Town Planning Report - Expansion to Noosa Landfill
“Specialist services and practical solutions”
• PO2 - the proposed development will provide for a community related purpose being
an expansion of the existing landfill (utility installation);
• PO3 - the proposed development is entirely consistent with the specific purpose
annotated on zone map;
• PO4 – the subject land is on a site and location that is accessible and suitable for the
intended use and the population catchment it serves; and
• PO5 - the proposed expansion of the utility installation is of a scale and an intensity
that is entirely consistent with community needs, locational characteristics and
supporting infrastructure that already exists onsite, and as intended under the planning
scheme.
With respect to the other performance outcomes these are not relevant to the assessment
given no building works are being proposed (Built Form – Table 6.8.1.3). Further, the
development is for an extension of the existing RRA within the existing landfill site and is not
visible from the road frontage (Safety and Amenity – Table 6.8.1.3).
The proposed development is consistent with the Community Facilities Zone Code and
represents a logical extension to the existing landfill in the circumstances, being in response
to an identified need, which is anticipated under the planning scheme. It is accepted the
proposed development will have some impact on the environmental values on this part of the
land; however, this cannot be avoided and subject to the implementation of mitigation
measures will not result in a significant residual impact being caused.
Infrastructure Activities Code
Under part (1) purpose of the Infrastructure Activities Code, major utilities such as the existing
landfill are to be provided in a coordinated and efficient way to meet the needs of existing and
future communities. Further, are to be developed and designed in a manner which causes no
adverse effects on public health, the environment and the amenity of surrounding premises
and local communities.
In this case, the proposed development utilises land that is currently bounded by the existing
landfill, to meet an identified need, and will maximise the efficiency of existing infrastructure.
While the impact upon the environmental values has been minimised, in this case, it cannot
be avoided, as discussed above.
Under part (2), the overall outcomes intend that residents and visitors have access to adequate
levels of infrastructure to meet the needs of existing and future communities, which is the case
here (OO(a)). Infrastructure activities are to be visually integrated in their natural setting and
not be visible from the major road network, which is also the case here (OO(b)).
In particular, it is intended to increase the size of the RRA to provide for increased public safety
consistent with overall outcome (c). The expansion of the RRA is integrated with the existing
landfill and other facilities (Cleanaway Depot) consistent with overall outcome (d). Further, the
proposed access to the existing landfill is not being changed, with no increase in the expected
number of residents using the utility installation as a result of the change (OO(e)).
