Specifically.
1. The proposal incorporates a 19 bay car parking area accessed from Resort Drive. This car
parking area is linked by what is described as a “Special Event Access” to formal landscape
areas and to the proposed hotel ground floor entry.
2. The amendments include grassed formal landscape areas contiguous with the hotel ground
floor and pool area. These features provide a formal access point to function areas separated
from the normal guest access via Links Drive. This discrete access point enables a Functions
business to operate exclusively of the normal hotel operations.
3. The proposal further develops its Function capacity at the pool area and in the contiguous
Ground Floor Foyer area. The proposed hotel Foyer has been designed in such a way that it
can be used for functions without interrupting hotel guest circulation or access to lifts, stairs,
pool and other facilities. The area hatched in red on Figure 1 indicates the area potentially

4. Further to the comment regarding potential use above, the proposal in its current form
includes a commercial kitchen area of approximately 330 m.sq. This facility includes

commercial cooking, cool rooms freezers and function cold room. This facility is designed for food production for rapid service as would be required for up to 500 seated diners. This is well beyond the scope of the dining facility required for 112 hotel rooms (providing breakfast, pool snacks and some dinners). This facility would represent a capital cost of up to 15 million dollars. It is somewhat disingenuous to suggest that this investment would be made without a business plan. The only potential use for a kitchen of this scale is seated functions for up to 500 persons. 5. The Application does not adequately support the existing resort facilities. The inclusion of 500 m.sq. of ground level open space and associated kitchen, preparation and storage facilities are strongly indicative of restaurant and function usage. This potential use is not defined in the application, nor are the associated impacts arising from this potential use addressed by way of analysis or mitigation. It would be a facility operating in direct competition with the existing resort function areas. 6. The intention to expand the hotel to include function facilities has been publicly stated by the applicant. Refer to Appendix A. It is unclear from the drawings whether the proposed new car park provides an “accessible path” as defined under BCA Vol 1 Part D3.2. and AS 1428.1. If not, the proposal may be deficient in compliance.
