EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Manager to the General Committee Meeting
dated 14 December 2020 and
A. Approve Tourism Noosa’s exemption request for the provision of alcohol at the Eat &
Drink / Youngcare Long Lunch event and the Eat & Drink Sumptuous High Tea Soiree
event; and
B. Authorise the CEO to assess both temporary event applications once each application
is properly made and Council has received all the required information to undertake its
assessment in accordance with Council’s normal permit application and approval
process.
REPORT
The purpose of this report is to seek Council’s determination for an exemption request from
Tourism Noosa for the provision of alcohol for two temporary events on community land
during the COVID-19 pandemic environment.
1. Background
At Council’s Special Meeting on 31 August 2020, Council considered a report regarding
temporary event permit approvals during the COVID-19 pandemic. At that meeting Council
resolved that Council note the report by the Property Manager to the Special Meeting dated
31 August 2020 and:
A. Refuse Temporary Event permit applications for Category 1 events (greater than
10,000 people) and Category 2 events (not fewer than 500 or more than 10,000
people);
B. Agree to consider an update report regarding Category 1 and Category 2 events and
the broader events environment at Council’s February 2021 round of meetings;
C. Allow Category 3 events including markets with fewer than 500 people subject to
Council’s normal permit application assessment and approval process and the
following additional assessment criteria:
Satisfactory completion of a COVID Safe Event Checklist including a signed and
displayed Statement of Compliance;
Events to be focused towards Sunshine Coast participants only;
Page 4 of 38
Section 5
GENERAL COMMITTEE MEETING AGENDA 14 DECEMBER 2020
No provision of alcohol (not licensed) unless the applicant has sought an
exemption from Council and the exemption has been formally considered by
Council;
Consideration of the potential for the event to attract larger attendance numbers
than forecast;
Events that have capacity to implement controlled seating and allocated areas
will be preferred to those with uncontrolled movement of people, i.e. attendees
intermingling onsite; and
Current health advice from the State.
D. Approve the establishment of the COVID-19 Event Reference Group as outlined in the
report whose role will include but not be limited to:
1. Reviewing and making decisions regarding event application requests;
2. Reviewing Category 3 Event Decision Making Framework Assessment Criteria
as outlined in the report;
3. Developing a risk-based decision making framework to guide future event
approvals within the COVID-19 environment which will consider public health and
economic impact factors;
4. Monitoring the success or otherwise of COVID Safe event plans and procedures
both within the Shire and external to it.
5. Providing advice and analysis relating to the above to inform Council’s review in
February 2021; and
E. Authorise the CEO to review and amend membership of the COVID-19 Event
Reference Group as required.
2. Tourism Noosa Temporary Event Details
Council has received an exemption request from Tourism Noosa for the provision of
alcohol for the following events:
1. Tourism Noosa Eat & Drink / Youngcare Long Lunch – Noosa Woods – Friday 19
February 2021 – 11.00am-5.00pm – Attendance 300

3. COVID-19 Event Reference Group Application Assessment
On 25 November 2020, Council’s COVID -19 Event Reference Group considered Tourism
Noosa’s exemption request for two temporary event applications in accordance with the
assessment criteria noted in Item C of the Special Meeting resolution (noted above).
The Reference Group considers both events to be of low risk and have no objection to either
event proceeding with alcohol given both temporary event applications satisfactorily address
the assessment criteria noted in Item C of the Special Meeting resolution.
4. Temporary Event Permit Application approval process
Council’s approval of an alcohol exemption request does not constitute a temporary event
permit approval. Once Council has received all the required information (a properly made
application) it will undertake its assessment process in accordance with Council’s normal
permit application and approval process.
Previous Council Consideration
Special Meeting Minutes, 31 August 2020, Item 1, Page 2
That Council note the report by the Property Manager to the Special Meeting dated 31 August
2020 and:
A. Refuse Temporary Event permit applications for Category 1 events (greater than
10,000 people) and Category 2 events (not fewer than 500 or more than 10,000
people);
B. Agree to consider an update report regarding Category 1 and Category 2 events and
the broader events environment at Council’s February 2021 round of meetings;
C. Allow Category 3 events including markets with fewer than 500 people subject to
Council’s normal permit application assessment and approval process and the
following additional assessment criteria:
Satisfactory completion of a COVID Safe Event Checklist including a signed and

