Outdoor Restaurant Deck (Level 2) - 6 Heron Street, Peregian Beach
- Patron Noise Assessment
As requested, Renzo Tonin Ron Rumble have assessed potential patron noise issues associated with the
proposed external restaurant deck at 6 Heron Street, Peregian Beach.
1 Proposed Development
It is proposed to redevelop the site into a two-storey commercial building consisting of:
Restaurant and Retail tenancies on Ground floor;
Restaurant and Office tenancies on Level 1; and
Restaurant Roof Deck and Plant on Level 2.
The site plan of the proposed development is shown in Figure 7 and architectural plans are contained
within Appendix B.
The proposed external restaurant deck areas will be located on eastern side of the site and will
accommodate approximately 70-seating capacity. It is proposed to host low-level background music of
65dBLin or less within the deck area. The Client has confirmed that highly amplified music in the form of
DJ, Karaoke, Bands, or the like will not be hosted within that space.
The operating hours of the restaurant deck will be between 7am to 9pm.
The work documented in this report was carried out in accordance with the Renzo Tonin & Associates
Quality Assurance System, which is based on Australian Standard / NZS ISO 9001. Appendix A contains a
glossary of acoustic terms used in this report.

3 Ambient Noise Levels
Existing ambient noise levels were measured at 18 Kingfisher Drive, Peregian Beach. The measurement
was conducted between Thursday 10th August 2017 and Monday 14th August 2017. The noise logger was
installed at a height of approximately 3m, as shown in Figure 1.
The test instrumentation consisted of:
Noise Logger: Rion NL-21 (S/N: 00954598);
Sound Level Meter: NTi-XL2 RTA05 (S/N: A2A-02713-D1, FW2.72); and
Acoustical calibrator: Brüel & Kjær Type 4230 (S/N: 1206747).
A noise logger consists of a sound level meter and a computer housed in a weather resistant enclosure.
Ambient noise levels were recorded at a rate of 10 samples per second. Every 15 minutes, the data is
processed statistically and stored in memory.

The equipment used for attended noise measurements was an NTi-XL2 precision sound level analyser
which is a Class 1 instrument having accuracy suitable for field and laboratory use. The instrument was
calibrated prior and subsequent to measurements using a Brüel & Kjær Type 4230 calibrator. No
significant drift in calibration was observed. All instrumentation complies with AS IEC 61672.1 2004
“Electroacoustics - Sound Level Meters” and carries current NATA certification (or if less than 2 years old,
manufacturers certification).

The meteorological conditions over the monitoring period were conducive for measuring noise under
typical conditions. There was no rain over the monitoring period and negligible wind with relatively calm
conditions experienced over most days and nights. Observations during our site inspections noted that
ambient noise was mainly due to birds, wind (rustling of leaves in trees), traffic and surf.
The measurement procedures used and the results reported in this document were conducted in
accordance with Renzo Tonin and Associates' Quality Assurance System, Australian Standard 1055-1989
"Acoustics - Description and Measurement of Environmental Noise" and the DEHP's Noise Control Manual
(August 2013).
4 Noise Emissions Criteria
4.1 The Noosa Plan
Section 14.12 of The Noosa Plan outlines Specific outcomes, probable solutions and acceptable solutions
for Division 3-Business Uses Code.
Specific Outcomes O7 and O8 relate to Outdoor dining areas, which are outlined in Table 14-5 New

As stated in S7.3, outdoor dining areas should comply with Noosa Planning Scheme Policy PSP14 Outdoor
Dining.
Section 2.7 of the Noosa Planning Scheme Policy PSP14 Outdoor Dining states:
2.7 Amenity
a) Outdoor dining is to be in keeping with the character and amenity of the locality.
b) In existing well established commercial and tourist precincts such as Hastings Street; Sunshine
Beach; Noosa Junction and Gympie Terrace, outdoor dining is encouraged.
c) In other areas assessment of outdoor dining will consider the impact the proposal will have on
adjoining residential and other land uses.
The Noosa Plan does not provide specific assessment criteria for noise emissions. In this instance, noise
limits stipulated in Environmental Protection (Noise) Policy 2008 EPP (Noise) and the Office of Liquor and
Gaming Regulation have been considered in this report.
4.2 EPP (Noise) noise limits
The statutory requirements for the control of commercial (and other) noise are set down in the
Environmental Protection (Noise) Policy 2008 EPP (Noise). The policy includes noise limits for both the
limiting of background creep and sets acoustic quality objectives which are prescribed for enhancing or
protecting the environmental value..
The policy cites as one of its primary goals to preserve or enhance environmental values which are
conducive to:
a) protecting the health and biodiversity of ecosystems;
b) the health and wellbeing of an individual, including the individual’s opportunity to have
sleep, study or learn, relaxation and conversation without unreasonable interference from
intrusive noise; and
c) the amenity of the community.
A summary of the Acoustic Quality Objectives is presented in Table 3.

