Dear Sir,
RE: Response to Council’s Email of 28th June 2013
MCU12/0184 – Animal Husbandry Type 2
Lot 21 SP226606 at 136 Top Forestry Road, Ridgewood Qld
I refer to your recent correspondence requesting further traffic engineering advice for
a proposed development in Ridgewood, Cooroy. The information requested by the
Sunshine Coast Regional Council (SCRC) by email on 28th June 2013 has been
reviewed.
Information requested by Council
Revise the traffic report to include the traffic movements (type and number)
associated with the existing cropping use and the traffic movements (type and
number) associated with the proposed cropping/poultry use, into a simple
tabulated form which shows daily, weekly and yearly movements. It is
expected that the cropping use will have seasonal variations whilst the poultry
use will be more constant.
Include comments from the traffic engineer regarding any necessary and
achievable improvements to Top Forestry Road (Note: In some locations, the
natural landform of Top Forestry Road restricts what is achievable).
Response
The traffic movements (or trip generation) for the existing and proposed uses is
provided in Section 4.0 of the Traffic Engineering Report in the following Tables;
Table 2 – Trips generated from Avocado and Mango Farm
Table 3 – Trips generated from New Avocado Farm
Table 4 – Trips generated from Poultry Farm
Table 5 – Trips generated from Poultry and Avocado Farm

Regardless of the traffic movements, it is important to note that the proposed
development does not impact on the operational performance of the network. The
focus for this assessment, (as is the case with the majority or rural and regional
projects) is safety based not capacity based, due to low traffic flows.
The property has operated as farm use and it is expected that farming activities,
previous, existing and proposed will not significantly impact on the functionality of
the road network in this area. Even with variations to the traffic generated from the
development, which may occur over the life of the operations due to weather patterns
and/or changes to farming procedures, the traffic flows in this area are so low that the
development will not impact on the operational performance of the road network.
Due to the low traffic volumes, capacity is not a concern, even with peak traffic from
both the avocado farm and the poultry farm coinciding the impact on the surrounding
road network is considered to be negligible. Therefore an assessment on road safety
conditions rather than traffic flows and analysis is considered to be more suitable for
the purpose of mitigating the impact of the development.
Response
In regard to the necessary and achievable improvements to Top Forestry Road,
mitigation measures are provided in Section 6 and 7 of the Traffic Report.
Additionally a Hazard Reduction Action List has been provided (Appendix C)
recommending safety improvements for the road network.
In addition to the above, please find attached Concept Designs of the Proposed
Upgrade Works in Appendix D of the Traffic Report which are recommended for Top
Forestry Road. The recommendations are based on detailed the site investigations and
on site measurements of the existing available road width.
I trust that the above information satisfies the Council’s Information request however;
should further information be required, please do not hesitate to contact me.
Yours faithfully
Dianne Hayes