D. Approve the establishment of the COVID-19 Event Reference Group as outlined in the
report whose role will include but not be limited to:
1. Reviewing and making decisions regarding event application requests;
2. Reviewing Category 3 Event Decision Making Framework Assessment Criteria
as outlined in the report;
3. Developing a risk-based decision making framework to guide future event
approvals within the COVID-19 environment which will consider public health and
economic impact factors;

GENERAL COMMITTEE MEETING AGENDA 14 DECEMBER 2020
Finance
A temporary event commercial permit assessment fee will be applicable for both events as
per Council’s schedule of fees and charges.
Risks & Opportunities
Risks
The risk of event based COVID-19 transmission is not entirely eliminated.
Financial and reputational risk for businesses, Tourism Noosa and tourism if a COVID-
19 outbreak prompts lockdown measures.
There is still no available insurance coverage for COVID-19. Council’s defence of legal
claims will be funded by the ratepayer.
Opportunities
Allows a smaller style event to proceed.
The decision sends a signal to event organisers that Council is willing to support event
organisers who adapt to low risk event management.
Well managed events adhering to COVID Safe event practices and criteria noted above
present less risk to the community than larger style events.

EXECUTIVE SUMMARY
The Local Government Act 2009 and Local Government Regulation 2012 require Council to
undertake regular reviews of the adopted budget to ensure it remains reflective of planned
activities to be funded through the financial year. This second budget review for the 2020/21
financial year (BR2) incorporates any new or emergent actions arising from Council
resolution, Executive Team or Capital Works Executive Committee action, reallocation of
funds or realised revenue variance since the adoption of the current BR1 budget in August
2020.
In summary the budget review is proposing an increase of $744k to Council’s operating
position, resulting in the operating deficit increasing from $2.2 million to $3.0 million. This
increase is primarily due to the expending of committed fire grant funds already received in
the 2019/20 financial year. The revised capital expenditure program has also increased,
albeit slightly to $35.3 million.

RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 14 December 2020 and approve the proposed changes to the budget for the
2020/21 financial year as outlined in the revised Budget Financial Statements attached to
the report.
REPORT
Section 170(3) of the Local Government Regulation 2012 allows Council, by resolution, to
amend the budget at any time before the end of the financial year. Consequently, formal
budget reviews are scheduled to occur during August, November and April using the latest
financial information available as the basis to revise the budget forecast.
The key criteria for budget reviews include:
1. Council must ensure compliance with its financial sustainability policy targets. Note for
the 2020/21 adopted budget, one indicator will not be met due to COVID-19 impacts.
Page 22 of 38
Section 23
GENERAL COMMITTEE MEETING AGENDA 14 DECEMBER 2020
2. The eligible capital or operating projects must be delivery-ready with a commitment to
complete the project during the year.
3. Capital submissions will be reviewed and authorised by the Executive Team before
inclusion as a budget review submission, where the group will consider justification for
the request, deliverability as well as organisational and community priorities before
endorsing any capital works.
4. All operating and capital submissions for additional spend, reallocation of savings or
additional revenue will be confirmed by the Executive Team based on business risk
assessment.
The revised statement of comprehensive income, included as Attachment 4, identifies the
financial statement line items that have been affected by the proposed budget adjustments.
The budget financial statements, included in Attachment 5, also identify the impact of the
proposed budget adjustments to Council’s financial sustainability indicators.
3. Proposed Operating Budget Adjustments
The proposed operational budget adjustments will result in a $744k increase to the operating
deficit. The following table summarises the operational carryovers by type of funding, with a
detailed list contained in Attachment 1. The financial statements in Attachments 4 and 5
outline the revised budget position as a result of these proposed adjustments.
