EXECUTIVE SUMMARY
This report provides a brief update on the current review of Shaping SEQ Regional Plan and
brings forward a recommendation that five further places within Noosa Shire be nominated as
“Great Places” to be included within ShapingSEQ, the SEQ Regional Plan in response to a
specific request by the ShapingSEQ Review team.

RECOMMENDATION
That Council note the report by the Principal Strategic Planner to the Planning and Environment
Committee dated 9 May 2023 and authorise the Chief Executive Officer to submit to
the ShapingSEQ Review Project Team additional Great Places as detailed within the report.

REPORT
Introduction
ShapingSEQ is the South East Queensland Regional Plan of 2017. The plan was prepared with
a 25 year focus to 2041 (census year).

At the Queensland Housing Summit in October 2022, a commitment was made to
review ShapingSEQ to directly respond to the immediate housing and growth management needs
of the region. The review will be a tight, targeted amendment of the existing ShapingSEQ. The
fundamentals of the plan will remain unchanged, and there is anticipated to be relatively minor
change to the urban footprint, although the emphasis on housing choice and diversity are expected
to be strengthened.

It is anticipated it will be informed by an updated demographic profile and will identify regionally
significant infrastructure projects.

There is little change anticipated for Noosa LGA (Local Government Area). Of interest to the
northern subregion is the Beerburrum to Nambour Rail Upgrade Project and the proposed high
frequency public transport service from Maroochydore to Caloundra and Beerwah. There are also
proposed Olympic venues nominated within the SCRC area.

At this stage a draft of the amended plan and infrastructure supplement are expected to be released
for a 30-business day public notification period in the middle of the year, with a final plan expected
by the end of 2023.

Council could anticipate various submissions might be made by or on behalf of land owners this year
with requests for Council support.

Great Places
ShapingSEQ consists of several themes and Theme 5 – Live addresses Living in better designed
communities: a region of great places. This theme is about achieving better design and place-making
outcomes in the SEQ region.

PLANNING & ENVIRONMENT COMMITTEE MEETING 9 MAY 2023

According to ShapingSEQ, Great places are built environments that provide focal points which
foster a range of activities – including shopping, socializing, dining and recreation – and contribute
to local identity and economies. It states that Great places respond to our outstanding climate based
on good design that creates an urban form delivering year-round outdoor and energy-efficient living
in a leafy, subtropical landscape.

Within Chapter 3 of ShapingSEQ, Table 12 and corresponding Map 6 identify 63 “Great
Places” nominated by the region’s local governments based on their place-making programs and
aspirations for future great places. These are reproduced on the following pages.

It was intended to be an indicative and not exhaustive list, however as local governments at the time
of its development potentially took a different view in nominating places, it may not have guaranteed
consistency. An opportunity has now been made available to add/adjust this list. Within Noosa Shire,
the list is currently limited to Hastings Street, Noosa Heads and Maple Street, Cooroy. The Sunshine
Coast Regional Council by comparison has some 17 places listed as great places.

Chapter 3 Part C expands on the Norther Sub-region, which is made up of the Sunshine Coast and
Noosa LGAs. Perhaps understandably it is heavily weighted on the Sunshine Coast given it has the
larger area and population and expects the greatest change over the life of the Plan.

The following are extracts from the Outcomes for Live : Our great places:

Developing and promoting great places will support the sub-region’s liveability, prosperity, and
sense of identity and community. Current and evolving great places identified by local
governments in the Northern sub-region include:

    a. Hastings Street Noosa Heads, an iconic destination, is a small-scale main street set among
the green backdrop of Noosa Hill that provides a major drawcard for locals and international
visitors. These qualities – a vibrant, pedestrian-friendly streetscape and diverse dining and
retailing opportunities – all make Hastings Street an outstanding place.
    …
    h. Cooroy and its surrounding area services much of the Noosa hinterland. Residents enjoy
modern lifestyle conveniences in a country town atmosphere. The streetscape is enhanced by
heritage buildings, mature landscaping, shaded footpaths, small/intimate business premises,
and visual connections with the sub-region’s agricultural and forestry heritage.

The State’s SEQRP review team has specifically asked Local Governments to review the list of great
places and to consider what implementation action and measures could better support the Live
policy. The State has advised that any additional places should meet the criteria described in this
report.

While so many places within Noosa Shire are really special and worthy of recognition, officers have
proposed the following list of additional nominations having consideration to elements such as :
   • Attractive built form and amenity
   • Connection between built and natural setting
   • Vibrancy and popularity
   • 2021 liveability index scores
   • Potential growth and redevelopment opportunities
   • Pressure points and transitions

The following places are proposed for inclusion:

Gympie Terrace, Noosaville— Adjoining over 1700m of public parkland along the Noosa River,
Gympie Terrace is a favourite place for locals and holiday makers for many different reasons.
Immediate proximity to the river and its ample opportunities for active and passive outdoor recreation
is the principal drawcard, particularly for families and busy pathways afford great views. A wide
choice of restaurants and cafes attract patrons from early morning to evening with outdoor dining
and opportunities to picnic in the park. Retail offerings are of niche, boutique scale with residents
and visitors exploring by foot.

Noosa Junction— The traditional business centre of the Shire has emerged into a vibrant centre for
retail, dining and entertainment. With ongoing investment in commercial offices it also
accommodates many creative and health and wellbeing businesses, and destination shops and
galleries. Day time cafes and night time restaurants are complemented by cinemas and live
entertainment including touring artists at The J Entertainment venue. Night markets and street art
add to the appeal of the contemporary coastal village atmosphere.

Peregian Beach Village— Once an unimposing quiet, laid back beachside community, Peregian
Beach village now supports a rapidly growing catchment, including more than 11,000 people living
in nearby modern communities of Peregian Springs and Peregian Breeze, just outside Noosa Shire.
The beach as well as entertainment and recreation opportunities in the parkland are part of the

attraction, as are the many cafes and restaurants and unique destination retail offerings and creative
businesses. Low-set buildings and smaller tenancies surrounding a village square ensure an intimate
setting with mature trees. The presence of the Peregian Digital Hub provides a key attractor for a
growing digital and innovation business and employment sector.

Pomona Village— The rich heritage values of Pomona set it apart as a particularly special country
town at the base of the impressive Mt. Cooroora. There are many architectural reminders of its past,
including unique heritage attractions like the silent movie theatre, railway gallery and museum,
complemented by cafes, boutique retail and antique and old-ware dealers. Through the week it’s a
busy service centre catering for the needs of locals, however its proximity to the Bruce Highway and
to the Noosa Biosphere Trail Network ensure it’s a popular hinterland destination for visitors, with
weekend markets particularly drawing crowds.

Poinciana Avenue, Tewantin— Tewantin has the highest residential population of any single town
in Noosa Shire and as such its traditional main street is busy most days of the week, with a wide
range of retail, commercial and health services, as well as cafes and galleries. Less affected
by tourists than other coastal centres, it still services the needs of visitors heading to Noosa North
Shore or passing through to explore the hinterland. Traditional buildings are being enhanced with
street art and newer premises are more responsive to the views and subtropical climate. The main
street benefits from proximity to Noosa River and attractive public open space, through which the
Noosa Regional Gallery and Noosa Marina are just a short walk away. Increased opportunity for
living within the town centre will increase activity.
