Dear Applicant
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily
assess the proposal.
1. APPLICATION DETAILS
Application No. MCU26/0073
Proposal: Material Change of Use - Showroom (Motor Vehicle Sales)
Street Address: 12 Eenie Creek Rd Noosaville Qld 4566
Real Property Description: Lot 7 RP 96597
Planning Scheme: Noosa Plan 2020 (20 March 2026)
2. INFORMATION REQUIRED
The proposed development is located within the Medium Impact Industry Zone and constitutes
a significant deviation from the vision and intent established by the Noosa Plan. It does not
appropriately reflect the purpose of the respective zone or the Plan’s objective for the provision
of industrial uses.
The information requested is set out below:
Item – Industrial Land Supply, Needs Assessment
The proposed development is impact assessable and constitutes an inconsistent use within
the Medium Impact Industry Zone.
Council undertook an employment land review to assess the future need for industrial land as
well as deliver the outcomes sought by the Noosa Economic Development Strategy 2021-
2030. The findings of the land review concluded that the Noosa Shire will have a short fall of
Medium Impact Industry zoned land available by 2031.
Medium Impact Industry zoned land is not intended for retail showrooms.

The proposed motor vehicle showroom represents a non-industrial use within the Medium
Impact Industry Zone and will result in the underutilisation of land intended to accommodate
medium impact industrial activities.
Land within in the Lionel Donovon Drive Auto Precinct is specifically intended to accommodate
vehicle, boat and caravan sales showrooms, as does the Showroom Precinct of the Major
Centre Zone accommodate retail showrooms.
Council requires further information to understand whether there is an overwhelming need that
justifies the proposed use locating outside the designated precincts, and questions whether
the proposed use is dependent on the subject site rather than appropriately zoned land.
Information Required
1. Provide a full assessment against the Strategic Planning Framework. This is to include
but not limited to an assessment against Strategic Outcome 3.3.5(u) and the identified
shortage of Medium Impact Industry land within Noosa Shire.
2. Provide a needs assessment for the proposed showroom including but not limited to:
• Overriding need for additional showroom floor space for the purpose of motor vehicles
sales and how the underutilisation of industrial land would not compromise the long-
term supply of industrial employment land within the Shire.
• Justification as to why the existing Showroom Precinct with the Business Centre and
Automotive Precinct along Lionel Donovan Drive cannot satisfy demand.
• Benefits to the Noosa community.
Should the above items be able to be adequately addressed:
Item – Operational Details
It has been identified that the proposal relies heavily on the appointment-only operating model
to justify the suitability of the use within the Medium Impact Industry Zone and to support
assertions regarding traffic generation, parking demand and operational impacts. However,
limited details have been provided regarding how the showroom will operate on a day-to-day
basis.
Information Required
3. Provide an Operational Management Plan for the proposed showroom use, including:
• Proposed hours of operation.
• Number of staff.
• Number of vehicles proposed to be displayed on site.
• Expected customer numbers and appointment frequency.
• Details of the proposed appointment-only operating model, including how customer
attendance will be managed.
• Details of vehicle deliveries.
• Confirmation of whether vehicle sales activities, handovers and test drives will occur
from the site.
Item – Car Parking

Page 3
Due to the use of the site proposed to be changed to a showroom, where the proposed
showroom is 440m2, the site is required to provide 9 on site car parking spaces. However, the
proposed plans indicate 2 onsite car parking spaces are provided. Therefore, a shortfall of 7
onsite-car parking spaces is identified.
Information Required
4. Provide a Parking Assessment that demonstrates:
• How the parking demand is generated by the proposed showroom use and
operation.
• Staff and customer parking demand.
• Vehicle delivery and manoeuvring requirements to facilitate deliveries
Item – Building Presentation
It is unclear to what extent of the existing built form will remain unchanged.
Information Required
5. Provide a demolition plan to the extent relevant.
Item – Storage Area
It has been identified that a substantial portion of the building is proposed to be used for
storage activities. However, insufficient details have been provided regarding the size,
purpose and operation of the proposed storage areas, including how they are intended to
function in association with the showroom use. Further information is required to understand
the extent of the activities proposed within these areas.
Information Required
6. Provide further details regarding the proposed storage areas identified on the plans,
including;
• The gross floor area (GFA) of each storage area.
• Details of the items proposed to be stored within these areas, including whether
vehicles, vehicle accessories, parts, equipment or other goods are proposed to be
stored.
• Confirmation of whether any vehicle preparation, detailing, servicing, repairs,
maintenance, fitting of accessories, cleaning or similar activities are proposed to
occur within the storage areas.
Item – Mechanical Plant and Equipment
AO13.2 of the Medium Impact Industry Zone Code requires mechanical plant and equipment
to be located more than 2 metres from any property boundary and to be screened either by a
1.5-meter-high fence (where at ground level) or fully enclosed & screened (where above
ground level), to ensure it is not visible from the street frontage or neighbouring properties.
However, the proposed plans do not identify the location and screening of required mechanical
plant and equipment associated with the showroom use, including air conditioning units.
Information Required
7. Provide amended proposed plans identifying:

Page 4
• The proposed location of the mechanical plant and equipment, including air
conditioning units.
• The separation distances between mechanical plant and property boundaries.
• Details of the proposed screening treatment.
• Elevations, where necessary, showing the mechanical plant and equipment will not
be visible from the street frontage or adjoining properties.
Item – Landscaping
PO15 of the Medium Impact Industry Zone Code requires landscaping to be designed, planted
and maintained in accordance with Councils Planning Scheme Policy PSP2 Landscaping to
determine the extent, design and species selection of the proposed landscaping.
Information Required
8. Provide Landscape Plans prepared by a suitably qualified person in accordance with the
Planning Scheme Policy PSP2 Landscaping.
