8. PUBLIC QUESTION TIME
8.1 EDUOARD RIOTTOT
Question 1:
Unspent grant funding and Sunrise Beach community hub upgrades: Following my
correspondence with Mayor Wilkie (June/July 2026) about the unspent liveability and
state grant funding from the Peregian Beach Street Active Travel project
(RM2026/14358), would Council consider reallocating funds toward a Sunrise Beach
community hub upgrade dash; Tingira boardwalk or shopping centre dash; to match
neighbouring precincts?
Page 4
ORDINARY MEETING | 20 AUGUST 2026
Response from Shaun Walsh, Director Infrastructure Services
At its Ordinary Meeting on 18 June 2026, Council resolved not to proceed with the
Active Street project in its current form and to explore whether grant funding could be
redirected to practical infrastructure improvements in Peregian Beach South or other
eligible alternatives. Council's immediate priority is to retain the existing funding and
has submitted scope variation requests to the Active Transport Fund and South-East
Queensland Liveability Fund to deliver practical infrastructure such as pedestrian
footpath connections that reflect community feedback. Initial discussions with grant
providers has been encouraging, and Council considers the current scope variation
request to be the most practical and achievable pathway for retaining the available
funding. Achievement of funding for Sunrise Beach community hub upgrade and
Tingira Boardwalk would require future separate Council budget allocation and / or
grant funding submissions.
Question 2:
In Sunrise Beach, speeding and increased traffic on Orealla Drive, Orient Drive,
Southern Cross Drive, Dame Pattie Drive and Ben Lexcen Drive present a genuine
safety concern. Given the volume of school children and older residents it will not be
long before a serious accident occurs. Can Council provide the next steps for a safety
audit of these roads?
Response from Shaun Walsh, Director Infrastructure ServicesSpeed limits are
determined in accordance with Queensland Transport's Manual of Uniform Traffic
Control Devices (Part 4) Speed Controls, which considers factors such as road
function, vehicle speeds, roadside activity and crash history to ensure consistent and
appropriate speed limits across Queensland. Council acknowledges concerns
regarding vehicle speeds and has recorded the nominated locations for future
investigation. An initial review of available Compass IoT speed data indicates that
speeding may be an issue on Ben Lexcen Drive, Southern Cross Parade and Dame
Patti Drive, and these roads have been added to Council's proposed schedule for
speed limit reviews. As part of the assessment process, Council may undertake traffic
counts and speed surveys to determine whether the current speed environment is
appropriate. Any proposed speed limit change must satisfy technical assessment
criteria and be considered by the Speed Management Committee, comprising
representatives from Council, Queensland Police Service and the Department of
Transport and Main Roads. As requests are prioritised across the Shire and resources
are limited, assessments may take several months to complete. Council will advise
you of the outcome should the review progress further or result in a proposed change.
Alternative measures, such as additional speed signage, advisory signage or, subject
to funding and community consultation, traffic calming treatments, may also be
considered.
8.2 MATHEW HOFFMAN
Question 1:
As part of the Strategic Dog Exercise Area Review, we request community consultation
regarding dog access at Beach Access 37, a primary local hub. Could Council please
confirm the timing and process for community consultation on this proposal?
Response from Richard MacGillivray, Director Development & Regulation
Page 4 of 15
Page 5
ORDINARY MEETING | 20 AUGUST 2026
Council appreciates you raising this information regarding dog exercise arrangements
at Beach Access 37 and recognises that there are likely to be a range of community
views on this matter. These views include support for maintaining existing
arrangements, as well as proposals to expand or modify off-leash access. Any
changes to designated dog exercise areas would require careful consideration of
community feedback, environmental impacts, public safety, accessibility and
legislative requirements. Council intends to consider community feedback on dog
exercise areas as part of a future review of its Local Laws. The Local Law review
process is proposed to be considered through future budget deliberations, with the
next opportunity likely to be through the 2027-28 budget process. Should Council
resolve to proceed with a review, it will be undertaken in accordance with the State
Government's prescribed framework and will include formal community consultation
before any changes are determined.
8.3 PAT SPICER
Question 1:
As the 24/25 financial year is now history, for what was the $3.3 million
allocated in the 24/25 Noosa Council Budget for 62/64 Lake Macdonald Drive
project?
Response from Kim Rawlings, Director Strategy & Environment
The allocated $3.3 million was a high level initial construction cost estimate to
allow the project to proceed to the next stages. The project was delayed to
enable further community consultation resulting in design changes which
deferred construction until the 2025/26 financial year.
Question 2:
How much of that $3.3 million 24/25 financial year budget allocation for 62/64
Lake Macdonald Drive project was used?
Response from Kim Rawlings, Director Strategy & Environment
Of the total $3.3 million project budget, approximately $49,000 was expended
in the 2024/25 financial year, comprising staff time, consultation and design
costs. No remediation or civil work costs were incurred during this period, as
construction did not commence until the 2025/26 financial year.
The meeting adjourned at 10.25am
The meeting resumed at 10.40am
