INTRODUCTION
Bax Engineering has been commissioned by Mr Michael Klobas of Juklo Pty Ltd to provide a site-based
stormwater management plan for the proposed development at 9 Bartlett Road, Noosaville.
The report is intended to support the development application seeking approval for a Material Change of Use.
The proposal covers a site area of 1,528m2 and is currently used as a storage business. It is proposed that the
development would consist of a single, two storey building with three separate industrial warehouse
tenancies. This footprint area is 707m2, there is a proposed hardstand driveway and carpark of 591m2 and the
remaining area (230m2) is to be landscaped.
This report has been developed to address the stormwater management in regards to a suitable discharge
from the property and both quality and quantity requirement. The plan is in response to the Noosa Council
information request (MCU21-0215) which requires the development to -
“Provide a preliminary Stormwater Management Plan for the site, including details of collection and discharge
of stormwater runoff from the buildings and the hardstand areas and any required stormwater
pipelines/flowpaths within the site to drain low areas on the adjoining properties to prevent stormwater
ponding”
The stormwater runoff for the proposed development site has been assessed using the Queensland Urban
Drainage Manual (QUDM) with Rational Method calculations to determine the potential stormwater flows on
the development.

THE SITE AND ITS CONTEXT
LOCALITY
The site is described as lot 48 on RP173566 at 9 Bartlett Road in Noosaville, Queensland and is within the
Noosa Council local government boundary. The development is identified in Figure 1.
The property is bounded by Bartlett Street to the north, commercial lots in the west and east with residential
lots on Gumdale Court to the south.
Figure 1 - Locality Plan
Source: Queensland Globe
The site is currently being used for self-storage and is fully impervious with concrete hardstand and roof area
covering the entire property. There is an existing high point of approximately 19.0m AHD at the north-west
frontage in Bartlett Street with fall towards the southern rear boundary to an AHD of 18.0m. There is existing
stormwater infrastructure in this location which will be utilised as a lawful point of discharge. This 225mm dia.
stormwater pipe collects runoff from the adjacent property to the east and enters the stormwater network in
Page 5 of 14

Gumdale Court to the south. This stormwater system will be upgraded to a 300mm diameter pipe from the
connection to the existing pit located adjacent in 11 Bartlett Street. This will collect minor storm events and
roof water runoff while major events will be directed to the Bartlett Road frontage. Earthworks will be needed
to achieve these design levels to allow overland flow to reach the Bartlett Street frontage.
Based on the post-development impervious fraction the site was calculated to have a peak flow for a 1% AEP
design storm event as 0.054 m3/s.
Of this volume 0.033 m3/s is a minor storm event and would be directed to the existing pipe system. The
remaining volume of 0.021m3/s would be directed to the Bartlett Street frontage.

STORMWATER QUANITY MANAGEMENT
DRAINAGE AND EXISTING TOPOGRAPHY
Lawful Point of Discharge
In general, the site is elevated at around 19.0m AHD in Bartlett Street and grades at approximately 2% towards
an existing low point at around RL 18.0m AHD in the south-west corner. There is an existing drainage pit in this
location which will be utilised as a lawful point of discharge for roofwater and carpark drainage. Due to the
proposed design of the building, overland flows from major events will be diverted to the Bartlett Road
frontage in the north. This will ensure any pipe blockages will not create flooding to the tenancies.
External Catchment and Overland Flows
In general, the site experiences no overland flow from any upper catchments.
Stormwater Infrastructure
The proposed stormwater system utilises a 225mm diameter pipes and will ultimately discharge to the existing
pipe system. Due to the calculated volume of the upstream catchment connected to this system (0.076m3/s)
it is proposed to upgrade a section of the existing network to a 300mm diameter. This should ensure that the
capacity of the system is not exceeded with the proposed connection of the new impervious area for the site
(0.033m3/s) is connected.
Of this volume 0.033 m3/s is a minor storm event and would be directed to the existing pipe system.
Overland flows from any major storm events will be directed to the Bartlett Street frontage. This calculated
volume is 0.054m3/s. Therefore the overland flow less the piped system would result in a volume of 0.021m3/s
discharging to the northern frontage.
In accordance with QUDM Table 7.3.5 and 7.3.6, road flows must be restricted for transverse flows to d.V
values of <0.3m2/s for minor flows and 0.6m2/s for major flows. These flows are also to be contained wholly
within the reserve
Flows were calculated at the outlet point using Izzard’s equation with the velocity calculated using the
Manning’s equation. The d.V value from the site based on post development conditions was less than 0.04
and therefore well under the allowable limit.
2261 david low way, peregian beach, qld 4573 acn: 626 671 092 [email protected]
Page 8
It is noted that the proposed development has a reduced impervious area compared to the existing site. It is
also highlighted that no flows currently reach the Bartlett Street frontage (with all flows diverted to the pipe
network). It is expected that with an increased pipe capacity and a diversion of major flows from this system,
stormwater mitigation should be improved.
Flooding
Flood mapping courtesy of the Noosa Council (ARCGIS Web Map) indicates the site is not subject to flooding
from any sources.
The mapping demonstrates all defined flood extents limited to the parkland in the west.