It is noted that the Acoustic Quality Objectives are intended to be progressively achieved as part of
achieving the purpose of this policy over the long term.
4.3 Office of Liquor and Gaming Regulations (OLGR)
The Office of Liquor and Gaming Regulation sets limits for the noise of entertainment and patron
emanating from licensed premises. The limits apply at any noise-sensitive receptor as defined under the
Act, which includes private residences, caravan parks, marinas, schools, hospitals and the like. They also
apply to commercial premises that operate when the licensed premise intends to host entertainment.
The measured parameters and the noise limits vary depending on the time of day that the entertainment
occurs.
Between the hours of 6am and 10pm, the required method of measurement is the overall, A-weighted
noise level (dBA). The intrusive noise at the receptor is measured as the ten-percentile statistical level
(LA10) and adjusted for tonal and impulsive components (LA10 adj). The background level is measured as the
ninety-percentile level in the absence of entertainment (LA90). The noise limit for this time period is such
that the adjusted intrusive level must not exceed the background by more than 10dBA:
L A10 adj L A90 10dBA
Noise due to patrons may a different characteristic of sound from the existing ambient noise. To account
for this, it is appropriate to add a +5dBA penalty adjustment to the noise emissions before comparing it
with the ambient noise. The noise limit is derived in Table 4.

For daytime and evening activities, the OLGR limit above is more stringent than the EPP (Noise) 2008. In
this instance, the OLGR limit has been adopted in this report.
5 Patron Noise from Restaurant Deck
As stated in Section 1, the proposed external restaurant deck will accommodate approximately 70 seats.
5.1 Patron Noise Assessment
Noise emissions from crowds consist of two distinct components, the steady hubbub of conversation and
the random peaks of laughter and exclamations. Measurements of crowd noise have been carried out at
a number of alfresco drinking and dining areas around Brisbane6. Empirical equations have been fitted
to the test data, from which it is possible to estimate sound power emissions:
LWA (10) = 67 + 15log N
Where N = number of patrons
The sound power level estimated from 70 patrons has been calculated using the above equation. The
resulting source level is presented in Table 5. This level has been used to predict patron noise from the
restaurant deck using the CadnaA7 prediction programme.

With patron, however exceedences can be lower or higher than the values predicted as it would depend
on the behaviour of crowd hosted at the venue. It is therefore recommended that a noise management
plan is implemented to control rowdy, disorderly and disruptive crowds. The plan should include, but
need not be limited to, the following issues:
Community consultation;
Complaints handling monitoring/systems;
Site contact person to follow up complaints;
Mitigation measures;
The design/orientation of the proposed mitigation methods demonstrating best practice;
Times of operation;
Contingency measures if noise complaints are received; and
Monitoring methods and programs.
A sample noise management plan is shown in Appendix D.
6 Music Noise
As stated in Section 1.0, only low-level background music of 65dBC or less is proposed within the deck
area. Highly amplified music in the form of DJ, Karaoke, Bands, or the like will not be hosted within that
space.
Typical levels generated by common forms of entertainment are summarised in Table 7 (Source:
https://www.business.qld.gov.au/industries/hospitality-tourism-sport/liquor-
gaming/liquor/compliance/noise-restrictions/limits).
Table 7: Typical noise levels generated by common forms of entertainment

Video disk background music 80-95 dBC
Soloists/duos 85-105 dBC
Other small bands 95-110 dBC
Small rock band 105-120 dBC
As can be seen in Table 3, a noise volume of 65dBC is typical of the level expected within restaurants, i.e.
low level background music.

7 Conclusion
Based upon the analysis presented in this report, the following conclusions can be drawn:
The proposed external restaurant deck area will accommodate approximately 70 seats.
It is proposed to host low level background music of 65dBLin or less within the deck area. The
Client has confirmed that highly amplified music in the form of DJ, Karaoke, Bands, or the like
will not be hosted within the deck space.
The operating hours of the restaurant deck will be between 7am to 9pm.
Based on the analysis presented in this report, patron noise from the external restaurant deck
is expected to achieve compliance during the proposed operating times of the restaurant.
It is recommended that Management of the restaurant implements a noise management plan
to manage any noise complaints related to the external restaurant deck.
This report is limited to patron and music noise only. Mechanical plant such as refrigeration,
kitchen exhaust fans and air conditioning equipment may be installed as part of the
development and may cause noise emission issues at sensitive receivers. As the types of new
mechanical plant are not yet known, it is recommended that all new proposed plant is designed
by a qualified acoustical consultant before installation and certified for compliance by testing
prior to the commencement of use.

