RECOMMENDATION
That Council note the report by the Business Support Officer to the Infrastructure & Services
Committee Meeting dated 17 June 2014 and repeal the Memorials and Plaques Policy that
transferred to the Noosa Council from the Sunshine Coast Regional Council under the Local
Government (De-amalgamation Implementation) Regulation.
REPORT
Noosa Council has always had a small number of discrete memorials and plaques placed in
public areas to recognise individuals or families who have made a contribution to our community
that is worthy of recognition and remembrance.
The Sunshine Coast Council policy Memorials and Plaques (Attachment 1) establishes a
prescriptive and formalised procedure for the request, installation, expense and management of
memorials and plaques in public places.
While not encouraging a proliferation of memorials and plaques, it is considered that requests
can be dealt with in a less prescriptive way and assessed on a case by case basis without having
a formal council policy on the matter. It is proposed that a procedure (Attachment 2) be
established whereby staff will:
• Seek advice on the relevance of the request for cultural, historical and locality
significance;
• Liaise with parks and any other relevant staff (property custodians) on the suitability of
proposed memorial, design and location;
• Determine cost to Council (if any) for installation and ongoing maintenance; and
• Consult with Councillors and Mayor through the Design Review process on any proposals
with a design element.
Where memorials and plaques are installed, maintenance is undertaken by Civil Operations as
part of the routine maintenance program.
