The number, type and height of facilities required to complete the Fixed Wireless
network are largely determined by the above operational, geographical and
other factors discussed that influence final network design. These compounding
factors often severely restrict the available search area within which a facility
can be established to provide Fixed Wireless internet services to a local
community.

3.3 Candidate Sites
          Opportunities to Co-locate

The objective for the Cooroibah site is to provide coverage to as many premises
as practicable in the community of Cooroibah. It should be noted that nbn has
attempted to utilise where possible as a first preference, any existing
infrastructure or co-location opportunities. In this instance, the existing 30 m
Telstra facility located at 1 Illoura Place, Cooroibah was investigated (refer to
Figure 2).

The height required by nbn for the Cooroibah site is determined by a
combination of coverage objective to the community of Cooroibah coupled with
the need to have microwave connectivity back to the broader nbn™ network via
the proposed nbn™ facility at Cootharaba.

In this case, from a network performance and coverage perspective, a height of
45 m is required to adequately service the community of Cooroibah and a
minimum height of 37 m is required to connect back to the proposed Cootharaba
facility. Given that neither of these heights can be achieved by co-locating on
the existing Telstra facility as it is only 30 m in height, the co-location option is
therefore considered unfeasible from a technical perspective, and was
discounted.
