8 May 2025 The Assessment Manager Noosa Council PO Box 141 Tewantin QLD 4656 Attention: The Assessment Manager Delivery via email: [email protected] Dear Sir / Madam, DEVELOPMENT APPLICATION FOR DEVELOPMENT PERMIT FOR MATERIAL CHANGE OF USE FOR DWELLING HOUSE AND OPERATIONAL WORK FOR EXCAVATION AT 7 NOOSA PARADE, NOOSA HEADS In accordance with Section 50 of the Planning Act 2016 and on behalf of Seymour Leisure Pty Ltd (A.C.N. 110 266 576) Trustee under Instrument 721580393 (the ‘Applicant’), please find attached a ‘properly made’ development application over land at 7 Noosa Parade, Noosa Heads, formally described as Lot 0 on BUP10936 (Common Property) and Lot 1-4 on BUP10936. The development application seeks approval for the following: ▪ Development Permit for a Material Change of Use for a Dwelling House involving excavation exceeding 1.5m in depth relative to ground level; ▪ Development Permit for a Material Change of Use for a Dwelling House within Area 1 on the Acid Sulfate Soils Overlay Map and involving excavation of 100m3 or more of material; ▪ Development Permit for Material Change of Use for a Dwelling House on land subject to a Flood Hazard Overlay Map; ▪ Development Permit for Operational Work for Excavation or Filling other than for the purpose of a dam where involving excavating more than 10m 3 of material. We enclose the following information in support of the application: ▪ Town Planning Assessment Report, addressing the applicable assessment benchmarks, including the following attached specialist reports and material: ‒ Appendix A – Property Searches and Documents; ‒ Appendix B – DA Forms; ‒ Appendix C – SPP and SDAP Checklists; ‒ Appendix D – Noosa Plan 2020 Assessment; ‒ Appendix E – Architectural Plans, prepared by Bureau Proberts; DA Lodgement Cover Letter – 7 Noosa Parade, Noosa Heads

Please note that relevant document to demonstrate the authority of the trustee company to bind the
trust and execute Owner’s Consent will be provided to Council separately.
Once Council has received the application and a fee quote has been issued, the required lodgement
fee will be paid. The development assessment fee has been calculated based on Noosa Council’s
2024-25 development fees and charges schedule. The proposed development is estimated to be
$7,603.00, which is calculated as follows:
