Town Planning Report - Expansion to Noosa Landfill
“Specialist services and practical solutions”
Figure 4 – Extract of Master Plan
Under the Master Plan, the subject land will provide much needed land for the existing RRA
operation, by allowing for greater separation within the working area, which is accessed by the
general public to dump steel, concrete and vegetation amongst other materials into separate
and distinct areas. Heavy machinery is regularly used in this part of the site to push and
manage the waste, which is currently a high risk operation because of the restricted and limited
space. There is currently a real need to actively manage this part of the operation to reduce
the safety risk by using spotters at busy times, increasing the cost to the general community.
The works to be undertaken within the RRA will provide for the construction of a new HES
Basin and facilitate the removal/filling of the existing basin to provide a larger constructed
resource recovery pad area as shown in Figure 4. No other structures are proposed within the
subject area, including any buildings that might be subject to the exempt clearing provisions
under the Planning Regulation 2017.
Need
The applicant has identified that there is a real and pressing need to expand the existing landfill
site for many reasons, which are discussed below.
In terms of providing some context, an expansion to the existing landfill site occurred in about
2005 and occupies a portion of the land (Lot 77), this being about 49ha, with Lot 77 as a whole
having an overall area of 322ha. This land has always been intended for a community purpose;
however, it is acknowledged that most of the land has ecological value.
