREAS OF BIODIVERSITY SIGNIFICANCE The site is mapped by the Biodiversity, Waterways and Wetlands Overlay as containing areas of biodiversity significance (Fig 3). The northern half of western boundary of the lot is mapped as an area of biodiversity significance whilst the southeastern portion is mapped as containing an area of biodiversity significance with Matters of State Environmental Significance (MSES) environmental matters (Koala). Fig 3: Mapped Areas of Ecological Significance. 4 OTHER PLAN MAPS 4.1 KOALA HABITAT AREA MAPS The southeastern corner of the site is mapped as a Koala Habitat Area (~0.4H). This site is not within a koala priority area. The northwestern strip is mapped as Locally Refined Koala Habitat Area (Fig 4). Fig 4: Mapped Koala Habitat Areas : Green = Core, Yellow= Locally Refined 5 DISCUSSION 5.1 RIPARIAN BUFFER AREA The site is a highly modified site with a history of farming practices, dating at least back to the 1970’s The site has been extensively cleared and drainage characteristics altered through grazing and cultivation practices. The development of the land to the north and east of the site has altered drainage characteristics of the area (Refer Appendix 2). Furthermore, the raising and sealing of McKinnon Drive has concentrated overland flow paths into two single culvert areas. Cut-off drains have been established along McKinnon Drive in a north to south direction, and an east to west cut-off drain runs along the north of the site (Fig 5). Ecological assessment V1: 60 Glenridge Drive, Cooroibah, Noosa by Conor Neville, Ecologist Pg. 5

Fig 5: Location of cut-off drains and McKinnon Drive to the west. The Noosa Plan gazetted mapping for the Biodiversity, Waterways and Wetlands Overlay (i) – Area Subject to Biodiversity Overlay- Map Code: OM BWW-(i)-4 shows no “waterways” are mapped on the site (Fig 6 and Refer Appendix 5). The Noosa Plan gazetted mapping for the Biodiversity, Waterways and Wetlands Overlay (i) – Area Subject to Riparian Buffer Overlay- Map Code: OM BWW-(ii)-4 shows no “waterways” are mapped on the site (Fig 7and Refer Appendix 5). This map shows areas of Riparian Buffer Areas on the site. There are no mapped waterways on the site. The northern most 120m portion of the Riparian Buffer Area covers tilled and farmed land. 50m southeast of this area a drainage line is visibly present on the land and on aerial imagery. This drainage line is buffered 50m either side (Fig 7). Fig 7: Map extract OM BWW-(ii)-4 The Biodiversity, Waterways and Wetlands Overlay was informed, in part, by the Noosa Shire – Waterways Assessment 2017 to ascribe relevant buffers to waterways of the Noosa Shire. The Waterways assessment catergorised Waterway Management Units according to fluvial geomorphic principles involves identifying the physical characteristics of the waterway. The best fit waterway management unit for the site, prior to clearing, could be classified as “Paperbark and Sedgeland Dominated Non-Riverine Wetlands”. The 2017 assessment states “After analysis of the available data, and with consideration of the timeframes and scale of this assessment, it was deemed most appropriate to adopt as the best available data, the Queensland Wetland Program’s Aquabamm methodology and Aquatic Conservation Assessment (ACA) scores for ecological value prioritization of Paperbark and Sedgeland Dominated Non-riverine Wetlands…. The ACA scores for Paperbark and Sedgeland Dominated Non-riverine Wetlands within the Noosa Shire are displayed in Map 6.” (2017:53) Map 6 shows the site was not considered in the 2017 assessment (Fig 8.) Fig 8: Map 6 from Noosa Waterways Assessment 2017 : X shows location of site devoid of a waterway Queensland WetlandInfo mapping also does not map the site as containing wetland features (Fig 9). Ecological assessment V1: 60 Glenridge Drive, Cooroibah, Noosa by Conor Neville, Ecologist Pg. 8
Page 10
Fig 9: Queensland WetlandInfo mapping The 2004 Waterways and Riparian Buffer Analyses informed the mapping of waterways and riparian buffers of the superseded Noosa Plan 2006. In this plan, the site has no waterways shown, as sites with less than 5% slope and more than 30m from a DNR mapped waterway were clipped out of the Noosa Plan 2006 waterways dataset (Fig 10). The document states “The algorithms used to generate the flow of water and thus the waterways become less accurate as the slope of land decreases from the moderately dissected uplands to the gently dissected and flat lowlands. For the purposes of establishing riparian buffers, those generated waterways not within 30 metres of a DNR waterway were removed.” (2006: 13 (underline added)). Fig 10: Showing Fig 8 of 2004 Waterways and Riparian Buffer Analyses showing site (circled) The mapping associated with the superseded 2006 Noosa Plan do not show any waterway on the site, to the extent of the buffer area. This riparian buffer mapping does not accord with the rationale put forward in the 2004 Waterways and Riparian Buffer Analyses, where the purposes of establishing riparian buffers, those generated waterways not within 30 metres of a DNR waterway were removed (Fig 11). This site should not have riparian buffers applied accordingly. Ecological assessment V1: 60 Glenridge Drive, Cooroibah, Noosa by Conor Neville, Ecologist Pg. 9
