2.3. Refuse Room Requirements
A satellite bin store will be constructed on Level 2 on the eastern side of the development to reduce
frequency trips to the main refuse room. Access is provided from levels 3 and 4 via goods lift to facilitate
immediate disposal of separated streams from high refuse generating areas such as kitchen areas. On-site
waste management staff / cleaners will decant Back-of-House caddies and smaller bins into the 660L and
1100L bulk bins in the satellite bin store and consolidate to the main bin store located on Level 1 for
compaction or further processing and storage. Bins will be collected directly from the main refuse room on
Level 1 for servicing. Additional equipment may be stored in the satellite bin store to facilitate immediate
volume reduction and further reduce trips to the main refuse room.
The main refuse room sufficiently sized to accommodate all of the bins and equipment required in provided
in Table 2.4 and Table 2.5 with the satellite store serving as redundancy. Figure 2.1 below shows a potential
configuration for the refuse room. The configuration and size of the refuse room is provided to ensure the
majority of bins are accessible or easily rotated.
Food organics and garden organics processing in the form of rapid composting / pasteurisation will occur on
site in the Level 1 main refuse room, the output product will then be used within the landscaped areas of the
development. Excess product will be taken by suppliers for permaculture farming who will backload on
deliveries. Bulky garden organics not suitable for composting will be shredded for use as on-site mulch.
The refuse area also has the following features in order to minimise odours, deter vermin, protect
surrounding areas, and make it a user-friendly and safe area:
• Doors wide enough to allow for the easy removal of the largest container to be stored.
• Adequate artificial lighting.
• Not located adjacent to or within any habitable portion of a building or place used in connection with
     food preparation (including food storage).
• Permits unobstructed access for removal of the containers to the service point.
• Does not have any steps or lips.
• Is enclosed on all sides except for the gated entrance to ensure bins are not visible from a public place,
neighbouring properties, passing vehicles or pedestrian traffic external to the site.
• Is of sufficient size to accommodate the bins with sufficient clearance around the combined bin area.
• Is positioned away from entrances to shops or residential premises.
• The height of the bin storage area allows for waste bins to be opened and closed.

• The floors to be graded to fall to a drainage point.
• Drainage points connected to sewer in accordance with trade waste requirements.
• A hose cock provided inside the room for cleaning bins and the rooms.
• A dedicated bunded area with bin lifting equipment will be provided for the purposes of cleaning bins.

• Waste oil stored in a bunded area.