STORMWATER QUALITY MANAGEMENT
The proposed development is an industrial lot which includes, driveways and carparks. It is proposed that the
driveways and carparks will flow to a single catchment shown as 1/1 as show in Figure 3.
Figure 3 – Proposed catchment plan
CONSTRUCTION PHASE
The design milestones for water quality during the construction phase of the development will be in
accordance with Table A of the SPP Code: Water Quality. The design objectives will be achieved using approved
Sediment and Erosion Control measures.
General pollutants generated during construction are listed in Table 1 below.

Below are the characteristic treatment measures that will be implemented prior to any construction works.
Detailed Sediment and Erosion control measures and drawings are included as part of an operational works
application.
• Sensible site planning
• Stabilized site entry / exit point
• Minimization of site disturbance and duration of disturbance
• Implementation sediment control along the lower edge of the site
• Appropriate location and protection of stockpiles
• Early connection of roof water downpipes
• Compaction of backfilled trenches
• Revegetation and stabilization of the site
OPERATIONAL PHASE
The internal drainage system has been designed to include Stormwater Quality Improvement Devices which
is detailed in the plan shown in Appendix B.
SPEL Stormsacks
SPEL Stormsack filtration solutions are deployed directly in the stormwater system to capture contaminants
close to the surface for ease of maintenance. They are placed into the stormwater inlet and use the filtration
technology for stormwater treatment. This will assist in meeting the specific site water quality goals. SPEL
Stormsack filters are also easier and quicker to clean out because pollutants are trapped just under the grate.

Page 11
The maintenance of the SPEL Stormsacks shall be completed in accordance with Noosa Council standard and
manufacturers guidelines with final ownership of the basin being that of the property owner.
PROPOSED DEVELOPMENT
The proposed development will consist of a single two storey building that will consist of three separate
commercial tenancies. It is proposed that vehicle and pedestrian access will be from the Bartlett Road frontage
with carparking in the north of the property. Construction works will consist of bulk earthworks, carparking,
stormwater drainage and the installation of stormwater improvement devices. Internal water and sanitary
drainage for the building will also be provided under a separate plumbing approval as part of the building
development. These will be connected to the existing water and sewer main connections provided for the
property.
Where required, sediment and erosion control devices will also be installed during all stages of construction.
The proposed lot configuration and development are shown in Appendix A.
DRAINAGE AND EXISTING TOPOGRAPHY
In general, the site is elevated at around 19.0m AHD in Bartlett Street and grades at approximately 2% towards
an existing low point at around RL 18.0m AHD in the south-west corner. There is an existing drainage pit in this
location which will be utilised as a lawful point of discharge for roofwater and carpark drainage. Due to the
proposed design of the building, overland flows from major events will be diverted to the Bartlett Road
frontage in the north. This will ensure any pipe blockages will not create flooding to the tenancies.

Page 12
FLOODING
Flood mapping courtesy of the Noosa Council and provided in Appendix C indicates the site is not subject to
flooding from any sources.
The mapping demonstrates all defined major and extreme flood extents are limited to the Lake Entrance
Boulevarde in the south.
Based on the proposed maximum height of the driveway (9.0m AHD adjacent to vehicle crossover) and the
proposed floor levels (9.15m AHD) it is noted that any overland flows will leave the site before entering the
finished buildings.

Page 13
CONCLUSION
The report has reviewed the pre and post development scenario for the subject and external catchment
hydrology to ensure non-actionable nuisance of flows.
In summary, the development on the subject site will result in non-actionable nuisance of stormwater runoff
quantities with minor flows to outlet to the existing stormwater pipe network in the rear of the property. This
system will be upgraded to accept the proposed calculated flows.
Due to the proposed design of the building, overland flows from major events will be diverted to the Bartlett
Road frontage in the north. This will ensure any pipe blockages will not create flooding to the tenancies.
It is anticipated the report, when reviewed in conjunction with the planning report and the development plans;
will assist in supporting the application seeking development approval.
