RECOMMENDATION
That Council note the report by the Manager, Planning & Environment to the Planning &
Environment Committee Meeting dated 8 November 2016 regarding the waiver or partial waiver
of development application charges for 1 April 2016 to 30 September 2016 as detailed in the
Report.
REPORT
As part of Council’s budget each year, Council adopts its Fees and Charges for the financial
year, including its regulatory and commercial charges for lodgement of development applications.
The fees and charges policy for development applications cover a number of policy provisions
including delegation to the Director, Planning and Infrastructure to “..partially or wholly waive a
development fee where strict application of the scheduled fee is obviously unreasonable for the
type of application being received.”
This report identifies applications where a fee variation has been granted for the last 6 months.
Between 1 April 2016 and 30 September 2016 there were 5 applications where a partial waiver of
the development application fees was granted. The tables below set out a summary of each
application and the reason for the fee waiver.
Application No Applicant Application Details Fees & Charges Fee proposed
Policy
Associated with Project Urban Showroom $17,689.50 $7,862
MCU14/0102 139 Eumundi Noosa Rd
Noosaville
An application for a proposed Auto Parts & Accessories Showroom use at the recently approved Service
Station/Industry development on Eumundi Road is to be lodged and a fee reduction has been requested.
The request has been reviewed and determined that a fee reduction is reasonable because:
The use will occur in an existing approved building, with sufficient car parking, landscaping and the
like.
The use is inconsistent and impact assessable but a similar use (Bursons Auto Parts) was approved
on Selkirk Drive and the use will complement the auto park.
It is recommended that a reduction down to the base impact assessment fee for an 800m2 Showroom of
$7,862 (and no x3 fee multiplier for an inconsistent use applied) be supported but not the further reduction
to the code assessable fee suggested by the applicant.