Page 11
Fig 11: Superseded 2006 Noosa Plan Biodiversity Overlay Delving further back in history, an investigation into the broad vegetation groups the site supported prior to clearing, can give a direction for the development of the site. Broadly speaking, the site supported a combination of Regional Ecosystems 12.3.13 and 12.3.14, described as “Closed heathland on seasonally waterlogged alluvial plains usually near coast” and “Banksia aemula low woodland on alluvial plains usually near coast” respectively (Fig 12). Page 12
During the development of the Noosa Plan 2020 a decision was made to amalgamate the findings of both the Waterways Assessment 2017 and Waterways and Riparian Buffer Analyses which informed the 2006 Noosa Planning Scheme, so no nett loss of riparian areas occurred by using the 2017 document. The accuracy of the mapping could be determined at the Development Assessment stage. Upon investigation of the site’s hydrological and biophysical characteristics, the site’s farming history and the proposed lot reconfiguration layout, there is sufficient scope within the development layout to provide for restoration of wetland recharge areas, restoration of drainage path functions and habitat restoration throughout the site, to achieve an overall better ecological outcome that can be protected in perpetuity, thus meeting the overall outcome of the Biodiversity Overlay code. 5.2 AREAS OF BIODIVERSITY SIGNIFICANCE The site has two distinct areas mapped as containing areas of Biodiversity Significance. These are located to the northwestern and southeastern portions of the site. The northwestern area of Biodiversity Significance is located along the western boundary with McKinnon Drive. This area contains regrowth vegetation associated with a drain running north to south along the boundary. The vegetation exhibits a high degree of species diversity and is worthy of retention. There are significant habitat features in this area, including large fallen trees and a few relict Bloodwoods, Swamp Mahoganies and Smooth barked Apple, which contain hollows suitable for nesting (Fig 13). Ecological assessment V1: 60 Glenridge Drive, Cooroibah, Noosa by Conor Neville, Ecologist Pg. 11
Page 13
Fig 13: Emergent relic habitat trees along the western boundary The development proposes to retain the northwest area of biodiversity significance. This can be achieved in perpetuity through the imposition of suitable conditions during development and placement of covenants over these areas at plan sealing stage. The southeastern portion of the site is an area of areas of Biodiversity Significance of approximately 4800m2, with 4215m2 of this area mapped as Koala Habitat Area. On-site investigation and a review of aerial mapping to 2008 for this area show considerably less area on the site representing areas of Biodiversity Significance at around 2400m2 (Fig 14 and 15). This vegetation is within a flow path, although some not mapped as riparian buffer area, it is proposed to be retained and enhanced as part of the development outcomes. This can be achieved in perpetuity through the imposition of suitable conditions during development and placement of covenants over these areas at plan sealing stage. It is recommended the application be supported and reasonable and relevant conditions applied. For further information regarding this application material, please contact the undersigned. 2. Vegetation management framework (administered by the Department
of Resources)
The Vegetation Management Act 1999 (VMA), the Vegetation Management Regulation 2012, the Planning Act 2016 and the
Planning Regulation 2017, in conjunction with associated policies and codes, form the Vegetation Management Framework.
The VMA does not apply to all land tenures or vegetation types. State forests, national parks, forest reserves and some
tenures under the Forestry Act 1959 and Nature Conservation Act 1992 are not regulated by the VMA. Managing or clearing
vegetation on these tenures may require approvals under these laws.
The following native vegetation is not regulated under the VMA but may require permit(s) under other laws:
• grass or non-woody herbage;
• a plant within a grassland regional ecosystem prescribed under Schedule 5 of the Vegetation Management
Regulation 2012; and
• a mangrove.
2.1 Exempt clearing work
Exempt clearing work is an activity for which you do not need to notify the Department of Resources or obtain an approval
under the vegetation management framework. Exempt clearing work was previously known as exemptions.
In areas that are mapped as Category X (white in colour) on the regulated vegetation management map (see section 4.1),
and where the land tenure is freehold, indigenous land and leasehold land for agriculture and grazing purposes, the clearing
of vegetation is considered exempt clearing work and does not require notification or development approval under the
vegetation management framework. For all other land tenures, contact the Department of Resources before commencing
clearing to ensure that the proposed activity is exempt clearing work.
A range of routine property management activities are considered exempt clearing work. A list of exempt clearing work is
available at
https://www.qld.gov.au/environment/land/vegetation/exemptions/.
