11 PUBLIC QUESTION TIME
1 BRIAN O’CONNOR
Question 1:
Noosa Council has announced that it will cease operation of the Mobile Library in 2020,
now just two months away, and has sought public feedback on the nature of alternative
arrangements for having library items loaned out to hinterland residents. What was the
feedback received, what is the alternative favoured by Noosa Council based on that
feedback, will further consultation occur and, if, so how and when? When does the
council plan to have the new arrangements in place and will these be monitored to
assess the success or otherwise of those new arrangements?
Response by Kerri Contini, Director Community Services:
Noosa Council’s Mobile Library is now 13 years old and reaching the end of its useful
life. Council staff have been planning for its replacement for the past year and this has
included consultation with a range of stakeholders including Mobile Library customers,
businesses and community organisations. Options being considered include a smaller
truck, 24/7 library vending machines and extending services through bulk loans to
partnering facilities. It is likely that the final model will be a combination of these and will
be implemented in approximately mid-2020. The community is continuing to be kept
informed both directly to library customers and through platforms such as the Library’s
website, social media platforms and local media.
Question 2:
With the sale of the former Tewantin TAFE College complete, can Noosa Council provide
an update on: the final sale price; the estimated amount of money required to refurbish
the building to an acceptable standard; likely uses, including involvement by the private
sector; estimated rental income from tenants; and the maintenance and utilities outlays
in any one year? When will the buildings be occupied?
Response by Tony Wellington, Mayor:
Council has not yet secured ownership of the site. There are constraints on the land and
so Council are still in negotiation with the State over this matter.

ORDINARY MEETING MINUTES 21 NOVEMBER 2019
2 AMELIA LORENTSON
Question 1:
Mr Mayor, in keeping with your effort to increase transparency and openness in Council
(Noosa News 30/10/2019), will the Noosa residents have the 'right to know' the
breakdown of the submissions made in relation to the draft New Noosa Plan and the new
Short Term Stay laws in Noosa? That is, the total number of submissions made, the
number of submissions that were invalid, spoilt, improper, and the number of
submissions that objected to the New Noosa Plan and Local laws and the number of
submissions that approved Noosa Plan and Local Laws.
Response by Kim Rawlings, Director Environment and Sustainable Development:
Yes, a public report will be provided to Council on both the outcomes of the Noosa Plan
public submission process, including numbers of submissions, outline of issues, whether
they supported or objected and whether they resulted in a change to the Noosa Plan or
not. Similarly with the Local Law, a public report on the outcomes of the consultation
process will be provided to Council, outlining number of submissions, an outline of issues
raised, whether in support or objection, proposed changes to be made and the process
from here.
Question 2:
If we are still in consultation process, why are residents being told to rip out kitchens and
being issued with fees for short term rentals?
Response by Kim Rawlings, Director Environment and Sustainable Development:
Where there may be a requirement to either remove a kitchen or seek approval for it as
a secondary dwelling this is being done under the current planning requirements. These
requirements are not proposed to change in the draft scheme. A dwelling house can
only have one kitchen, unless otherwise approved, or if a secondary dwelling has been
approved on the site, this can have a kitchen.
The fees proposed as part of the draft new local law on short stay letting have not come
into effect, this is draft and officers are reviewing submissions so no fee is in and would
not be until the local law comes into effect sometime in the future. Some properties
however will be paying the Tourism Levy. The Tourism levy has been in place in some
form or another since 2001 and properties used for holiday letting and short term
accommodation pay this levy through their rates.

Question 1:
Has Noosa Council investigated the option to include subsidised river transport as part
of the broader solution to traffic congestion in the Hastings Street precinct? And if so
what are the pros and cons of this proposal?
Response by Carl Billingham, Director Infrastructure Services:
Due to the sheer volume of suggestions received during the consultation phase of the
Transport Strategy, it was decided that Council would focus on five priorities to
investigate, these being:
1. Investigate Park-and-Ride facilities – being trialled this Christmas;
2. Investigate parking management controls in congested areas – still under
investigation although some parking periods have been adjusted already;
3. Trial a Noosa Style Shuttle Bus – the Go Noosa Loop Service is being trialled this
Christmas;

4. Implement Walk and Ride School Programs – underway in 3 schools;
5. Investigate the feasibility of Priority Transport Lanes – being trialled this Christmas.
Based on this, Council is not investigating subsidised river transport, however, a desk
top review of the option of using subsidised river transport to the Hastings St precinct
has highlighted the following issues:
1. The existing tourist ferry service is a private operation and provides a slow, relaxing
trip along the river, geared more towards tourists than operating as dedicated
public transport; however Council cannot introduce an alternative commercial
venture or a service that will remove trade from an existing private business.
Council would be remiss if it established a ratepayer-funded commercial activity
that caused an existing commercial business to be financially impacted.
2. The wharves and jetties at either end of the route (Tewantin Marina and behind
Sofitel at Hastings St) are private facilities, not public facilities. They are therefore
not accessible to the public, or at least not without some likely financial
arrangement with the owners.
3. There is already a parking issue at Tewantin in the public parking area behind the
Marina at peak times. If more people were to commute by boat to Hastings St the
parking capacity at Tewantin would be further impacted.
4. The existing ferry service and jetties do not comply with the Disability
Discrimination Act (DDA) unlike the existing public buses and bus stops. To
upgrade the ferry service and jetty infrastructure would be very expensive.
5. In terms of capacity, the existing free Go Noosa holiday bus services operate at
much greater frequency and therefore are able to move a greater number of people
in less time and at less cost.
