Officer: Diogo Carrico Direct Telephone: 07 53296465 Our Reference: OPW22/0100 Your Reference: 31131 6 May 2022 SCG Consulting Engineers, Davrus P/L TTE PO Box 1661 NOOSA HEADS QLD 4567 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. OPW22/0100 Street Address: 89, 91 & 93 Eumundi Noosa Rd Noosaville Qld 4566 Real Property Description: Lot 80 RP 71151 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue Condition 7 of higher order approval MCU21/0156 requires that the “north elevation to building TH17 must include at least 1 additional external material finish to further add interest to the elevation, in order to break up the wall face” and that “amended plans must be submitted to Council for approval prior to the issue of an operational works approval.” Information Required Provide amended plans as outlined in Condition 7 of higher order approval MCU21/0156. Issue Condition 33 of higher order approval MCU21/0156 requires that 1 disabled carpark is included within the total of available carparks for the development. Information Required Provide amended plans demonstrating compliance with condition 33 of higher order approval MCU21/0156. Issue Condition 34 of higher order approval MCU21/0156 requires that “Suitable ingress and egress to visitor car spaces must be demonstrated with any Operational Works application.” SCG’s plan 31131-OW4.1: “Vehicle Movement Plan”, does not include vehicular movements for ingress/egress to/from the visitor carparks. Information Required Provide amended plans demonstrating compliance with condition 34 of higher order approval MCU21/0156. Issue From the submitted plans it is unclear whether the proposed retaining walls (including footings and back drainage) encroach into neighbouring properties. Information Required Provide amended plans demonstrating that the proposed retaining walls (including footings and back drainage) don’t encroach into neighbouring properties. Alternately, provide written permission from the respective landowner(s) accepting the encroachment. Issue The submitted plans do not include signage information, namely with regards to directing visitors to the visitor carpark. Information Required Provide amend plans detailing directional signage to the visitor carpark. Issue – Erosion and Sediment Control The higher-order conditions of approval require submission of an erosion and sediment control plan (ESCP) which achieves best practice and demonstrates how the downstream residential properties will be protected from increases in peak flows and contaminated (with sediment) site runoff through all stages of construction. Given the topography of the site and location of downstream residences, this site is considered high-risk of impacting off-site properties and particular focus needs to be placed on fully complying with this condition. Information Required Provide an updated ESCP which addresses the following: Provide plans for all phases of construction, including ‘demolition/ site establishment’, ‘earthworks’ and ‘civil’ phases and includes as many sub-phases as necessary to show how controls transition as site levels change; Provide calculations for the sediment basin demonstrating compliance with best practice and clearly identifying the basin type (i.e. A, B or D); Clarify how detention storage will be provided at the site consistent with the SWMP design and in order to ensure that peak flows do not occur from the time that clearing/topsoil stripping first commences. The current strategy of building the block walls for the basins will not achieve the required storage volume until either the filling is achieved or bunding is provided (to prevent flows being diverted into the adjacent properties as the basin fills); Provide details of drainage controls through all phases of construction to ensure all site runoff flows to the sediment/detention basin (including supporting calculations) – Note sediment fences are not a drainage control; Provide quantifiable hold-points for the implementation of controls and timing of decommissioning of the sediment basin/conversion to bioretention. Issue – Stormwater Drainage There are a number of conditions of the higher-order approval which have not been addressed. Information Required Provide the CCTV survey of the downstream stormwater network required by the higher-order approval and demonstrate that the system has the capacity assumed in the Stormwater Management Plan (prepared by SCG Consulting Engineers, dated 10/02/2022). Identify any remedial works required. Provide the updated SWMP required by the higher-order approval which includes updated analysis for the portion of the site discharging to Eumundi-Noosa Rd either demonstrating that the roadway flow criteria of QUDM (Section 7.4) are still achieved in the road for the 1%AEP event despite the increase in discharge from the site, or provision of detention for this part of the site such that non-worsening discharge to the road is achieved. Provide drainage calculations for the internal drainage design, demonstrating that the garage floor levels are immune from inundation for the 1%AEP (2100) event and that all flows are directed to the basin (either as pipe or surface flow) for the same event. Issue – Stormwater Quality There are a number of conditions of the higher-order approval which have not been addressed. Information Required Provide revised design details of the bioretention basin which address the following: Provide a maintenance access ramp from the internal roadway to the floor of the basin with minimum width of 2.5m, as required by the higher-order conditions; The stormwater outlet to the bio is 400mm above the filter surface. Scour will occur where the flows from the batter meet the filter surface. Additional scour protection is required down to and onto the filter surface; A plan view of the basin showing the subsoil drain layout and sizes is required. The basin section shows a 225mm dia collector pipe but only a 150mm drainage layer. If the 100mm dia slotted pipes are centered on the 225 collector then they will protrude above the drainage layer. Provide amended plans resolving this issue. ADVISORY NOTES: The following items do not form part of the information requested to assess the application but do require your action.
