PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
Figure 1 – proposed tower location
In response to Council officer’s concerns around the visual impact of the proposal, the applicant
changed the application following the public notification period, reducing the height of the tower to
25 metres. With antenna attached, the overall height would now be 26 metres. At the reduced height,
the applicant expects to be able to service approximately 247 premises located in Cooran and parts
of Pinbarren, Pomona and Traveston with a direct line of sight to the tower. It should be noted that
without a direct line of sight, a premises may have patchy or no connection to the NBN services
provided by the tower.
A second visual impact assessment was submitted and again reviewed by Council’s Visual
Assessment Consultant. Despite the reduction in height, the proposed tower was still considered to
result in an unacceptable level of adverse visual amenity on the surrounding area, particularly the
immediate surrounding area. Of the premises that were examined in detail, one property at 298
Tablelands Road would be affected to a greater degree than most. Figure 2 indicates the potential
visual impact of the tower illustrated by a temporary installation of a cherry-picker at an overall height
of 25 metres from ground level, in the location of the proposed tower. The proposed tower would be
located approximately 440m from the proposed house site in this location.
