That Council note the report by the Property Advisor to the General Committee
dated 11 August 2026 regarding a Noosa Heads Lions Park Land Management
Plan; and
A. Request a further report to a future council meeting detailing the scope, costs,
funding implications, consultation requirements and proposed timeline for the
preparation of a LMP for Noosa Heads Lions Park, including consideration of a
temporary overflow car park, in accordance with the requirements of the Land
Act 1994 and the Queensland Government's Guideline for Managing Actions
Consistent and Inconsistent with the Purpose of Trust Land;

for the reserve and requesting interim approval for the use of part of the reserve
for temporary overflow car parking during the 2026 Christmas holiday period.
D. That Council's letter to the Minister address the statutory requirements of
section 52AA and submit that the proposed temporary overflow car parking
would not diminish the purpose of the reserve and would not adversely affect
the public interest having regard to:
i. the temporary and limited nature of the use, being approximately 21
days per annum and affecting only the portion of the reserve required
for seasonal overflow parking;
ii. the site's historical use for seasonal overflow parking over more than 20
years;
iii. community demand for additional parking during peak holiday periods;
iv. the community, economic and charitable benefits associated with
facilitating access to the locality during the Christmas period; and
v. existing mitigation measures, including seasonal operating limits, wet-
weather closures, vegetation protection measures, site management
controls, and post-season rehabilitation works.
