22-07-2026 - 25423 Information Response
Wednesday, 22 July 2026 Our Ref: 25423 Your Ref: MCU26/0008 THE CHIEF EXECUTIVE OFFICER NOOSA COUNCIL PO BOX 141 TEWANTIN QLD 4565 ATTENTION: Georgina Schramm VIA EMAIL: [email protected] Dear Georgina INFORMATION RESPONSE DEVELOPMENT APPLICATION FOR A DEVELOPMENT PERMIT FOR A MATERIAL CHANGE OF USE FOR A FOOD AND DRINK OUTLET AND SERVICE INDUSTRY 168 EUMUNDI-NOOSA ROAD NOOSAVILLE QLD 4566 LOT 2 ON RP222164 Further to your information request for the abovementioned development application we now respond to all of the information requested. START INFORMATION RESPONSE Item – Building Presentation Limited detail of the development’s presentation to the Eumundi Noosa Road has been provided. No elevations have been provided in support of the application, only renders of Building 1. The planning report suggests that the buildings will remain unchanged to the existing approved built form. Based off the material provided this is not correct. The Noosa Plan includes specific provisions within the Noosaville Local Plan relevant to this site as it abuts a major road network, and the Medium Impact Industry Zone Code includes provisions specific to the buildings design and streetscape presentation. The proposed building is to include further articulation as it is highly visible site on a key gateway into Noosa, such as changed to roof form, recessed elements, use of colours and materials to break up the building facade. In particular refer to AO8 of the Noosaville Local Plan Code and AO11 of the Medium Impact Industry Zone Code for guidance. Information Required 1. Provided detailed elevations of both Building 1 and Building 4 to address the relevant built form provisions of the Noosaville Local Plan Code and Medium Impact Industry Zone Code as discussed above.

2. Provide further detail to understand the extent of works required to facilitate the development, including a demolition plan to the extent relevant. Response: Detailed elevations of Buildings 1 & 4 are not considered necessary in this instance as the proposed works do not materially alter the approved building form or presentation. Building 4 remains unchanged. Building 1 also remains generally unchanged, except for the inclusion of an external facade screen shown as “FDR” on the previously submitted architectural plans. The proposed FDR screen comprises moulded resin and fibreglass grating. The screen is proposed in Light Grey RAL 9006, with 38mm x 38mm openings. Product information and reference imagery are provided in the attachments to confirm the intended material, appearance and finish. Example image below. The relevant built form provisions of the Noosaville Local Plan Code and Medium Impact Industry Zone Code have been reviewed in the context of the limited external works proposed. The development does not introduce a new building, increase building height, alter the approved building footprint or result in a materially different built form outcome. The proposed works to Building 1 are limited to the external facade screen, painting of the existing facade and associated balustrade treatment shown on the previously submitted plans. These works will improve the presentation of an older, dated industrial building by providing a more contemporary external appearance to the Eumundi-Noosa Road frontage. The proposed screen is therefore an aesthetic upgrade that modernises the building and improves its visual contribution to the streetscape, while remaining consistent with the low-rise scale, industrial character and built form intent for the Medium Impact Industry Zone and Noosaville local plan area.

The extent of demolition in Building 1 is very minor and is already identified on the previously submitted plans. No further demolition plan is therefore required beyond the information already provided. Item – Landscaping The subject site is adjacent to Eumundi Noosa Road which is a road network. The Local Plan Code seeks the front landscaped setback to incorporate landscaping that complements the natural species occurring within this area and the Zone Code, seeks a minimum of 10 metres of soft landscaping to be provided along Eumundi Noosa Road. This is not a reasonable requirement to impose on this development application, considering the existing development’s layout. However, the site is lacking screening and shading of the development’s mass. A conceptual landscaping plan is to be submitted identifying areas for improvement and embellishment to suitably address Performance Outcome PO15 of the Medium Impact Industry Zone Code. Information Required 3. Provide a conceptual landscaping plan as discussed above. Response: The proposed material change of use reuses two existing buildings on the site and does not propose any material changes to the external areas of the premises, including frontage landscape areas. The existing frontage landscape areas, site layout and relationship to Eumundi-Noosa Road are adequately identified on the previously submitted site plan. On this basis, a separate conceptual landscape plan is not considered necessary or proportionate to the scope of the application, noting the proposal does not involve new building work or external works that would alter or reduce the existing landscaped areas. Item – Floor Plan Through the action notice response period Building 1 floor plan was amended however has not been drawn to scale. Scaled drawings are required to cross reference the detailed floor areas. Information Required 4. Provide a revised floor plan of Building 1 drawn to scale. Response: The previously submitted floor plan for Building 1 is drawn to scale. A revised plan is enclosed with a scale bar, allowing Council to cross-reference the proposed floor areas and internal layout of Building 1, including the food and drink outlet and medium impact industry components. Item – Service Industry The proposed Service Industry use within Building 4 includes an ancillary retail sales/administration component. Please confirm that all retail display, sales and storage areas associated with this component will be contained entirely within the building. By way of example, if bicycles or other retail merchandise are to be displayed or stored externally, the retail component may no longer be considered ancillary to the industrial use and could instead constitute a standalone retail activity on the site. Please clarify the proposed arrangement and provide updated plans if required.

Information Required
5. Please confirm that all retail display, sales and storage areas associated with the Service
Industry will be contained entirely within the building.
Response: All retail display, sales and storage areas associated with the Service Industry use
will be contained entirely within Building 4.
Item – Servicing
The proposed deck extension to Building 1 may affect vehicle servicing operations and access
to the loading dock located between Building 1 and Building 2.
Information Required
6. Provide swept path analysis demonstrating that the proposed extension does not
compromise the ability for a 12-metre single-unit truck (3.6 metres wide) to access,
manoeuvre within, and service the loading dock
Response: A swept path diagram for the loading bay adjacent to Building 1 is provided as part
of this response. The swept path has been prepared for an 8.80 metre medium rigid vehicle,
which represents the largest vehicle reasonably anticipated to service the uses. The analysis
demonstrates that the proposed deck extension does not compromise access or manoeuvring
for this vehicle. Larger vehicles, if required on an infrequent basis, are able to stand within the
existing driveway aisle without requiring access to the loading area between Building 1 and
Building 2.
END INFORMATION RESPONSE
Part 3: Information Request has now concluded and the application is now in Part 5: Decision.
We respectfully request that Council now progress the application to an approval as quickly as
possible, noting the information request has been fully addressed and the proposal is limited
in scope, reusing existing buildings with only minor external works.
Should you have any questions with respect to the above, please do not hesitate to contact
me direct.
Yours faithfully