APPENDIX A Glossary of terminology
The following is a brief description of the technical terms used to describe noise to assist in
understanding the technical issues presented.
Adverse weather Weather effects that enhance noise (that is, wind and temperature inversions) that occur at a site
for a significant period of time (that is, wind occurring more than 30% of the time in any
assessment period in any season and/or temperature inversions occurring more than 30% of the
nights in winter).
Ambient noise The all-encompassing noise associated within a given environment at a given time, usually
composed of sound from all sources near and far.
Assessment period The period in a day over which assessments are made.
Assessment point A point at which noise measurements are taken or estimated. A point at which noise
measurements are taken or estimated.
Background noise Background noise is the term used to describe the underlying level of noise present in the ambient
noise, measured in the absence of the noise under investigation, when extraneous noise is
removed. It is described as the average of the minimum noise levels measured on a sound level
meter and is measured statistically as the A-weighted noise level exceeded for ninety percent of a
sample period. This is represented as the L90 noise level (see below).
Decibel [dB] The units that sound is measured in. The following are examples of the decibel readings of every
day sounds:
0dB The faintest sound we can hear
30dB A quiet library or in a quiet location in the country
45dB Typical office space. Ambience in the city at night
60dB CBD mall at lunch time
70dB The sound of a car passing on the street
80dB Loud music played at home
90dB The sound of a truck passing on the street
100dBThe sound of a rock band
115dBLimit of sound permitted in industry
120dBDeafening
dB(A) A-weighted decibels. The A- weighting noise filter simulates the response of the human ear at
relatively low levels, where the ear is not as effective in hearing low frequency sounds as it is in
hearing high frequency sounds. That is, low frequency sounds of the same dB level are not heard
as loud as high frequency sounds. The sound level meter replicates the human response of the ear
by using an electronic filter which is called the “A” filter. A sound level measured with this filter
switched on is denoted as dB(A). Practically all noise is measured using the A filter.
dB(C) C-weighted decibels. The C-weighting noise filter simulates the response of the human ear at
relatively high levels, where the human ear is nearly equally effective at hearing from mid-low
frequency (63Hz) to mid-high frequency (4kHz), but is less effective outside these frequencies.
Frequency Frequency is synonymous to pitch. Sounds have a pitch which is peculiar to the nature of the
sound generator. For example, the sound of a tiny bell has a high pitch and the sound of a bass
drum has a low pitch. Frequency or pitch can be measured on a scale in units of Hertz or Hz.
Impulsive noise Having a high peak of short duration or a sequence of such peaks. A sequence of impulses in
rapid succession is termed repetitive impulsive noise.
Intermittent noise The level suddenly drops to that of the background noise several times during the period of
observation. The time during which the noise remains at levels different from that of the ambient
is one second or more.
LMax The maximum sound pressure level measured over a given period.
LMin The minimum sound pressure level measured over a given period.

L1 The sound pressure level that is exceeded for 1% of the time for which the given sound is
measured.
L10 The sound pressure level that is exceeded for 10% of the time for which the given sound is
measured.
L90 The level of noise exceeded for 90% of the time. The bottom 10% of the sample is the L90 noise
level expressed in units of dB(A).
Leq The “equivalent noise level” is the summation of noise events and integrated over a selected
period of time.
Reflection Sound wave changed in direction of propagation due to a solid object obscuring its path.
SEL Sound Exposure Level (SEL) is the constant sound level which, if maintained for a period of 1
second would have the same acoustic energy as the measured noise event. SEL noise
measurements are useful as they can be converted to obtain Leq sound levels over any period of
time and can be used for predicting noise at various locations.
Sound A fluctuation of air pressure which is propagated as a wave through air.
Sound absorption The ability of a material to absorb sound energy through its conversion into thermal energy.
Sound level meter An instrument consisting of a microphone, amplifier and indicating device, having a declared
performance and designed to measure sound pressure levels.
Sound pressure level The level of noise, usually expressed in decibels, as measured by a standard sound level meter with
a microphone.
Sound power level Ten times the logarithm to the base 10 of the ratio of the sound power of the source to the
reference sound power.
Tonal noise Containing a prominent frequency and characterised by a definite pitch.
