The report is in response to Condition 5 of Judgement No. 765 of 2020 (3 September 2020) below: 1. Prepare and submit to Council for approval with and Operational Works application a revised acoustic report which includes measures to mitigate noise generated from the shopping centre operations and equipment, including deliveries, truck movements and rubbish collection. This report should consider attenuation at the noise source as well as a noise barrier along the shared boundary of Lots 19 and 21. All measures to mitigate noise must be implemented prior the submission of the subdivision plan to Council. Noise attenuation is required to achieve the following acoustic quality for potential residential uses on Lots 17-19. The measurement location must include receivers being places at the closest point to the future residential and office buildings. Criteria (measured at the receptor) dB(A) Sensitive receptor Time of Day LAeq,adj, Thr! 5 NOISE SOURCES/IMPACTS The following sections outline current major noise sources that were identified upon the site visit to have potential impact on site. 5.1 LOADING DOCKS 5.1.1. Trolley Collection During time on site, the following was observed and considered in the assessment in relation to trolley activity: e As advised by the client, trolley collection occurs: o Woolworths " Monday-Saturday from 8am to 9pm «= Sunday from 9am to 6pm o BigW = Monday-Saturday from 9am to 5pm «= Sunday from 10am to 3pm e« Measured trolley activity noise level of 69 dB(A) Leq 5.1.2 Delivery Trucks The following observations were made regarding delivery trucks: « Small to medium sized delivery trucks were present within the loading docks; « No more than one truck in each hour is present at the loading docks; e As advised by the client, the loading dock operational hours are: o Monday to Saturday — 5am to 9pm o Sunday — 8am to 6pm e = Truck (incl. refrigeration truck) idling was only considered to occur in the loading dock during nominal 15minute loading period, and not along the boundaries or at the entrance to the loading docks; « Where trucks enter the site to wait for loading as well as during loading (unless short-time drop- off/pick-up), engines must be turned off; e In the case of refrigeration trucks, these should just come in and leave site after loading as no idling shall be allowed at other times; e Such restrictions should be included if not yet followed (e.g. signs installed at the entry and along the boundaries and within the shopping centre loading docks); and e The modelling assumptions in Section 6.2 show specific activities and types of vehicles in each individual loading dock 5.2 MECHANICAL PLANT Mechanical plant that was observed is indicated in Figure 2 with the noise sources based on the attended measurement results in Table 4. As advised by the client, the operational hours for the mechanical plant are as follows: « Monday to Saturday — 7am to 9pm « Sunday — 8am to 6pm Mechanical plant operational restrictions considered in the modelling are listed in Section 6.2. 6 NOISE CALCULATION Noise calculations were conducted based on the measured noise levels in Table 4 and the operational conditions highlighted in Sections 5.1 to 5.3. 6.1 MODELLING SCENARIOS Predicted noise impacts from onsite activities to residential lots 17-19 have been calculated using SoundPLAN™ computer modelling. The following scenarios were considered in the assessment: e All loading docks and compactor operating concurrently, representing the worst-case scenario for day time noise emissions. e Allloading docks operating concurrently, representing the worst-case scenario for evening and night time noise emissions as per the description in Section 5.1.2 and Section 6.2. « Mechanical plant operational scenarios as described in this report. 6.2 GENERAL MODELLING ASSUMPTIONS The analysis was conducted based on the following assumptions: e Mechanical plant noise source levels based on the attended measurements in Table 4 with additional controls listed below, which limit the noise impacts. e Sensitive receivers are considered on Lot 17-19 with facade line of the proposed residential development based on the latest architectural plans provided to ALC, with the locations as shown in Figure 3. o ALC has been advised that the chillers are switched off at 9pm, hence they have been considered not to be operational during the night time period. o The condenser units are considered to be operational prior to 7am. Commonly used allowance to have 10-15dB noise reduction across facade with partially opened windows for ventilation to determine the impacts internally. Additional noise reduction will be achieved, given the residential buildings are likely recommended to have acoustically rated windows with additional provision for ventilation to allow external windows to be closed. We note that the basis of judgement is Environmental Protection (Noise) Policy 2019 Acoustic Quality Objectives which indicates a 20dB difference between outdoor and indoor acoustic quality objectives which would lead to higher outdoor noise allowances in comparison to our assessment; The residential development site ground level on Lots 17-19 are 4.62metres below the loading dock level as advised by the developer; The loading dock locations presented in Figure 1. Loading Dock 1 (Woolworths) is the only loading dock with refrigerated trucks operational and it is assumed that the refrigeration units are not able to be turned off; Loading Dock 2 is used by light vehicles; Loading Docks 3-5 are used by regular trucks; Loading Docks 2-5 do not have refrigeration trucks and therefore, no idling is allowed with the exception of a short time pick-up/drop off (less than 10minutes) within the loading dock; Rear loading dock operational hours o Monday - Saturday: 5am to 9pm o Sunday: 8am to 6pm Vehicles are limited to a speed of 10km/h in the loading dock; Refrigeration truck idle time of 15 minutes while unloading and this idling was assumed to only occur in the