Exempt clearing work may be affected if the proposed clearing area is subject to development approval conditions, a
covenant, an environmental offset, an exchange area, a restoration notice, or an area mapped as Category A. Exempt
clearing work may require approval under other Commonwealth, State or Local Government laws, or local government
planning schemes. Contact the Department of Resources prior to clearing in any of these areas.
2.2 Accepted development vegetation clearing codes
Some clearing activities can be undertaken under an accepted development vegetation clearing code. The codes can be
downloaded at
https://www.qld.gov.au/environment/land/vegetation/codes/
If you intend to clear vegetation under an accepted development vegetation clearing code, you must notify the Department of
Resources before commencing. The information in this report will assist you to complete the online notification form.
You can complete the online form at
https://apps.dnrm.qld.gov.au/vegetation/
Vegetation management report, Department of Resources, 2021 Page 7
Page 72
2.3 Area management plans Area Management Plans (AMP) provide an alternative approval system for vegetation clearing under the vegetation management framework. They list the purposes and clearing conditions that have been approved for the areas covered by the plan. It is not necessary to use an AMP, even when an AMP applies to your property. On 8 March 2020, AMPs ended for fodder harvesting, managing thickened vegetation and managing encroachment. New notifications cannot be made for these AMPs. You will need to consider options for fodder harvesting, managing thickened vegetation or encroachment under a relevant accepted development vegetation clearing code or apply for a development approval. New notifications can be made for all other AMPs. These will continue to apply until their nominated end date. If an Area Management Plan applies to your property for which you can make a new notification, it will be listed in Section 3.6 of this report. Before clearing under one of these AMPs, you must first notify the Department of Resources and then follow the conditions and requirements listed in the AMP. https://www.qld.gov.au/environment/land/vegetation/area-plans/ 2.4 Development approvals If under the vegetation management framework your proposed clearing is not exempt clearing work, or is not permitted under an accepted development vegetation clearing code, or an AMP, you may be able to apply for a development approval. Information on how to apply for a development approval is available at https://www.qld.gov.au/environment/land/management/vegetation/development 2.5. 3.2 Regional ecosystems
The endangered, of concern and least concern regional ecosystems on your property are shown on the vegetation
management supporting map in section 4.2 and are listed in Table 5.
A description of regional ecosystems can be accessed online at

Please note:
1. All area and area derived figures included in this table have been calculated via reprojecting relevant spatial features to Albers equal-area conic projection
(central meridian = 146, datum Geocentric Datum of Australia 1994). As a result, area figures may differ slightly if calculated for the same features using a
different co-ordinate system.
2. If Table 5 contains a Category 'plant', please be aware that this refers to 'plantations' such as forestry, and these areas are considered non-remnant under
the VMA.
The VMA status of the regional ecosystem (whether it is endangered, of concern or least concern) also determines if any of
the following are applicable:
• exempt clearing work;
• accepted development vegetation clearing codes;
• performance outcomes in State Code 16 of the State Development Assessment Provisions (SDAP).
3.3 Watercourses
Vegetation management watercourses and drainage features for this property are shown on the vegetation management
supporting map in section 4.2.
3.4 Wetlands
There are no vegetation management wetlands present on this property.
3.5 Essential habitat
Under the VMA, essential habitat for protected wildlife is native wildlife prescribed under the Nature Conservation Act 1992
(NCA) as critically endangered, endangered, vulnerable or near-threatened wildlife.
Essential habitat for protected wildlife includes suitable habitat on the lot, or where a species has been known to occur up to
1.1 kilometres from a lot on which there is assessable vegetation. These important habitat areas are protected under the
VMA.
Any essential habitat on this property will be shown as blue hatching on the vegetation supporting map in section 4.2.
If essential habitat is identified on the lot, information about the protected wildlife species is provided in Table 6 below. The
numeric labels on the vegetation management supporting map can be cross referenced with Table 6 to outline the essential
habitat factors for that particular species. There may be essential habitat for more than one species on each lot, and areas of
Category A, Category B and Category C can be mapped as Essential Habitat.
Essential habitat is compiled from a combination of species habitat models and buffered species records. Regional
ecosystem is a mandatory essential habitat factor, unless otherwise stated. Essential habitat, for protected wildlife, means an

area of vegetation shown on the Regulated Vegetation Management Map -
1) that has at least 3 essential habitat factors for the protected wildlife that must include any essential habitat factors
that are stated as mandatory for the protected wildlife in the essential habitat database. Essential habitat factors are
comprised of - regional ecosystem (mandatory for most species), vegetation community, altitude, soils, position in
landscape; or
2) in which the protected wildlife, at any stage of its life cycle, is located.
If there is no essential habitat mapping shown on the vegetation management supporting map for this lot, and there is no
table in the sections below, it confirms that there is no essential habitat on the lot.
