1. EXECUTIVE SUMMARY
Ashburner Francis has carried out investigations with respect to Electrical and
Communications infrastructure for the site at Cooroy / Black Mountain at the
intersection of Elm Street and Rose Gum Road.
The site has a low voltage supplies providing power to existing buildings on
the lots under review.
We believe that all of the lots are to be amalgamated and therefore only one
electrical supply will be provided to the new lot by Energex.
A low voltage supply will be adequate for Stage 1.
When future stages are constructed, a padmount transformer will be required
to be installed on site. At this point of time it would be prudent to allow
$150,000 as a lump sum for this work.
Telecommunications infrastructure will need to be provided by either
standard copper based telephony or NBN and we do not foresee any problems
or constraints in this regard.

2. INTRODUCTION
Ashburner Francis has been commissioned by RPS Project Management on
behalf of Lutheran Community Care (LCC) to carry out investigations with
respect to Electrical and Communications infrastructure for the site at Cooroy
/ Black Mountain at the intersection of Elm Street and Ghost Gum Road.
Our understanding is that site presently comprises a number of individual lots
with houses and a small number of sheds. The purpose of our investigation
is to de-risk LCC’s business strategy for the site, with a proposal to have
dementia accommodation, overnight respite accommodation, palliative care
accommodation Central Services, chapel and a Community hall.
We understand the entire development is proposed to proceed in a staged
manner, although the make up of the staging process is not fully known.

3. ELECTRICAL INFRASTRUCTURE
3.1 Electrical Supply
There is existing low voltage Energex electrical reticulation entering the sites
from Elm Street and Ghost Gum Road.
Our understanding is that all of the lots are to be amalgamated and therefore
only one electrical supply will be provided to the new lot by Energex.
A low voltage supply will be adequate for Stage 1. It is anticipated that this
will originate from Elm St via Rose Gum Rd and enter the site near the Central
Services building and will be located adjacent the carpark at the main entry.
At the present time there is very little Energex infrastructure on Ghost Gum
Rd. Energex have both high voltage and low voltage power run via overhead
lines on Elm Street.
When future stages are constructed, a padmount transformer will be required
to be installed on site.
A planned approach would be prudent with a proposed transformer location
selected and prepared as part of early stages. An area of 5m x 4.8m for the
future transformer is required clear of all other services.
The actual cost of this substation and the associated HV cabling infrastructure
is uncertain because Energex pricing policy is under review and the exact
details of the required works will be dependent on a number of issues
including timing, location of proposed transformer and final number of
dwellings proposed.
It is likely that Energex will charge the full cost of this infrastructure. At this
point of time it would be prudent to allow $150,000 as a lump sum for this
work.
The Energex conduit/cable route and the eventual substation site will require
easements to be created over the transformer site and the HV cable route.
Refer Appendix 1 for Energex HV and LV infrastructure plans and Appendix 2
for Proposed Infrastructure Plans.
3.2 Issues to consider with respect to the power infrastructure
We envisage no risks to be catered for.
Registered easements will need to be created over the transformer site and
the HV cable route.
Buildings will not be able to be constructed over the cable route.

4. COMMUNICATIONS INFRASTRUCTURE
4.1 Communications Supply
A new lead-in conduit for either standard copper based telephony or NBN
would be required for the RACF.
We do not expect any concerns in capacity with respect to the
telecommunications network.
