EXECUTIVE SUMMARY
The purpose of this report is to extend the Alliance Grant funding for Sports Field Maintenance and
Hall/Community Centre grants by one year to synchronise with other Alliance funding programs.
Initially, these grants were approved for three-year alliance agreements from 01 July 2021 until 30
June 2024. In contrast, Festive Season, Signature Events, and Community Alliance grants were
allocated on a different three-year schedule from 01 July 2022 to 30 June 2025. The synchronisation
provides administrative improvements for community organisations and Council.
The extension also allows for the community tenure review and community grants review to be
completed and any relevant changes to be implemented and enacted across all funding programs
prior to any new funding agreements to be awarded.
The report recommends extending the funding for Sports Field Maintenance and Halls/Community
Centre alliance agreements for an additional year from 01 July 2024 until 30 June 2025. It is
proposed to conduct a full three year Alliance funding application round in early 2025 so that all new
three-year alliance agreements would be effective from 01 July 2025 and on a synchronised cycle
going forward.
RECOMMENDATION
That Council note the report by the Community Development Coordinator to the General Committee
Meeting dated 17 June 2024 and approve a one-year extension to the Sports Field Maintenance and
Hall/Community Centre Alliance grants with the new completion date being 30 June 2025, subject
to sufficient funds being made available in the adopted 2024/25 budget.
REPORT
Background
Council provides Alliance grants through the Community Grants programme across four categories:
Community Alliance, Maintenance (Sports Field Maintenance & Halls/Community Centres), Festive
Season and Signature Events. The Alliance grants offer funding across a three year period rather
than the single year project funding offered under the standard Community Projects funding stream.
The Alliance grants provide greater funding certainty and longer term planning for community
organisations and reduced administration for Council.
Community Alliance funding provides financial support for up to three years to eligible not for profit
community organisations whose services provide significant benefit to the wider Noosa community
(beyond their membership); demonstrate value for money; and closely align with Council’s strategic
goals and identified key initiatives.
Maintenance Agreements provide financial support for up to three years to eligible not for profit
community organisations that maintain Council and community infrastructure for Sports Fields and
Halls/Community Centres.
Signature Community Events grants provide financial support for up to three years to eligible not for
profit community organisations who have an established track record of hosting a signature event
