Sunshine Coast Checklist - Applications Involving Land Regional Council Development & Land Use Sections IDAS APPLICATION This checklist should be used for any IDAS application. Please check each of the following items before accepting an application at the counter. 1. APPLICATION FORMS 1.1 Form1 PartA 1.1.1. Ensure that the form is fully completed and is a current version. 1.1.2 In the case of an MCU or Op Works below the high-water mark, owner's consent is required. 1.1.2.1. If there are multiple owners, the consent of each owner is required. 1.1.2.2 If the owner of the land is a company, either ACN No, Company name clearly indicated b signatory) or Company Seal required. 1.2 Form4 Part B-R Supporting Information 1.1.2 Ensure that for each box checked on Form A, the relevant additional Forms B-R are attached. 4.1.2.1 Ensure that each of Forms B-R which are attached are fully completed. IDAS ASSESSMENT CHECKLIST we 2.1 Ensure that relevant sections have been checked and/or completed with regard to referrals 2.2 Ensure correct parts of Form 1 are provided where required (ie most common are Part J for Clearing Vegetation, Part N for Contaminated land and Part P for Prescribed Tidal Works) ‘ENVIRONMENTALLY RELEVANT ACTIVITIES 3.1. Ensure that Part G:is completed if EPA referral is required. 3.2 Where EPA is delegated to Council (see * in ERA checklist), ensure that the correct application fee is paid and recorded on the application. (Refer Environmental Health for fees) FORM 2 - REQUEST TO CHANGE APPROVAL 4.1 Ensure that relevant items have been checked and/or completed including information regarding applicant details along with owners consent if not current owner of land as shown on Council records. If over multiple properties on one or more sites, consent of Body Corporate is required. PLANS 5.1 Ensure that generally at least 6 sets of the Plan of Development (5 for Reconfiguration and Operational Works) accompany the application. In addition ensure that each set is complete. §.2 Ensure that 1 of the copies of the Plan of Development is in an A3 or A4 format and is unbound. SUPPORTING INFORMATION 6.1. Ensure that generally at feast 6 copies of any report accompanies the application (5 for Reconfiguration and Operational Works). If the application is accompanied by a covering letter, ensure that it is capable of reproduction. 6.2 In the case of reports, ensure that 1 of the copies is in an A3 or A4 format and is unbound. 6.3 Additionally an electronic version is preferred where possible for ease of electronic record keeping FEE 7.1. General advice
Form 2 may be used for any one of the four types of request for changing an existing approval -
Form 2 is not an approved form under the IPA. The assessment manager, concurrence agency or court may have their own form for the purpose of
making a request to change an approval. In the case of a request to change conditions of a rezoning approval, the P&E Act establishes the process to
be followed and provides for the local government to determine the required form.

Any person may make a request to change an approval. However, in the case of a development approval for building work or operational work
for the supply of community infrastructure on land designated for the community infrastructure, only the person supplying the infrastructure may
make a request (IPA, section 3.5.33(3A)).

The Characteristics of The Site
3.1. Site Characteristics
The subject site is a rectangular shaped parcel of land located at 141 Cooroy Noosa Road Tewantin
and is described as Lot 230 on MCH 4114, Parish of Weyba. A map showing the location of this site
is provided below.

The total site has an area of 6.50 hectares and there are no easements currently registered over or
benefiting the subject site. A number of uses are located across the site including the BP service
station (comprising an associated shop and vehicle service bays) located along the north eastern
frontage and shops (including a takeaway food outlet and hairdresser) located along the north
western frontage. The Big 4 Noosa Bougainvillea Caravan Park is located behind these uses on the
western half of the site with a relocatable homes park located on the eastern half of the site.
The site’s major frontage is to Cooroy Noosa Road with a central access provided to all uses.
Beckmans Road forms the western boundary with residential properties adjoining the east and
southern boundary.
3.2 Existing Infrastructure Servicing the Site
The subject site is serviced by standard community infrastructure including reticulated water supply
and sewerage, underground telecommunications, overhead electricity supply and associated street
lighting, bitumen roadways and kerb and channel.

Description of Land Uses Adjacent to the Site and within the Surrounding Area The site is located along the southern side of Cooroy Noosa Road that forms the western edge of Noosa Outlook. The existing service station is located in the centre of the site and includes six (6) petrol bowsers under a canopy, a workshop with three bays and a shop containing a retail area and associated office and storage areas. The applicant seeks approval to alter the existing layout in the following manner: e Increased length of canopy by 3.16 metres to provide better coverage/weather protection over bowsers « Raise height of canopy by 0.5 metres to a maximum of 4.8 metres for better clearance of vehicles Rearrangement of internal storage areas and staff amenities Provision of new disabled toilet on site Internal rearrangement of retail area Removal of existing fuel tanks and replacement with 3 x 58000 litre fuel tanks to comply with industry standards Upgrading of stormwater and fuel containment facilities on site e External treatments including new paint finish. Integrated Planning Act The Integrated Planning Act defines a minor change as: minor change, for a development approval, means a change to the approval that would not, if the application for the approval were remade including the change— (a) require referral to additional concurrence agencies; or (b) cause development previously requiring only code assessment to require impact assessment; or (c) for a development requiring impact assessment—be likely, in the assessment manager's opinion, to cause a person to make a properly made submission objecting to the proposal, if the circumstances allowed. The proposal is considered to fulfill the requirements of the Act, as the changes are minor and do not required referral to additional concurrence agencies, does not change the level of assessment and would not cause any person to object to the proposal. Assessment The assessment table for the Open Space - Recreation zone details that Retail Business Type 5 Vehicle Uses is an inconsistent use. Whilst the use is detailed as being inconsistent, the use complies with Probable Solution 52.2 which states the service station is co-located with, or adjoining, shopping facilities or established business development. The extensions to the service station and minor and will bring the use in to line with industry regulations.
