Subject: Response to Information Request – Traffic Matters
This letter has been prepared in response to Noosa City Council’s Information Request. It addresses the
traffic-related issues which is copied below for ease of reference, with a response provided following.
REFUSE COLLECTION
On-street waste collection has been proposed for the development.
Estimated waste values have been calculated at 60L per unit per week for general waste, minimum
service level of 120L per unit to make allowance for recycling. The subject site is also located within
a mandated green zone, provisions for green waste have not been provided.
The proposal does not meet the minimum service levels specified in the Waste Management
Planning Scheme Policy. The acceptable number of mobile bins would result in excessive street bin
presentation and would not be considered acceptable. Onsite servicing opportunities are to be
further investigated, rear location of 1,100 litre bins may be considered.
A Waste Management Plan is to be provided in support of the development.
Onsite service for a rear collection 1100L service if turning circle allows.
INFORMATION REQUIRED
Provide a waste management plan:
a. Investigate opportunities to accommodate 1100 litre onsite service, in accordance with the Waste
Management Planning Scheme Policy.
b. On-site bulk bin collection is recommended. Waste storage areas must be located so that they
are convenient and safe to use and to collect from. Refuse vehicle swept paths should be
provided. Green waste provisions should be provided, unless an exemption can be achieved.

Response
Due to physical site constraints, on-site access for a bulk-waste collection vehicle is not achievable. The
grade and ramping between the street and the internal driveway prevent a refuse truck from safely entering
or manoeuvring within the site.
This has been assessed in detail as part of the traffic report which accompanied the development
application. This report detailed that vehicle ground-clearance issues and longitudinal grade limitations
make truck entry impossible (refer Figure 1). Accordingly, the site cannot accommodate 1100 L bins or an
on-site bulk-bin collection system.
Figure 1 - Section
Given these constraints, the development proposes a 360 L wheelie-bin system, which is compatible with
Council’s standard side-loading residential collection vehicles. This arrangement allows all refuse and
recycling to be collected from the street frontage without requiring truck access onto the site. The proposed
bin allocation is:
• 3 × 360 L general waste bins
• 3 × 360 L commingled recycling bins
This shared arrangement provides adequate storage volume for the scale of the development while
maintaining compliance with bin-to-dwelling ratios and typical weekly generation rates.
Green waste will not require Council collection, as the development includes a site manager/body corporate
who will engage a professional landscape contractor. As part of their maintenance contract, the landscape
contractor will remove all generated green waste off-site, ensuring no need for Council-provided green-
waste bins and meeting the Planning Scheme Policy’s allowance for exemptions where green waste is
privately managed.
This approach represents the only practical and safe waste-collection arrangement, aligns with standard
residential servicing practices, and avoids the unsafe or unworkable manoeuvring of large waste trucks on
the constrained site.