loading dock, and not along the boundaries or at the entrance to the loading docks. The refrigeration trucks, therefore, must not enter the site prior to loading to wait for their turn. Such restrictions should be included if not yet followed (e.g. signs installed at the entry and along the boundaries of the shopping centre loading docks); No Idling time for all other trucks including rubbish collection trucks, and such restrictions should be included if not yet followed (e.g. signs installed at the entry and along the boundaries of the shopping centre loading docks); Mechanical plant adjacent and within loading docks is not operational between 9pm and 7am Monday — Saturday, and 6pm and 8am on Sunday; Kitchen exhaust fans are not operational between 9pm and 7am Monday — Saturday, and 6pm and 8am on Sunday; Compactor operational hours: o Monday — Wednesday, and Friday — Sunday: 8am to 6pm o Thursday: 8am to 9pm No trolley collection between 10pm and 7am; The following sound power levels: o Roof condenser units sound power levels 79-93 dB(A) Leg, based on onsite measurements at Noosa Civic; o Kitchen exhaust fans sound power levels 98dB(A) and 99dB(A) Leg, based on onsite measurements at Noosa Civic; o Loading dock truck sound power level 101dB(A) Lmax at a height of 3m above the ground level, obtained from onsite measurements at Noosa Civic and similar equipment previously assessed by ALC; o Refrigeration truck sound power level of 95dB(A) Leq at a height of 3m above the ground level, obtained from measurements of similar equipment previously assessed by ALC; IMobs\2019\20191414\20191414.3\202110130BA_R9_DA_Noise_lmpact_Assessment.docx 13 Document Set ID: 21711315 Version: 1, Version Date: 24/11/2021

7 RECOMMENDATIONS 7.1 MANAGEMENT AND PLANT CONTROLS The following operational conditions regarding the site mechanical plant are to be followed and maintained: e The chillers are switched off at 9pm and shall not be operational during the night time period. « Mechanical plant adjacent and within loading docks is not operational between 9pm and 7am Monday — Saturday, and 6pm and 8am on Sunday; e Kitchen exhaust fans are not operational between 9pm and 7am Monday — Saturday, and 6pm and 8am on Sunday; e Additional controls at plant as described in Section 6.2. These additional controls are to be maintained and followed: e Trolley collection must not occur after 10pm and prior to 7am; ¢ Compactor operational hours: o Monday — Wednesday, and Friday — Sunday: 8am to 6pm o Thursday: 8am to 9pm e Loading dock operation is to be limited to the time period between 5am and 9pm only, with refrigeration trucks idling limited as per Section 6.2. This idling shall only occur during the loading/unloading activity at the loading dock, and not whilst waiting to enter the loading dock or along the boundaries. In the case of refrigeration trucks, planned entry times could be scheduled before hand to ensure that no idling occurs along the boundaries or at the entry to the loading docks. e For all other trucks, with the exception of a short-time pick-up/drop-off within the loading dock, no idling should occur within the sites at any time. ¢ Other restrictions are listed in Section 6.2. Such restrictions should be included if not yet followed (e.g. signs installed at the entry and along the boundaries of the shopping centre loading docks and within loading docks). Furthermore, If trucks are to remain idling whilst waiting to enter the loading dock, it is recommended that this is done away from the site as otherwise the impacts can be adverse. 7.2 ACOUSTIC BARRIER Based on the assessment carried out in this report, the optimised noise barrier (minimum surface density of 12kg/m2) is indicated below. The barrier is determined based on the assumptions and modelling in Section 6 of this report and management and plant controls summarised in Section 7.1. It is noted that the overall heights indicated are taken from the loading dock level and can include the already existing 1.2 metre high block wall between Lot 21 and the loading dock (i.e. where a barrier is built over the existing block wall, the additional barrier constructed will be shorter). In any case, the barrier must have no gaps at the base and along the entire height and length of the barrier. z 8 : Additional = barrier z 5 s 3 a Blockwork = Loading Dock IMobs\2019\20191414\20191414.3\202110130BA_R9_DA_Noise_lmpact_Assessment.docx 21 Document Set ID: 21711315 Version: 1, Version Date: 24/11/2021

The panels shall extend in height to fully cover all standard louvres on the southern wall of the mechanical plant. === = AcoustiMax75 wall panels (75mm thick) covering/replacing the existing standard louvers. The panels are to extend in height to ensure that all louvres/openings on the southern wall of the mechanical plant are covered and shall have no holes or gaps. 8 CONCLUSION ALC have conducted a noise impact assessment of the loading dock activities and mechanical plant located at Noosa Civic Shopping Centre, 28 Eenie Creek Road, Noosaville. The purpose of the assessment was to calculate predicted intrusive noise levels on residential lots 17-19 south of Noosa Civic and determine compliance with Condition 5 of Judgement No. 765 of 2020 (3 September 2020). Based on the assumptions in Section 6.2 and provided the recommendations in Section 7 are followed, compliance is predicted with the noise targets specified in Condition 5 for Lots 17-19 proposed residential buildings and Condition 70 of the original Shopping Centre DA conditions. The recommended optimised acoustic barrier is included in section 7.2 and additional rooftop plant treatment recommendations are included in sections 7.3. We trust this information is satisfactory. Please contact us should you have any further queries. Yours faithfully, Gnil Acoustic Logic Consultancy Pty Ltd Omar Busaidi IMobs\2019\20191414\20191414.3\202110130BA_R9_DA_Noise_lmpact_Assessment.docx 25 Document Set ID: 21711315 Version: 1, Version Date: 24/11/2021
